Approve the enclosed changes which are made to the Rules of development of fields of hydrocarbonic raw material approved by the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation of June 14, 2016 No. 356 (registration No. 43415) is registered by the Ministry of Justice of the Russian Federation on August 26, 2016.

Changes which are made to the Rules of development of fields of hydrocarbonic raw material approved by the Order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation of June 14, 2016 No. 356

1. The paragraph one of Item 2.6 to state in the following edition:

"2.6. The project of test operation of the field (deposit) (further - PPE) and amendments to it (further - DPPE) are constituted and implemented as engineering designs on mining (deposits) at stage of investigation and test operation for the purpose of receipt of necessary information for refining of geological structure, dobyvny opportunities, accomplishment of stock counting and preparation of the field for industrial development. PPE, DPPE prepared by the subsoil user are subject to approval of the Commission.".

2. Add with subitem 2.6.1 of the following content:

"2.6.1. Approved by the Commission of PPE or DPPE affirms the subsoil user, since year of the beginning of its realization, for the following terms:

a) three years - for small and very small fields;

b) five years - for average fields;

c) seven years - for large-scale and unique deposits or sea (shelf) fields regardless of category of the field.

Categories of fields of UVS are determined according to Item 25 of Classification of inventories and resources of the oil and combustible gases approved by the order of the Ministry of Natural Resources and Environmental Protection of the Russian Federation of November 1, 2013 No. 477 (registration No. 30943) is registered in the Ministry of Justice of the Russian Federation on December 31, 2013.

In the presence of five and more operational objects (further - EO) the term of PPE, DPPE is established no more than five years for small and very small fields, no more than 7 years - for average fields.

In case of planning of carrying out industrial testing of technology of mining, new to geological and physical conditions, and (or) deposit terms of test operation of the field and (or) deposit are prolonged for the term which is not exceeding three years.

Prolongation of terms of PPE, DPPE, is drawn up in the form of changes in PPE, DPPE which preparation, approval and approval is performed according to the procedure, established for preparation, approval and approval of the project documentation according to Item 25 of the Regulations on preparation, approval and approval of engineering designs of development of the mineral deposits and other project documentation on performance of works connected with use of subsoil plots by types of minerals and types of use of natural resources.

"5.1. The indicators characterizing accomplishment by the subsoil user of obligations, stipulated in Item 2 parts 2 of article 22 of the Law of the Russian Federation "About subsoil" regarding ensuring compliance with engineering designs, are:

a) the annual levels of production of oil and (or) free gas approved for category of inventories of A + by B1 on the field in general;

b) annual input of the new extracting and delivery wells (totally) for category of inventories of A + B1 (C 1) on the field in general;

c) the annual operating fund of the extracting and (or) delivery wells for category of inventories of A + B1 (C 1) on the field in general.

The requirements of the engineering design established concerning EO are considered executed if the requirements of the engineering design established concerning the field in general within acceptable deviations of the indicators provided by subitems "an" - "in" this Item are observed.

Levels of annual acceptable deviations of the indicators provided by subitems "an" - "in" this Item, are established by Chapters V, IX of these rules and appendix to these rules. Observance by the subsoil user of the levels of annual acceptable deviations established by these rules is determined by data for the end of calendar year.

In case when the part of the field goes out of the license area and is in unallotted fund of subsoil, other subject of the Russian Federation or belongs to other subsoil user, the indicators characterizing accomplishment by the subsoil user of obligations, stipulated in Item 2 parts 2 of article 22 of the Law of the Russian Federation "About subsoil", regarding ensuring compliance with engineering designs, provided by this Item, are established on each certain license area of the field, without the parts of the field which are in unallotted fund of subsoil.".

18. Add Item 5.3 with paragraphs second and third the following content:

"If the annual quantity of the wells specified in subitems "b" and "v" of Item 5.1 of these rules on result of accounting year differs from provided in PPE and DPPE (for category of inventories C 1) quantity of wells which shall be entered or be effective within accounting year, but at the same time as of the beginning of the next year following for reporting cumulative quantity of the wells entered or operating within prior three years of at least 100 percent from the quantity of wells provided in PPE and DPPE which shall be entered or be effective for the specified period requirements of PPE and DPPE for annual quantity of wells are considered as executed.
