About enhancement of procedure for preparation of the population for actions in emergency situations and in the field of civil protection

According to the Presidential decree of the Republic of Uzbekistan of January 17, 2019 No. UP-5635 "About the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of active investments and social development", and also for the purpose of enhancement of procedure for preparation of the population for actions in emergency situations and in the field of civil protection the Cabinet of Ministers decides:

1. Approve Regulations on procedure for preparation of all segments of the population for actions in emergency situations and in the field of civil protection according to appendix No. 1.

2. Determine the main objectives of preparation of the population for actions in emergency situations and in the field of civil protection:

consecutive increase in knowledge and forming at heads, workers and employees of state bodies, public authorities on places and other organizations of skills for the prevention and liquidation of emergency situations, and also civil protection;

preparation of rescue services and rescue forming, and also forming of civil protection for liquidation of emergency situations;

training of the population including which is not occupied in the field of production and servicing, pupils of the preschool educational organizations, pupils of high comprehensive schools, average special, professional and students of higher educational institutions to rules and methods of protection in emergency situations, first-aid treatment by the victim, use of collective and individual remedies.

3. Determine that:

preparation of the population for actions in emergency situations and in the field of civil protection is carried out in all organizations, irrespective of their departmental accessory and form of business, to working hours, and also at the place of residence;
