1. Approve:

the standard of the state service "Subsidizing of Operating Expenses of the Microfinancial Organizations" according to appendix 1 to this order;

the standard of the state service "Commission on Guaranteeing the Microcredits" according to appendix 2 to this order.

2. To provide to department of investment policy of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Subsidizing of Operating Expenses of the Microfinancial Organizations"

Chapter 1. General provisions

1. The state service "Subsidizing of Operating Expenses of the Microfinancial Organizations" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of areas (further - the service provider).

Order taking and issue of results of rendering the state service are performed through the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. The term of rendering the state service from the moment of the address on the portal - 3 (three) working days.

5. Form of rendering the state service: electronic.

6. Result of rendering the state service - the transfer advice of subsidy or motivated refusal in provision of the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: electronic.

To Uslugopoluchatel the notification on result of the rendering the state service in electronic form signed by the digital signature (further - the EDS) the service provider, according to appendices 1 and 2 to this standard of the state service goes. The notification goes to the e-mail address specified by uslugopoluchatel in case of registration in information system of subsidizing, also "in personal account" information system of subsidizing.

7. The state service is rendered to free of charge legal entities (further - uslugopoluchatel).

8. The working schedule of the portal - round the clock, except for the technical breaks connected with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan order taking and issue of results of rendering the state service is performed the next working afternoon).

9. Uslugopoluchatel by means of the portal submits to information system of the subsidizing the request for subsidizing of operating expenses of the microfinancial organizations in electronic form certified by the EDS of uslugopoluchatel according to appendix 3 to this standard of the state service.

Confirmation of adoption of the request is the corresponding status in "personal account" of uslugopoluchatel in information system of subsidizing about acceptance of request for rendering the state service.

10. The refusal in rendering the state service is performed according to Item 2 of article 19-1 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

Chapter 3. Procedure for appeal of decisions, actions (bezdeystviye) of the central state bodies, and also the service provider and (or) his officials concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider concerning rendering the state services: the claim is submitted addressed to the head of the corresponding service provider.

The claim is submitted in writing by mail or purposely through office of the service provider in the working days to the addresses specified in Item 13 of this standard of the state service.

In the claim the name, the postal address of uslugopoluchatel, reference number and date are specified. The claim shall be signed by uslugopoluchatel.

Confirmation of adoption of the claim by the service provider is its registration (stamp, the entering number and date) with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.

12. In disagreement cases with results of rendering the state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service including rendered electronically

13. Addresses of places of rendering the state service are placed on:

1) Internet resource of the corresponding service provider;

2) Internet resource of the Ministry: www.moa.gov.kz, in the subsection "Addresses of Places of Rendering the State Service" of the Section "State Services".

14. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access, by means of Single contact center.

15. Contact telephone numbers of service desks concerning rendering the state service are specified on the portal. Single contact center: 1414.
