I. General provisions

1.1. These rules establish requirements to development of the fields of hydrocarbonic raw material (further - UVS) located in the territory of the Russian Federation in internal sea waters, on the continental shelf of the Russian Federation, in exclusive economic zone, on the subsoil plots located in the Black and Azov seas within which the Russian Federation performs sovereignty, the sovereign rights or jurisdiction in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol, in the Russian part (the Russian sector) of bottom of the Caspian Sea, and the World Ocean and are held for use Federal Agency for Subsoil Management, its territorial authorities, subsoil users, other bodies and the organizations.
