About journey of heavyweight and (or) large-size vehicles

For the purpose of ensuring safety and recovery of highways public (further - highways) from driving through them of heavyweight and (or) large-size vehicles (further - TKTS):

1. Determine that:

1.1. for the purpose of compensation of damage caused to highways in case of journey on them of TKTS to owners (users) of TKTS * TKTS fare on highways, except as specified, specified in part two of this subitem is established.

Owners (users) of the wheel tractors used in agricultural industry and also the vehicles used for are exempted from TKTS fare on highways:

transportation of goods for the purpose of ensuring defense capability, law and order or liquidation of emergency situations;

implementation by the organizations of the state road farm of activities for content of highways at the expense of budgetary funds;

transportation of goods of the humanitarian assistance to the population of the Republic of Belarus and other states;

* For the purposes of this Decree terms and their determinations are applied according to appendix 1.

1.2. rates of fare of TKTS with exceeding of admissible lump of the vehicle more than for 2 percent are determined by highways in the amount of 0,003 of basic size for each complete ton of exceeding on kilometer of distance and 0,001 of basic size for incomplete ton of exceeding on distance kilometer;

1.3. rates of fare of TKTS with exceeding of admissible axial weight on single, dual and stroyenny axes of the vehicle are determined by highways according to appendix 2;

1.4. rates of fare of TKTS with exceeding of admissible axial weight on each adjacent axis of the vehicle having more than three axes with odnoskatny and duo-pitch wheels, and also having on axis four and more duo-pitch or odnoskatny wheels in case of distance between axes of wheels of more 0,7 of meter or six and more wheels on axis in case of distance between axes of wheels of less 0,7 of meter are determined by highways according to appendix 3;

1.5. rates of fare of TKTS with exceeding of admissible dimensions of the vehicle are determined by highways according to appendix 4;

1.6. in case of intra republican motor transportation of loads with exceeding of admissible weight parameters for separate categories of the vehicles specified in part two of this subitem issue of reusable special permissions is allowed.

Treat vehicles for which journey issue of reusable special permissions is allowed:

the cars dump trucks transporting loose goods, including agricultural loads, and concrete mixes;

the cargo vehicles of the MAZ-53371 brand with onboard platform transporting loose agricultural goods;

the avtobetonosmesitel transporting concrete mixes;

two-axis truck cranes;

the cars-shchepovozy transporting wood spill;

the cars-sortimentovozy and timber ships transporting wood;

the two-axis, three-axis, eight-wheel cargo vehicles transporting scrap and waste of ferrous and non-ferrous metals for the state (republican) needs.

Issue of reusable special permissions for journey of the vehicles specified in part two of this subitem is allowed on condition of not exceeding technically of the admissible lump of the vehicle and not exceeding of the maximum lump according to appendix 5.

Issue of reusable special permissions for the wheel tractors used in agricultural industry by width from 2,55 to 4 meters inclusive and with exceeding of admissible weight parameters is allowed.

The amount of fare of TKTS in case of issue of reusable special permissions is determined by highways according to appendix 5;

1.7. the amount of increase in rates of fare of TKTS in the cases specified in parts of first or third of Item 9 of the Regulations on fare of heavyweight and (or) large-size vehicles on highways approved by this Decree is determined by highways according to appendix 6;

1.8. in need of journey of the vehicle with exceeding of the admissible weight and (or) dimensional parameters established by this Decree, except as specified, specified in subitem 1.10 of this Item, the owner (user) of TKTS shall beforehand (prior to participation in traffic) to get special permission or to provide its obtaining by persons specified in part two of this subitem.

On behalf of the owner (user) of TKTS person which is directly involved in traffic as the driver of TKTS or the other person acting on behalf of the owner (user) of TKTS can get special permission;

1.9. with participation in traffic of TKTS, except as specified, specified in subitems 1.10 and 1.11 of this Item, his driver shall have in case of himself and show for check to officials of authorized monitoring bodies the original of special permission on paper or its copy certified by the organization which issued special permission.

In the cases specified in subitems 1.10 and 1.11 of this Item, the driver of TKTS shall have in case of himself and show the document confirming introduction of fare of TKTS on highways for check. At the same time in the case specified in subitem 1.11 of this Item, the driver of TKTS shall report to officials of authorized monitoring bodies data on number and the date of receipt of special permission in electronic form;

1.10. the driver of TKTS has the right to perform driving of TKTS through highways without special permission if:

TKTS drove on the territory of the Republic of Belarus through customs border of the Eurasian Economic Union in the Republic of Belarus (further - customs border) and exceeding of admissible lump and (or) admissible axial weight (amount of axial masses) constitutes up to 10 percent inclusive;

The transport inspection of the Ministry of Transport and Communications (further - Transport inspection) resolved further movement of the detained TKTS according to Item 11 of the Provision approved by this Decree;

1.11. the driver of TKTS has the right to perform driving of TKTS through highways without special permission on paper in case of registration of special permission in electronic form according to the procedure, established by the Ministry of Transport and Communications together with the State Customs Committee.

2. Set admissible weight and dimensional parameters of the vehicles passing on highways:

admissible lumps of vehicles (appendix 7);

admissible axial mass (amount of axial masses) of vehicles (appendix 8);

the admissible axial mass of the vehicles having on axis four and more duo-pitch or odnoskatny wheels in case of distance between axes of wheels of more 0,7 of meter and also six and more wheels on axis in case of distance between axes of wheels of less 0,7 of meter (appendix 9);

the admissible axial mass (the amount of axial masses) of vehicles in the period of temporary restrictions of loads of axes of vehicles in case of adverse weather climatic conditions (appendix 10);

the admissible axial mass of the vehicles having on axis four and more duo-pitch or odnoskatny wheels in case of distance between axes of wheels of more 0,7 of meter and also six and more wheels on axis in case of distance between axes of wheels of less 0,7 of meter, in the period of temporary restrictions of loads of axes of vehicles in case of adverse weather climatic conditions (appendix 11);

admissible dimensions of vehicles (appendix 12).

The admissible amount of axial mass of the vehicle having dual or stroyenny axes from which the main axis (two main axes) with duo-pitch, and the additional axis - with odnoskatny wheels, is accepted as for axes with duo-pitch wheels according to appendices 8 and 10 with reduction of the amount of axial masses by ton 0,5.

The reduction of the amount of axial masses specified in part two of this Item is not applied to stroyenny axis of cargo vehicles, cars tractors, truck tractors, trail cars and semitrailer trucks in case of interaxal distance from 1,3 to meter 1,8 inclusive to highways with the bearing capability of road 11,5 clothes of ton on axis.

In the cargo vehicles, cars tractors, truck tractors, trail cars, semitrailer trucks having more than two adjacent axes in case of different interaxal distance for calculation of admissible axial masses the arithmetic average interaxal distance is accepted.
