1. Approve the enclosed Rules of holding qualification examinations of rules of technical operation and safety regulations at heads, specialists of the organizations performing production, transfer of electrical and heat energy for control of technical condition and safety of operation of electroinstallations.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of holding qualification examinations of rules of technical operation and safety regulations at heads, specialists of the organizations performing production, transfer of electrical and heat energy (further – Rules) are developed for control of technical condition and safety of operation of electroinstallations according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and the subitem 294) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, and the qualification examination of rules of technical operation and safety regulations at heads, specialists of the organizations performing production, transfer of electrical and heat energy determine procedure for rendering the state service" for control of technical condition and safety of operation of electroinstallations" (further – the state service).

2. In these rules the following basic concepts are used:

1) heads - persons holding following positions in the organizations, in which:

Production, transfer of electrical and heat energy is core activity, including the system operator:

- first head (chairman of the board, CEO, director);

- deputy first head for technical issues, for production;

- chief engineer;

- the head of service (department) of safety and labor protection of the organizations (in the absence of the head of service (department) of safety and labor protection person responsible for ensuring internal control behind observance of safety requirements and labor protections of the organization);

- the official exercising production supervision;

Production, transfer of electrical and heat energy is not core activity:

- the head by energy part;

- the deputy manager by energy part;

- chief engineer;

- the head of service (department) of safety and labor protection of the organizations (in the absence of the head of service (department) of safety and labor protection person responsible for ensuring internal control behind observance of safety requirements and labor protections of the organization);

- the official exercising production supervision;

2) qualification examination - examination of personnel of the energy organization of requirements of regulatory legal acts in the fields of power industry and/or heat-and-power engineeering which are within their competence for assignment, increase or confirmation of electrical safety group;
