"187-3. Payment of debt of the current financial year by public institution for the rendered state services to the population in the field of traffic and ensuring its safety at the expense of in addition allocated funds in the current financial year on condition of their reflection in the reporting of public institution, by the conclusion of the contract for debt repayment is allowed.
For this purpose the public institution submits to territorial subdivision of treasury the request for registration of the civil transaction for outstanding amount with appendix (attachment) of the original and the copy (when servicing on IS "Treasury Client" - the scanned image from the original) contracts for debt repayment and the reconciliation statement confirming availability and outstanding amount on 1 date in which the debt is repaid. The reconciliation statement shall be signed by heads of public institution and the supplier.
Also the explanatory note with indication of the reason of formation of debt on the rendered state services for the population in the field of traffic and ensuring its safety is attached.
