1. Bring in the order of the Government of the Republic of Kazakhstan of May 16, 2011 No. 519 "About national scientific councils" (SAPP of the Republic of Kazakhstan, 2011, No. 38, the Art. 468) the following change:

To be reworded as follows the regulations on national scientific councils approved by the specified resolution according to appendix to this resolution.

2. This resolution becomes effective after ten calendar days after day of its first official publication.

Regulations on national scientific councils

1. General provisions

1. This Regulations on national scientific councils (further - the Provision) are developed according to the Law of the Republic of Kazakhstan of February 18, 2011 "About science" and determine legal and organizational basis of activities of national scientific councils (further - councils).

2. Councils are collegiate organs in the directions of development of scientific and (or) scientific and technical activities.

3. Councils are created in the directions of science according to the state priorities of social and economic development of the Republic of Kazakhstan.

4. Working body of councils is the National center of the state scientific and technical examination (further - the center of examination) which will organize work of councils.

2. Structures of councils

5. Structures of councils affirm for a period of 3 (three) and shall consist of odd number of members in number of no more than 25 (twenty five) people.

At least two thirds of structure of council in the field of homeland security and defense shall have the admission to the data containing the state secrets.

6. Structures of councils are created by authorized body in the field of science from among competent Kazakhstan and foreign scientists, representatives of state bodies, national managing holdings, national institutes of development, national holdings, the national companies, subjects of private entrepreneurship and affirm the Government of the Republic of Kazakhstan.

For forming of structure of council of the organization represent to authorized body in the field of science of the curriculum vitae of the candidate in any form with indication of the data confirming the candidate's compliance to requirements of this provision.

Responsibility for accuracy of the information in the summary is born by the organizations recommending the candidate.

Candidate lists in structures of councils are published on Internet resources of authorized body in the field of science and the center of examination.

The authorized body in the field of science when forming council provides representation with members of council of the primary branches relating to the direction of council.

The skill area of each candidate recommended in structure of council shall correspond to the direction of council.

7. The Kazakhstan scientists elected in structures of councils shall be the citizens of the Republic of Kazakhstan having degree of the doctor of philosophy (PhD), the doctor on profile, the doctor or the candidate of science, being or being workers of accredited subjects of scientific and (or) scientific and technical activities within 3 (three) years before date of forming of structure of council or who are engaged in scientific and (or) scientific and technical activities in the foreign scientific organizations or higher educational institutions and to have:

1) years of service of research and (or) scientific and pedagogical work on the direction of council at least 10 (ten) years;

2) Hirsh's index at least 3 (three) according to the international bases Web of Science and (or) Scopus for date of nomination;

3) at least 2 (two) Articles within the last 5 (five) years before date of nomination in the editions which are entering 1 (one), 2 (two) and 3 (three) quartiles of Web of Science base and (or) having percentile on Cite Score in Scopus base at least 35 (thirty five).

In the field of humanitarian, social, political and social sciences the requirement about availability of index of Hirsh does not extend to the Kazakhstan scientists. Instead of the requirement established by the subitem 3) of Item 7, concerning the Kazakhstan scientists in the field of humanitarian, social, political and social sciences availability at least 3 (three) publications for date of nomination within the last 5 (five) years in the editions indexed in the international bases Web of Science and (or) Scopus is considered.

The requirement about availability of index of Hirsh and Articles in the editions indexed in the international bases Web of Science and (or) Scopus does not extend to the Kazakhstan scientists in the field of the homeland security and defense recommended for inclusion in the relevant council.

8. Selection of the Kazakhstan scientists in structures of councils is made from the candidates conforming to requirements of Item 7 of this provision on the basis of the ranged list by the number of citings their publications for the last 5 (five) years, according to the international bases Web of Science and (or) Scopus, without the self-citings constituted by authorized body in the field of science.

In structures of councils the scientists having the greatest number of citings according to the ranged list are selected. In case of availability at the Kazakhstan scientific citings according to two specified international bases, in case of creation of the ranged list the greatest number of citings is considered.

In case of selection of the Kazakhstan scientists in the field of humanitarian, social, political and social sciences structures of councils join the scientists having the greatest number of publications in the editions indexed in the international bases Scopus and (or) Web of Science for date of representation of the candidate for structure of council.

In case of availability of index of Hirsh at scientists in the field of humanitarian, social, political and social sciences, they have advantage as the candidate for structure of council before the scientists who do not have Hirsh's index irrespective of the number of publications. Scientists with big index of Hirsh have advantage before scientists with smaller index of Hirsh.

9. No more than 20% (twenty percent) of structure of each council, but at least one member are created of number of the foreign scientists who are knowing English and having index Hirsh at least 10 (ten), according to the international bases Web of Science and (or) Scopus, recommended by the scientific organizations, higher educational institutions, scientific public associations or the autonomous organization of education.

The citizens of foreign states having the academic degree of the doctor of philosophy (PhD), the doctor on profile or academic degree which are engaged in scientific and (or) scientific and technical activities in accredited subjects of scientific and (or) scientific and technical activities and (or) in the autonomous organization of education in the Republic of Kazakhstan or in the foreign research organizations or higher educational institutions are considered as foreign scientists.

The requirement about inclusion in structure of council of foreign scientists does not extend to council in the field of homeland security and defense.

10. At least 50% (fifty percent) of structure of each council, except for councils in the field of homeland security and defense, humanitarian and natural sciences, are created of the workers having length of service at least 5 (five) years in the industry corresponding to the direction of council:
