Rules of forming of the summary annual report on the course of realization and efficiency evaluation of state programs of the Russian Federation

I. General provisions

1. These rules establish procedure, forming stages, composition of materials of the summary annual report on the course of realization and efficiency evaluation of state programs of the Russian Federation, including separate state programs of the Russian Federation on which action of the order of the Government of the Russian Federation of October 12, 2017 No. 1242 "On development, realization and on efficiency evaluation of separate state programs of the Russian Federation" expatiates (further respectively - state programs, pilot state programs).

The basic concepts used in these rules are applied in the values determined by the Procedure for development, realization and efficiency evaluation of state programs of the Russian Federation approved by the order of the Government of the Russian Federation of August 2, 2010 No. 588 "About approval of the Procedure for development, realization and efficiency evaluation of state programs of the Russian Federation" (further - the Procedure for development, realization and efficiency evaluation of state programs), the Rules of development, realization and efficiency evaluation of separate state programs of the Russian Federation approved by the order of the Government of the Russian Federation of October 12, 2017 No. 1242 "About development, realization and about efficiency evaluation of separate state programs of the Russian Federation" (further - Rules of development, realization and efficiency evaluation of pilot state programs), and the Regulations on the organization of project activities in the Government of the Russian Federation approved by the order of the Government of the Russian Federation of October 31, 2018 No. 1288 "About the organization of project activities in the Government of the Russian Federation" (further - the Provision).

3. The summary annual report on the course of realization and efficiency evaluation of pilot state programs is submitted as a part of the summary annual report on the course of realization and efficiency evaluation of state programs in terms, stipulated in Item 6 these rules, and is its integral part.

4. The purpose of the summary annual report on the course of realization and efficiency evaluation of state programs is providing the Government of the Russian Federation, other state bodies of the Russian Federation and the organizations with the analytical information necessary for preparation and acceptance of management decisions, and also representation to citizens, business, scientific and expert communities, other concerned parties of summary information on the course of implementation of state programs.

5. Estimates of state programs and pilot state programs are calculated according to technique of efficiency evaluation of implementation of state programs of the Russian Federation according to appendix (further - technique of efficiency evaluation of implementation of state programs).

On the basis of integral efficiency evaluations of realization state programs (pilot state programs) are divided into the following categories (are ranked): "high efficiency rate of realization", "efficiency rate of realization is higher than average", "efficiency rate of realization is lower than average", "low efficiency rate of realization", according to the procedure, established by technique of efficiency evaluation of implementation of state programs.

II. Preparation of the summary annual report on the course of realization and efficiency evaluation of state programs

6. The Ministry of Economic Development of the Russian Federation till April 1 of the year following reporting develops and sends to Government commission concerning optimization and increase in efficiency of budgeted expenses and to the Ministry of Finance of the Russian Federation the summary annual report on the course of realization and efficiency evaluation of state programs created on the basis of annual statements about the course of realization and efficiency evaluation of state programs (further - annual statements) and the preliminary information about cash execution of the federal budget (budgets of state non-budgetary funds of the Russian Federation) for accounting year.

The summary annual report on the course of realization and efficiency evaluation of state programs created on the basis of the specified annual statements and final information on cash execution of the federal budget (budgets of state non-budgetary funds of the Russian Federation) for accounting year is developed and goes the Ministry of Economic Development of the Russian Federation till May 10 of the year following for reporting to the Ministry of Finance of the Russian Federation for inclusion in structure of annual accounts about execution of the federal budget, and till May 12 of the year following for reporting - to the Government of the Russian Federation.

7. The summary annual report on the course of realization and efficiency evaluation of state programs contains open data and information, access to which is limited in accordance with the legislation of the Russian Federation.
