About approval of the Procedure of payments of inventory cost of the rooms which are in property of physical persons

The Cabinet of Ministers of the Azerbaijan Republic decides:

1. Approve "The procedure of payments of inventory cost of the rooms which are in property of physical persons", provided by the State committee on construction and architecture of the Azerbaijan Republic and Committee of housing and communal services under the Cabinet of Ministers of the Azerbaijan Republic (is applied).

2. Consider invalid the first Item of the resolution of the Cabinet of Ministers of the Azerbaijan Republic "About the inventory cost of the rooms which are in property of physical persons in the territory of the Azerbaijan Republic" of March 16, 1998 No. 58.

3. This resolution becomes effective from the date of signing.

Procedure of payments of inventory cost of the rooms which are in property of physical persons

I. Determination of inventory cost of rooms

1.1. The inventory cost of the rooms which are in property of physical persons is determined based on their technical inventory count.

1.2. The inventory cost of rooms is determined by their actual cost, less the cost of the physical wear existing at the time of their revaluation.

1.3. The inventory cost of the rooms which are in property of physical persons is determined taking into account coefficients and the operating index (extent of inflation) in the following procedure:

1.3.1. Determination of inventory cost of individual apartment houses (except for the submitted project and estimate documents constructed based on and afterwards the privatized utility individual houses) and country houses.

1.3.1.1. The inventory cost of individual apartment and country houses is calculated based on appendices 1 and 2 to this Procedure using the raising coefficient 42700 to regulations of the basic price of 1 cubic meter of the room.

1.3.2.1. The inventory cost of the privatized apartments entering individual housing stock is estimated after creation of technical data sheet in the following procedure:

1.4.3. The inventory cost of the privatized rooms is determined according to the Items specified in this Procedure.

1.5. For determination of real assessment of the physical persons of the rooms (except individual housing stock) with ended normative service life which do not have original book value being in property and also rooms which book value does not correspond to their real condition such rooms inventarizutsya on places from technical aspect with the assistance of the special commission, their actual state also is determined by actual state percent of depreciation of each structural element according to appendix 4 presents of the Procedure.

II. Registration of results of assessment

Following the results of work the contractor (territorial administrations of Service of the State real estate register under the State committee on questions of property of the Azerbaijan Republic) represents to the customer (municipal body of Tax Service) the summary final table of assessment of rooms (appendix 5 to this Procedure). The summary table is signed by contractors of work and affirms the chief of the executive organization.
