1. Approve the enclosed standard of the state service "Approval of Routes and Schedule of Movements of Regular City (Rural), Suburban and Raionwide Motor Transportations of Passengers and Baggage".

2. To provide to committee of transport of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Approval of Routes and Schedule of Movements of Regular City (Rural), Suburban and Raionwide Motor Transportations of Passengers and Baggage"

Chapter 1. General provisions

1. The state service "Approval of Routes and Schedule of Movements of Regular City (Rural), Suburban and Raionwide Motor Transportations of Passengers and Baggage" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of areas, cities of regional value (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through office of the service provider.

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of delivery of documents to the service provider - 5 (five) working days;

2) the most allowed time of expectation for delivery of documents to the service provider - 15 (fifteen) minutes;

3) the most allowed time of servicing of uslugopoluchatel - 15 (fifteen) minutes.

5. Form of rendering the state service: paper.

6. Result of rendering the state service - the notification on approval of routes and the schedule of movements of regular city (rural), suburban and raionwide motor transportations of passengers and baggage in form according to appendix 1 to this standard of the state service, or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel).

8. The working schedule of the service provider Monday through Friday inclusive, from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

Reception of an application and issue of result of rendering the state service is performed from 9:00 to 17:30 o'clock with lunch break from 13:00 till 14:30 o'clock.

The state service is rendered in the location of the service provider, in turn without the accelerated servicing.

9. List of the documents necessary for rendering the state service:

1) the statement in form according to appendix 2 to this standard of the state service;

2) scheme of routes of regular city (rural), suburban and raionwide motor transportations of passengers and baggage;

3) the schedule of movement along routes of regular city (rural), suburban and raionwide motor transportations of passengers and baggage.

In case of delivery of documents through office of the service provider the receipt on acceptance of the relevant documents in any form, with indication of date of acceptance, type of required state service, quantity and the name of the enclosed documents, date of issue of result of the state service is issued to uslugopoluchatel.

10. The bases for refusal in rendering the state service:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

2) discrepancy of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service, to the requirements established by the Rules of transportations of passengers and baggage by road transport approved by the order of the acting minister on investments and development of the Republic of Kazakhstan of March 26, 2015 No. 349 (it is registered in the Register of state registration of regulatory legal acts at No. 11550);

3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of the state service which took legal effect.

In case of representation by uslugopoluchatel of incomplete document package according to the list provided by this standard of the state service, and (or) documents with the expired effective period the service provider refuses reception of an application.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of service providers and (or) their officials, concerning rendering the state services

11. The claim to decisions, action (failure to act) of the service provider and (or) his officials concerning rendering the state services moves addressed to the head of the service provider or addressed to the head of the Ministry of the addresses specified in Item 14 of this standard of the state service.

The claim is submitted in writing by mail or purposely through office of the service provider, and also by means of the web portal of "the electronic government" www.egov.kz (further - the portal).

Confirmation of adoption of the claim which arrived as if on purpose, and by mail, its registration (stamp, the entering number and date) in office of the service provider with indication of surname and initials of person which accepted the claim is.

When sending the claim through the portal from the user's office information on the claim which is updated during its processing in state body is available to uslugopoluchatel (mark about delivery, registration, execution, the answer by results of consideration or refusal in consideration).

The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within 5 (five) working days from the date of its registration. The motivated answer about results of consideration of the claim goes to uslugopoluchatel by means of mail service or is issued purposely in office of the service provider.

In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within 15 (fifteen) working days from the date of its registration.

12. In disagreement cases with results of the rendered state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service including rendered electronically

13. In rooms of the service provider conditions for servicing of uslugopoluchatel with limited opportunities (ramps and elevators) are provided.

14. Addresses of places of rendering the state service are placed on Internet resource of the Ministry - www.miid.gov.kz, the Section "State Services" of the Section "Committee of Transport".
