This Law establishes the organizational, economic and legal basis of functioning of system of scientific and technical information (further - NTI) in the Kyrgyz Republic.
The law determines object and subjects of the relations in the NTI system; main objectives and the directions of state policy in the field of NTI; organizational structure of the national NTI system, methods and methods of forming and use of its resources; principles of functioning of the market of products and services NTI.
Operation of the Law extends on all legal entities and physical person operating in the territory of the Kyrgyz Republic which object of activity is connected with collection, accumulating, processing and use of NTI. Operation of the Law does not extend to NTI containing state and other secrets protected by the law.
In this Law the following terms are used:
the author (coauthor) of NTI - person (persons), which creative activity (which) NTI as result of intellectual activities is created;
base of scientific and technical data - the data set which is sufficient for the established purpose is presented on the machine carrier in the form allowing to perform the automated conversion of information containing in it;
bank of scientific and technical data - the automated information retrieval system consisting of one or several bases of scientific and technical data and storage system, processing and information search in them;
documentary NTI - fixed on the material carrier providing storage, accumulating, copying, search, distribution and use of NTI with the details allowing to identify it;
