About approval of Rules on the organization of work of special transport at the airports of the Republic of Kazakhstan

According to subitem 41-43) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" I ORDER:

1. Approve the enclosed Rules on the organization of work of special transport at the airports of the Republic of Kazakhstan.

2. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. I reserve control of execution of this order.

4. This order becomes effective from the date of the expiration of ten calendar days after day of its first official publication.

Rules on the organization of work of special transport at the airports of the Republic of Kazakhstan

1. Rules on the organization of work of service of special transport at the airports of the Republic of Kazakhstan (further - Rules) are developed according to the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and other regulatory legal acts in the field of civil aviation taking into account recommendations of International Civil Aviation Organization (ICAO).

These rules determine procedure for the organization of work of special transport at the airports of the Republic of Kazakhstan when servicing passengers, baggage, loads and aircrafts, and also preparation of airfield for flights of aircrafts.

2. The main terms and determinations used in these rules:

1) the parking lot of the aircraft - the allocated site on the platform intended for the parking of the aircraft;

2) landing strip - the certain rectangular site of overland airfield prepared for take off and landing of aircrafts;

20) modular method of repair - the depersonalized method of repair in case of which defective aggregates are replaced new or in advance repaired. The aggregate is understood as the assembly unit having properties of complete interchangeability, independent assembly and independent accomplishment of certain function in products of different function;

25) authorized organization in the field of civil aviation (further - authorized organization) - the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, safety of flights and aviation safety.
