I. General provisions

Regulation subject

1. The administrative regulations of provision by Social Insurance Fund of the Russian Federation on provision of the state service in providing disabled people with technical means of rehabilitation and (or) services and separate categories of citizens from among veterans prostheses (except dentures), prosthetic and orthopedic products, and also on payment of compensation for the technical means of rehabilitation which are independently acquired by disabled people (veterans prostheses (except dentures), prosthetic and orthopedic products) and (or) the paid services and annual monetary compensation of expenses of disabled people on content and veterinary servicing of seeing eye dogs (further respectively - the state service, Administrative regulations) establish procedure, terms and the sequence of ministerial procedures (actions) performed by territorial authorities of Social Insurance Fund of the Russian Federation (further respectively - territorial authorities of Fund, The fund) in the course of provision of the state service, order of interaction between territorial authorities of Fund and their officials, order of interaction with applicants, public authorities, is also developed for the purpose of improvement of quality of provision and availability of the state service, creating favorable conditions for receivers of the state service.

2. Applicants on receipt of the state service (further - applicants) are:

a) disabled veterans:

the military personnel including transferred to the reserve (resignation), passing military service (including pupils of military units and ship's boys) or temporarily being in the military units, headquarters and organizations which were part of field army, guerrillas, members of the underground organizations operating during civil war or the period of the Great Patriotic War in temporarily occupied territories of the USSR, the workers and employees who were working in areas of fighting, became disabled people owing to wound, contusion, mutilation or diseases got during civil war or the period of the Great Patriotic War in areas of fighting, and equated on provision of pensions to the military personnel of the military units which were part of field army;

the military personnel who became disabled people owing to wound, contusions, mutilations or diseases got in case of protection of the Fatherland or fulfillment of duties of military service at the front in areas of fighting during the periods specified in the Federal Law of January 12, 1995 to No. 5-FZ "About veterans" <1>;

face of the private and the commanding structure of law-enforcement bodies, troops of national guard, the Public fire service, organizations and bodies of criminal executive system and the state security agencies, become disabled people owing to wound, contusions, mutilations or diseases got on duty in areas of fighting;

military personnel, face of the private and the commanding structure of law-enforcement bodies and state security agencies, the fighters and command structure of destructive battalions, platoons and groups of protection of the people which became disabled people owing to wound, contusions, mutilations or diseases got in case of accomplishment of fighting tasks during the period from June 22, 1941 to December 31, 1951 and also in case of mine clearing of the territories and objects in the territory of the USSR and the territories of other states including transactions on fighting sweeping during the period from June 22, 1941 to December 31, 1957 according to decisions of the Government of the USSR;

the persons which were involved by the organizations of Osoaviakhim of the USSR and municipal authorities in collection of ammunition and military equipment, mine clearing of the territories and objects during the period from June 22, 1941 to December, 1951 and became disabled people owing to wound, contusions or mutilations received during the specified period;

persons servicing the operating military units of Armed Forces of the USSR and the Armed Forces of the Russian Federation being in the territories of other states and which became disabled people owing to wound, contusions, mutilations or diseases got during maintaining in these states of fighting;

b) participants of the Great Patriotic War:

the military personnel including transferred to the reserve (resignation), passing military service (including pupils of military units and ship's boys) or temporarily being in the military units, headquarters and organizations which were part of field army during civil war, the period of the Great Patriotic War or the period of other combat operations on protection of the Fatherland and also guerrillas and members of the underground organizations operating during civil war or the period of the Great Patriotic War in temporarily occupied territories of the USSR;

the military personnel including transferred to the reserve (resignation), face of the private and the commanding structure of law-enforcement bodies and state security agencies, serving during the period the Great Patriotic War in the cities, participation in which defense is set off in length of service for purpose of the pensions on favorable terms established for the military personnel of military units of field army;

the faces of civilian structure of army and the fleet, troops and law-enforcement bodies, state security agencies occupying in the period of the Great Patriotic War the established posts in the military units, headquarters and organizations which were part of field army or which were during the specified period in the cities, participation in which defense is set off in length of service for purpose of the pensions on favorable terms established for the military personnel of military units of field army;
