Based on the Provision "About the State Inspectorate for Supervision in Power Industry (Uzgosenergonadzor)" approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 01.03.2004 N 96, I order:

1. Approve the enclosed Rules of technical operation of the heatusing installations and thermal networks.

2. Enact this order after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. I reserve control of execution of this order.

Rules of technical operation of the heatusing installations and thermal networks

These rules according to the Law of the Republic of Uzbekistan "About labor protection" (Sheets of the Supreme Council of the Republic of Uzbekistan 1993, N 5, of the Art. 233) and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of April 29, 1992 N210 "About the Organization of Work on Review of Bylaws of the Former USSR" determine procedure for technical operation of the heatusing installations and thermal networks, and also ensure reliability, safety and efficiency of operation and prevention of dangerous production situations.

Rules are processed taking into account change in structure and technological level of operation of the heatusing installations and thermal networks, requirements of state standards in the field of labor safety and intended for engineering employees (further - ITR) and personnel, the heatusing installations which are engaged in operation, adjustment and repair and thermal networks.

Chapter I. Terms and determinations

1. In these rules the following determinations and terms are used:

administrative technicians - heads of the companies, chiefs of workshops, sites, laboratories, their deputies, engineers and technicians, masters who are engaged in operational and corrective maintenance;

crew - working collective as a part of 2 people and more, including the operator;

commissioning - the event fixing readiness of thermal networks and the heatusing installations for proper use and which is documentary drawn up in accordance with the established procedure;

the rotating mechanisms - pumps, fans, etc. with electric or other drive;

personnel on duty - the persons which are on watch in change, allowed to management and switchings of the equipment (the workers servicing thermal Items, condensate stations, power supply dispatchers, the workers of technological workshops servicing the heatusing installations and thermal networks and so forth);

the admission - the action providing correctness of preparation of workplace, sufficiency of the taken security measures necessary for work production, and compliance to their nature and place of employment according to the job specification or the order;

the closed water system of heat supply - water system of heat supply in which the water circulating in thermal network is used only as the heat carrier and from network is not selected;

duplication - management of the heatusing installation and thermal networks and execution of other functions on workplace, the persons responsible for training of the doubler performed under observation;

individual thermal Item (further - ITP) - the thermal Item servicing the building or its parts;

the maintenance manual - the document in which are stated procedure and rules of maintenance of product (installation);

the maintenance instruction - the document in which the data necessary for the correct operation (use, transportation, storage and maintenance) products (installation) and his (her) maintenance in permanent readiness for action are stated;

source of warmth (heat energy) - the power station intended for production of warmth (heat energy);

the job specification - the task for the safe carrying out work determining it content, the place, time of the beginning and the termination, necessary security measures, structure of crew and persons responsible for safe performance of work constituted on the special form;

equipment maintenance - operation, repair, adjustment and testing of the equipment, and also commissioning on it;

operational maintenance force - the employee category from among maintenance force which is specially trained and prepared for operational servicing in the approved amount of the thermal networks and the heatusing installations assigned to them;

refusal - the event consisting in violation of operating state of object;

open water system of heat supply - water system of heat supply in which the water circulating in thermal network is in parts or in full selected from system by consumers of warmth;

preparation of workplace - production of necessary transactions on shutdown, emptying, cooling, washing, ventilation of the equipment, prevention of its wrong inclusion in work, check of lack of excessive pressure and hazardous substances, installation of barrier, posting of the signs of safety on this workplace ensuring safety of work;

the consumer of heat energy - the company, the organization, territorially isolated workshop, the building site, etc. at which the heatusing installations are attached to thermal networks of source of warmth of the heatsupplying organization;

the company - the business entity (including its divisions) created for production, performance of works and rendering services for the purpose of satisfaction of public requirements and profit earning;

safety valves - the devices protecting from exceeding of pressure in copper, vessel, the pipeline, etc. superestablished;

workplace - the place of permanent or temporary stay working in the course of labor activity;

works at height - works in case of which accomplishment the worker is at height of 1,3 of m and more from the surface of soil, overlapping or working flooring and at distance less than 2 m from difference border on height;

repair - complex of transactions on maintenance or operability of product (installation) and recovery of his (her) resource or their components;

maintenance force - the engineers, technicians, masters, workers who are engaged in repair of the heatusing installations and thermal networks;

system of heat supply - set of the interconnected thermal networks performing object heat supply (the building, workshops, the area, the city, the company, etc.);

system of maintenance and repair - set of the interconnected means (documentation, processes of maintenance and repair and contractors), the necessary for maintenance and recovery of quality installations entering this system;

systems of heatconsumption - complex of the heatusing installations with connecting pipelines or thermal networks which are intended for satisfaction of one or several types of thermal loading (heating, ventilation, hot water supply, technological needs);

training - personnel training on workplace under the leadership of person responsible for training, after theoretical preparation or along with it for the purpose of practical mastering specialty, adaptation to objects of servicing and management, acquisition of skills of bystry orientation on workplace and other working methods;

thermal network - set of the devices intended for transfer of heat energy to consumers;

thermal Item (further - TP) - the node intended for:

distributions of the heat carrier by types of thermal consumption;

accounting and control of parameters of the heat carrier, heatconsumption mode;

implementation of operational switchings;

thermal node - complex of devices for accession of systems of heatconsumption to thermal network;

the heatusing installation - complex of the devices using warmth on the purposes of heating, ventilation, hot water supply and technological needs;

heat supply - providing consumers with heat energy;

the heatsupplying organization - the legal entity who has right to sell and distributions of heat power under the agreement;

maintenance - complex of transactions or transaction on maintenance of working capacity or operability of product (installation) in case of his (her) use to destination, storage or transportation;

the central heat distribution station (further - TsTP) - the node performing functions of one or several thermal Items;

operation - systematic use, maintenance and repair of the heatusing installations and thermal networks;

the power supplying supply agency of heat energy, being the legal entity having in the conducting installation, generating heat energy, operating heat energy, operating thermal networks and providing on contractual basis of consumers of heat energy.

Chapter II. Organization of operation

§ 1. General provisions

2. These rules extend to the heatusing installations: evaporating, rectifying, drying, preheating, steam hammers, etc., and also on thermal networks, systems of heating and ventilation, hot water supply, collection and return of condensate, heat exchangers and heatmeasuring devices.

3. On the basis of these rules at the companies (organizations) having special conditions of production or the special heatusing installations where as primary heat carrier technology products are applied, and also installations which operation is not provided by these rules shall be developed local operational instructions for the personnel servicing these installations taking into account nature of production, features of the equipment, technologies are, etc. approved by management of this company (or superior organization).

4. By order of or to the order of the director borders of separation of functional obligations and responsibility of production divisions and power service for thermal networks and the heatusing installations shall be established.

5. Distribution of responsibility between the consumer and the heatsupplying organization is determined by the agreement for use of heat energy by use of heat energy.

6. The heatusing installations put into operation shall be made according to specifications and meet the requirements of state standards.

7. The device, operation and repair of the heatusing installations and thermal networks, buildings and constructions shall conform to requirements of the Law of the Republic of Uzbekistan "About labor protection", "Safety regulations in case of operation of the heatusing installations and thermal networks" (further - PTB) and other acts of the legislation in relation to these installations.

8. It is necessary to include indicators of specific expenses of heat energy, and also indicators of the generalized energy costs on production (works) corresponding to the best industry and world achievements in structure of technical and economic part of projects of the new and reconstructed productions.

9. The organization of work on safe engineering shall meet the requirements of the Law of the Republic of Uzbekistan "About labor protection", regulating documents for labor protection and PTB.

§ 2. Personnel tasks, responsibility and supervision of accomplishment of Rules

10. The personnel servicing the heatusing installations and thermal networks shall represent clearly technological features of the company (organization), nobility and carry out these rules, PTB, instructions and other directive materials and shall provide:

serviceable technical condition of the heatusing installations and thermal networks;

safe operation of the heatusing installations and thermal networks;

reliable supply with heat energy of consumers.

11. The faces responsible for technical condition and safe operation of the heatusing installations and thermal networks, thermal economy of the consumer of heat energy, and also in thermal and technological workshops are appointed by the order of the head from among ITR of the company.

Other personnel of the company (organization) perform the activities and bear responsibility according to these rules, also with job descriptions.

In case of consumption of heat energy only for heating, ventilation and hot water supply responsibility for serviceable condition and safe operation of the heatusing installations and thermal networks of the company can be assigned by the order (order) to the specialist who does not have heattechnical education, but had training on special rates and examination in the commission of the company with participation of representatives of inspectorate Uzgosenergonadzor.

Need of appointment responsible for workshops and sites establishes management of the company in each case depending on structure of energy service of the company, parameters of heat carriers, capacity of the heatusing installations and amounts of heatconsumption of workshops (sites).

12. It is allowed to transfer on contractual basis the heatusing installations and thermal networks to maintenance and operation to the specialized organizations or personnel of other company. At the same time responsibility for observance of these rules and terms of the contract on use of heat energy with the heatsupplying organization remains behind the company consumer.

13. The administration of small enterprises and organizations (schools, hospitals, shops, hotels, masterful, table, etc.), using heat energy for needs of heating and hot water supply, shall provide servicing of the heatusing installations and thermal networks by transfer of their operation under the agreement by the specialized organization or contain the personnel corresponding on qualification. Content of personnel is possible on the equity beginnings with other small enterprises (organizations).

In all cases at small enterprise the nominated person responsible for the thermal economy obliged to provide accomplishment of these rules shall be the order.

At small enterprises and in the organizations where ITR positions are not provided in the state, responsible for thermal economy can be the nominated person from ITR of superior organization, and in the absence of superior organization responsibility is conferred on the head.

Operation of the heatusing installations and thermal networks without availability of the corresponding prepared personnel is forbidden.

14. Consumers of heat energy shall provide:

reliable, economic and safe work of the heatusing installations and thermal networks and operation them according to requirements of these rules, PTB, "Instructions for use heat energy", approved by the resolution of the Cabinet of Ministers of August 22, 2009 N 245 (Collection of the legislation of the Republic of Uzbekistan, 2009, N 35, the Art. 382) and other regulating documents (further - ND);

observance established in the contract for use of heat energy with the heatsupplying organization of the hydraulic and thermal modes of consumption of heat energy;

observance of the schedule of thermal loading of the company (organization) and maintenance of the set heatconsumption mode;

development and deployment of evidence-based consumption rates of heat energy, actions for its economy, increase in return of condensate at source of heat energy, decrease in temperature of the return heating water, by use of low-potential heat for the economic or technological purposes and perfection of schemes of heat supply;

implementation of the new equipment and technology promoting work performance improvement;

implementation of the automated systems and devices of control of the hydraulic and thermal modes, and also accounting of the consumed heat energy;

the organization and timely carrying out planovopredupreditelny and capital repairs of the heatusing installations and thermal networks, and also providing with the spare parts and materials necessary for smooth operation of the thermal equipment;

training of personnel and examination of these rules, PTB, job and production descriptions;

accomplishment of conventional rules by quantity and quality of the condensate returned on source of heat energy;

timely and high-quality maintenance and repair of the heatusing installations and thermal networks;

development of energy balances of the company and their analysis;

accomplishment of instructions of inspection Uzgosenergonadzor and the heatsupplying organization at the scheduled time;

timely investigation of failures of the heatusing installations and thermal networks, and also the accidents connected with their operation;

presentation of the claim to manufacturing plants by delivery incomplete, low-quality or not meeting custom specifications, state standards and specifications (further - TU) the equipment;

to the mounting organizations - in case of low-quality installation, departures from the project documentation and damages to machinery in the course of installation;

development, together with the heatsupplying organization, and accomplishment according to the contract for use of heat energy of schedules of restriction and shutdown of the heatusing installations in case of temporary lack of heat energy and capacity and on sources of warmth of the heatsupplying organizations;

development with involvement of specialists of technological and other divisions, and also specialized project and adjustment organizations of the perspective plans directed to decrease in the specific expense rates of heat energy spent per unit of products of decrease in heat capacity of products;

implementation of energy-saving and environmentally friendly technologies, the utilization installations using thermal secondary energy resources;

application of progressive forms of economic incentives of works on energy saving;

acceptance for operation of the new and reconstructed heatusing installations and thermal networks in compliance to requirements of ND and check of their compliance to requirements of ND.

15. Each case of accident and failure of the heatusing installations and thermal networks shall be investigated and considered.

Developed actions for materials of investigation are subject to approval by management of the company and to execution at the scheduled time.

On the basis of materials of investigation antiemergency actions for the prevention of similar accidents and failures shall be developed.

16. On the heatusing installations and in thermal networks bear the personal responsibility for accidents and cases of failures:

a) the workers who are directly servicing installations and thermal networks (operation, operational and repair and technological personnel) for each accident and failure which happened on their fault and also for the wrong liquidation of any accidents and failures on the site serviced by them;

b) the workers making repair of the equipment - for each accident and marriage in work which happened because of low-quality repair, and engineering employees of the company - for the accidents and failures which happened because of untimely carrying out repair on their fault and low-quality acceptance of the equipment after repair;

c) the senior operation personnel - for the accidents and refusals which happened on their fault and also because of the personnel subordinated to them;

d) heads (or chief engineers), chief power engineers (mechanics), chiefs of warm and power workshops, master heating engineers and other ITR - for the accidents and failures which happened on their fault because of the personnel subordinated to them, and also as a result of the unsatisfactory organization of carrying out repair and failure to carry out of antiemergency actions.

17. The happened each accident connected with operation of the heatusing installations and thermal networks shall be investigated and considered in accordance with the established procedure.

18. Responsibility for the accidents which happened on production is born by persons as directly broken Rules, and those which did not provide accomplishment of the organizational and technical actions excluding possibility of accidents (compliance of place of employment to conditions of safety regulations, carrying out training in safe methods of conducting works, etc.).

19. The staff of the personnel servicing thermal economy of the company (organization) is established by the head. However it shall be such to provide unconditional fulfillment of requirements of these rules.

Separation of obligations on maintenance and operation of the heatusing installations and thermal networks between personnel is regulated by management of the company in job descriptions.

20. The state energy supervision of fulfillment of requirements of these rules and PTB is performed by inspection Uzgosenergonadzor.

21. Control of accomplishment at the companies of requirements of PTB is exercised by services (departments) of safe engineering of the companies and their higher bodies.

22. In case of violation of contractual delivery conditions of heat energy from the company supplier person responsible for general condition of thermal economy of the company prepares the claim, and in case of rejection of measures for providing terms of the contract with the supplier appeals in accordance with the established procedure to court.

23. Persons which violated these rules are made responsible according to the legislation of the Republic of Uzbekistan.

§ 3. Training of personnel

24. Operation of the heatusing installations and thermal networks of the company shall be performed by the prepared personnel: specialists shall have the education corresponding their positions, and workers - preparation in volume of requirements of qualification characteristics.

25. At the company the work with personnel directed to increase in his professional skill, the prevention of accident rate and injury rate shall be carried out systematically.

26. Work with the person on duty and operational maintenance force shall include:

a) preparation for new position and training;

b) examination of these rules, PTB, Fire safety regulations for the energy companies (рег. N1341 of April 22, 2004) (further - PPB), instructions and other ND which knowledge is provided by job descriptions;

c) duplication (fulfillment of duties under observation of the experienced worker on its workplace);

d) briefings on labor safety and fire safety;

e) holding antiemergency and fire-proof trainings;

e) professional and economic training.

27. Work with the personnel connected with maintenance, adjustment and testing shall include:

preparation for new position and training;

examination in volume of requirements of qualification characteristics;

briefings on labor safety and fire safety;

professional training.

28. Work with the specialists who are directly not engaged in management of the heatusing installations and thermal networks or their servicing shall consist of preparation for new position, examination in the amount provided by job descriptions and also professional and economic training.

29. Persons servicing the objects under control of the State supervision shall be trained, certification, examination and training according to requirements of state supervision bodies.

30. Before appointment to independent work or in case of transfer into other work (position) connected with servicing of the heatusing installations and thermal networks and also in case of work stoppage over 6 months, the personnel shall undergo inservice training on workplace.

For inservice training the term sufficient for acquisition of practical skills, acquaintance with the equipment, the equipment and studying shall be provided:

a) these rules, PTB;

b) technical data sheet, the device, schemes and features of operation of the heatusing installations and networks in amount, necessary for this position;

c) production instructions;

d) additional rules and instructions depending on the performed work.

The trainee's attachment to the worker training it shall be drawn up by the order (order) on the company, the workshop or the site.

31. In the course of preparation for new position and training the person on duty and operational maintenance force shall:

acquire these rules, PTB, PPB and to study their practical application;

study schemes, production instructions and instructions for labor protection which knowledge is obligatory for work in this position;

fulfill accurate orientation on workplace;

acquire necessary practical skills in accomplishment of production operations;

study acceptances and conditions of safe, accident-free and economic operation of the serviced heatusing installations and thermal networks.

32. Upon termination of training terms the trainee shall undergo in the special commission examination in volume of requirements of Item 29 of these rules.

In case of positive assessment of knowledge it can be allowed to duplication for the term established by the commission.

For maintenance force duplication is not required.

33. When training workers, retraining, receipt of the second profession by them, advanced training directly at the company the worker to whom these functions, if necessary with involvement of the corresponding specialists of power service of the company are assigned shall organize training in safe methods and acceptances of work.

34. The list of works and professions by which provide training and also procedure, form, frequency and duration of training is established by the director in coordination with trade-union committee taking into account industry requirements and proceeding from the characteristic of profession, work type, specifics of production and working conditions.

35. Training programs which shall be approved by the head (or the chief engineer) are developed for training at basis of industry standard programs and are approved by department (engineer) of safe engineering. Training programs shall provide theoretical and inservice training, including training on workplace.

36. Theoretical training is provided within the special subject "Labor protection" or appropriate section of special technology in volume of at least 20 h when training at production.

37. Inservice training to safe methods and acceptances of work shall take place in workshops, workshops or on the workplaces which are specially created at the company under the leadership of the master (instructor) of inservice training or the highly skilled worker.

Duration of training shall be established individually taking into account readiness of the trainee and shall constitute from two to twenty changes.

The admission to training is drawn up by the administrative document.

Upon termination of training the trainee shall undergo primary examination then it is allowed to duplication.

38. In case of work stoppage on this work type, position, profession there are more than 3 years, and during the works with the increased danger more than 1 year, all workers shall be trained to safe methods and acceptances of work prior to independent work.

39. Persons who received unsatisfactory assessment in case of qualification check are not allowed to independent work and within 1 month shall undergo repeated testing. In case of receipt of unsatisfactory assessment of repeated qualification check person is not allowed to performance of works. The issue of use of such worker is resolved by administration of the company.

40. Operational and the operational maintenance force which had work stoppage from 3 weeks to 2 months shall undergo duplication on the workplace during 1-2 changes, and after work stoppage from 2 to 6 months - to 6 changes.

41. The admission to duplication of personnel is drawn up by the administrative document in which are specified the term of duplication and responsible for training of the doubler. The program of training of the doubler, terms of duplication depend on complexity of the serviced equipment. The term of duplication shall be at least two working shifts. The main worker and the doubler are responsible for all actions of the doubler on workplace of the person on duty equally.

During duplication on workplace the trainee can make operational switchings, surveys or other works in the heatusing installation only with permission and under the supervision of training.

Responsibility for correctness of action of the trainee and observance of these rules, and also PTB by it bear the training and trainee.

If during duplication professional unfitness of the worker to these activities is established, its preparation stops. The issue of further use of such worker is resolved in accordance with the established procedure by administration of the company.

42. The admission to independent work more than 6 months which are again accepted or having work stoppage operational and operational maintenance force is made only after instructing, training, examination and duplication; maintenance and adjustment force - after instructing, training and examination.

Conditions of the admission of the personnel which had work stoppage from 3 weeks to 6 months it is determined lasting this break.

43. The admission of personnel to independent work shall be drawn up by the administrative document (the order, the order) of the director or structural division.

44. Before the admission to independent work operational and the operational maintenance force which had work stoppage shall examine the following changes in the equipment, schemes and operating modes of the heatusing installations and thermal networks;

changes in the instruction;

again enacted by ND;

new orders, technical orders and other materials on this position.

45. Action of the admission to independent work of persons for whom the examination is obligatory remains to the term of the next check and can be interrupted with the decision of the director, structural division or state supervision bodies in case of violation by these persons of the rules established by production or job descriptions.

46. The maintenance and adjustment force in case of work stoppages from 1 to 2 months before the admission to work shall undergo unplanned instructing, in case of work stoppages from 2 to 6 months - instructing and training during one-two changes, in case of work stoppage over 6 months - instructing, training and examination.

47. Recurring inspection of knowledge of personnel of these rules, PTB and production instructions shall be carried out to the following terms:

a) once in 12 months for the personnel which are directly servicing the operating heatusing installations and thermal networks, or the adjustment, installation and repair work which is carrying out to them;

b) once in three years - for ITR connected with operation and repair of the heatusing installations and thermal networks.

The engineering employees belonging to operation personnel are exposed to examination annually.

48. Persons which allowed violations of these rules, PTB or production instructions shall be exposed to extraordinary examination.

49. The qualification examination of these rules, PTB, PPB, production and job descriptions shall be made:

primary - before the admission to independent work after education and training to new position and upon transition from other work (position);

periodic - in the terms specified in item 46;

extraordinary - in case of abuse of regulations and instructions;

upon the demand of bodies of inspectorate Uzgosenergonadzor, State inspection Sanoatgeokontekhnazorat, employees of technical inspectorates of labor union;
