About approval of Rules of mate providing the state aircraft of the Republic of Kazakhstan

1. Approve the enclosed Rules of mate providing the state aircraft of the Republic of Kazakhstan.

2. To provide to management of the commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on heads of governing bodies of the state aircraft of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of mate providing the state aircraft of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of mate providing the state aircraft of the Republic of Kazakhstan (further - Rules) determine procedure for mate ensuring flights of the state aircraft.

2. Mate providing the state aircraft consists in the organization and carrying out complex of actions for the purpose of achievement of high precision, reliability and efficiency of air navigation and fighting use of aircrafts, the successful solution of tasks of combat training and safety of flights in the mate relation.

3. Mate providing the state aircraft will be organized by heads of governing bodies of the state aircraft.

The common directorship and control of mate providing are exercised by the chief navigators of governing bodies of the state aircraft.

4. The basic concepts used in these rules:

1) aviation weapons of destruction - the weapons of destruction applied from aircrafts on land, sea and air objects;

2) aviation arms - set of the aviation weapons of destruction placed on aircrafts, installations of aviation arms, aviation artillery weapon and management systems aviation arms providing their fighting application;

3) fighting use of the aircraft - the managed process of use of all types of weapon of the aircraft which is characterized by complex of actions of crew for the purpose of defeat of land (sea) and air objects, their designation and also on landing accomplishment, conducting air reconnaissance and application of means of radio-electronic fight;

4) air navigation - science about methods and means of driving of aircrafts in the atmosphere of Earth on the set trajectories, and also set of transactions by determination of navigation elements of flight;

5) orientation loss - situation in flight in case of which the crew (pilot) of the aircraft does not know the location in airspace with the accuracy necessary for determination of the further direction of flight and accomplishment of objective;

6) calculation of control center - the military forming headed by the corresponding chief, intended for continuous and steady management of flights (fighting);

7) visual orientation - checking of the image of the area or separate reference points on the card with their actual type on the land surface for the purpose of determination of the location of the aircraft concerning the identified reference points;

8) the aim navigation system (complex) - set of functionally connected onboard means and systems providing the automated flight and fighting use of the aircraft according to the set program;

9) aim navigation equipment - the equipment providing air navigation and fighting use of the aircraft without automation of flight on the set trajectory;
