1. Approve the Development program of the food industry of the Republic of Tajikistan for 2020 - 2025 and the actions plan on its realization (appendices 1 and 2).
2. And new technologies of the Republic of Tajikistan together with the relevant ministries and departments, executive bodies of the government of areas, cities and areas to provide to industry ministry accomplishment of this Program at the scheduled time and annually to represent to the Government of the Republic of Tajikistan data on the course of its realization.

1. The development program of the food industry of the Republic of Tajikistan for 2020-2025 (further - the Program) is developed on the basis of orders, proceeding from the president's letter of the Republic of Tajikistan, the Leader of the nation, dear Emomalii Rahmon of December 26, 2018.
2. In the Program the main strategic documents as the National strategy of development for the Republic of Tajikistan for the period till 2030, the State program of export promotion and to import substitution in the Republic of Tajikistan for 2016-2020 and the Strategy of development of the industry in the Republic of Tajikistan for the period till 2030 are considered.
3. The program includes mechanisms and ways of ensuring development of the food industry, methods of support of the companies, increases in potential production of subjects of industry, development of the new markets of sales of products, simplification of procedures of transportation and other aspects of industry and at the same time, is the regulating document in the course of transition of the country from economy, agrarian and industrial to industrial and agrarian form, for the period till 2025.
4. For the purpose of implementation of the Program financing from all existing sources, including internal and foreign investments is provided.
5. The food industry combines complex of industrial enterprises and provides the companies for grain conversion, production of soft drinks, fruit and vegetable canned food, confectionery, alcoholic products, ethyl alcohol, vegetable oils, meat and dairy products and other food with the domestic and imported raw materials.
6. The greatest part of industrial output of the country is constituted by the food industry. Powerful and perspective raw material resources, stable demand for products on internal and the foreign markets, first of all on soft drinks, fruit and vegetable canned food, vegetable oil, meat and dairy products, alcoholic products and ethyl alcohol are important factors for increase in production capacities of the companies of industry and development of the export potential of the food industry.
7. Nevertheless, permanent jumps in prices of raw materials, regional economic crises, high percent of the credits, the unhealthy competition of import and domestic goods and produktion, shortage of current assets of the companies, interfere with effective use of the operating production capacities and development of the food industry. The needs of the population for some products of the food industry are more provided due to import from other countries.
8. The above factors and namecheniye of intensive industrialization of the country as the fourth strategic objective of the state caused need of development and adoption of the Development program of the food industry of the Republic of Tajikistan for 2020-2025.
9. As of January 1, 2019 the structure of the food industry of the Republic of Tajikistan includes 10 industries: conversion of fruits and vegetables, grain, meat and milk, tobacco, the production of bakery products, vegetable oils, confectionery, soft and alcoholic beverages which united in more than 460 large and medium scale enterprises.
10. In 2018 the companies of the food industry of the country made products on the amount 4895, 3 million somoni (the table 1) that in comparison with 2014 is 49,9 percent more.
