Questions of carrying out monitoring of narcotic and alcoholic situation in Ukraine
The Cabinet of Ministers of Ukraine decides:
1. Agree with the offer of the Ministry of Health concerning implementation of monitoring of narcotic and alcoholic situation in Ukraine.
2. Approve the Procedure for carrying out monitoring of narcotic and alcoholic situation in Ukraine which is applied.
3. Determine that financing of the actions connected with carrying out monitoring of narcotic and alcoholic situation in Ukraine is performed in the expense limits provided in state and local budgets for the corresponding year for the ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations and also at the expense of other sources which are not prohibited by the legislation.

1. This Procedure determines the mechanism of carrying out monitoring of narcotic and alcoholic situation in Ukraine (further - monitoring) and determines rules and tasks for subjects of monitoring.
2. Monitoring is carried out on purpose: identifications of negative tendencies of development of the situation in the field of drug trafficking, psychotropic substances and precursors, alcohol, new potentially dangerous psychoactive agents (further - psychoactive agents), the drug and alcoholic addiction connected with forming at the population; identifications of the new threats for homeland security arising owing to illicit trafficking in psychoactive agents and determination of factors which cause them; preparation of offers on prevention of distribution of illicit trafficking in psychoactive agents.
