The government of the Russian Federation decides:
1. Conduct from July 1, 2019 to June 30, 2021 in the territory of the Russian Federation experiment on traceability of the goods issued in the territory of the Russian Federation according to customs procedure of release for internal consumption (further - experiment).
2. Approve the enclosed Regulations on carrying out experiment on traceability of the goods issued in the territory of the Russian Federation according to customs procedure of release for internal consumption.
3. Determine the Ministry of Finance of the Russian Federation, the Federal Tax Service and the Federal Customs Service the federal executive bodies authorized on ensuring carrying out experiment.
4. Assign:
on the Ministry of Finance of the Russian Federation functions of the coordinator of activities of the Federal Tax Service and the Federal Customs Service on ensuring carrying out experiment;
on the Federal Tax Service of function of the operator of the information system used for the purpose of carrying out experiment including for collection, accounting, storage and processing of data on the goods issued in the territory of the Russian Federation according to customs procedure of release for internal consumption which are subject to traceability within the experiment;
on the Federal Customs Service obligation on submission to the Federal Tax Service for placement in the information system used for the purpose of carrying out experiment, data on the goods specified in the paragraph the second this Item in case of their customs declaring.
5. Provide to the Federal Tax Service acceptance and registration of applications for participation in experiment from the physical persons registered as individual entrepreneurs, and legal entities wishing to participate in experiment.
