I DECIDE:

1. Bring in the Presidential decree of the Republic of Kazakhstan of November 4, 2014 No. 939 "About the Concept of cultural policy of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2014, No. 67, the Art. 619) the following change:

To be reworded as follows the concept of cultural policy of the Republic of Kazakhstan (further - the Concept) approved by the above-named Decree according to appendix to this Decree.

2. To the government of the Republic of Kazakhstan to make corresponding changes to the Actions plan on implementation of the Concept.

3. This Decree becomes effective from the date of its signing.

1. Introduction

The concept of cultural policy of the Republic of Kazakhstan (further - the Concept) is developed for the purpose of implementation of the President's letter of the Republic of Kazakhstan of Nazarbayev N. A. to the people of Kazakhstan of January 17, 2014 "The Kazakhstan way - 2050: single purpose, single interests, single future".

Strategic dominant of new cultural policy is the national idea of spiritual upgrade and updating of national consciousness pushed by the Head of state "Rouhani to zhangyr", designed to consolidate the Kazakhstan people with its rich cultural heritage and creative potential on successful goal achievement of inclusion of the Republic of Kazakhstan in number of 30 most developed countries of the world.

The concept of cultural policy is developed taking into account the best practices of the countries of Organization for Economic Cooperation and Development, in particular, is directed to strengthening of industry of culture and art on employment figures and the level of the income. In such conditions the sphere of culture becomes one of resources of the economy attractive by the investment circle to business initiatives that allows to remove separate art forms and the organizations of culture on economically profitable (profitable) level, namely: film industry, animation, circus art, museum, concert and theatrical activities and others.

2.1. Analysis of the current situation

The infrastructure of industry which historically developed and gained intensive development in years of independence serves as basic platform for further development of the Kazakhstan culture.

According to Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for January 1, 2017 in the country 4,1 of thousand libraries, about 3,2 of thousand cultural and leisure organizations, 238 museums, 64 theaters, 94 movie theaters, 39 concert organizations, 132 recreation parks, 8 zoos, 4 circuses is effective.

Dynamics of development of infrastructure has stable positive character. So, in recent years the number of the museums, organizations of club type and the organizations performing film screening increased by 13%; on 16,4 of % the number of theaters increased; the number of libraries increased by 4,6 of %. System state support of industry is also determined by stable financing.
