1. Approve:
Regulations on the ordering procedure, production, accounting, storage and issue of official state documents according to appendix No. 1;
Regulations on procedure for recognition and nostrification (equivalence establishment the) of education documents issued in foreign countries according to appendix No. 2;
Regulations on procedure for recognition and nostrification (equivalence establishment) of documents on the academic degrees issued in foreign countries according to appendix No. 3.
2. To the ministries, departments, the companies and the organizations, the given right of the order, storage, accounting, issue and write-off of official state documents to bring the departmental acts into accord with requirements of this resolution in a month.
3. GPO "Davlat of Belgisa" under the Central bank of the Republic of Uzbekistan to make according to requests official state documents on the special protected paper.
4. To the ministries, the state committees, departments and the organizations to strengthen control over legality of official documents of the workers.
5. To prosecutor's office, the Ministry of Internal Affairs, the Ministry of Justice and other relevant organizations timely to elicit the facts of illegal manufacture and use of official documents, concerning violators of the law. Apply responsibility measures, up to criminal.
6. To impose control over the implementation of this resolution on the Prime Minister of the Republic of Uzbekistan U. T. Sultanov.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 25, 2000 No. 283
1. This Provision determines the ordering procedure, production, storage, accounting and issue of official state documents (further - "official documents").
2. Action of this provision extends to the ministries, departments, the companies and the organizations performing development of originals of forms of official documents, their order, production, accounting, storage, issue and write-off.
3. Forms of official documents are made by the printing companies authorized on that by the Cabinet of Ministers (further "the printing companies"), on the special paper made on GPO "Davlat of Belgisa" having protective elements from counterfeit.
4. Samples of the official documents confirming recognition of the education documents issued in foreign countries after January 1, 1992 are developed by the State center of testing and for its requests GPO "Davlat of Belgisa" under the Central bank of the Republic of Uzbekistan on the protected paper are made.
5. Official documents, being documents of the strict reporting, have certain series and sequence number.
The paper, semifinished products, finished printing and formny products intended for production of forms of official documents belong to products of strict accounting.
6. Production of forms of official documents is performed by the printing companies based on written requests of the authorized ministries, departments and other organizations (further "customers").
7. Order placement on production of forms of official documents is made by the printing companies only in the presence at the customer of the samples approved in accordance with the established procedure, with obligatory specifying in them of series and numbers.
8. All orders for production of official documents are registered in the separate "Order book" numbered, which is strung together, the under seal, signed heads of the printing company and Agency of information and mass communications.
9. At the printing companies the high security ensuring safety and operational accounting of products of strict accounting is set.
10. Observance of regime requirements is obligatory for all employees of the printing company.
11. For the organization and mode condition at the printing company responsibility is born by the head and the responsible person on the mode.
Person responsible for mode condition at the printing company, submits directly to the director.
12. In production and storage facilities responsibility for observance of the mode is born by heads of the relevant divisions, their deputies, masters, the senior storekeepers and storekeepers.
13. The chief (senior) accountant of the printing company bears responsibility for the organization of financial accounting of remaining balance of special paper, semifinished products, finished printing and formny goods of forms of official documents.
For timely and correct conducting operational accounting of the specified products responsibility is born by the chiefs of workshops (sites), their deputies, masters, storekeepers and other faces tied with processing, storage and accounting of special paper, semifinished products, finished printing and formny goods of strict accounting.
14. The faces tied with processing, storage of semifinished products of finished printing and formny goods of strict accounting shall report in writing on all cases of violation of the mode on the management of the printing company or person responsible for mode condition, and on financial accounting violations to also chief (senior) accountant.
