Based on subitem 1.5 of Item 1 of article 8 of the Law of the Republic of Belarus of January 5, 2004 "About technical regulation and standardization" (further - the Law) the Council of Ministers of the Republic of Belarus DECIDES: No. 262-Z

Approve Rules of technical regulation and standardization in the military sphere (are applied).

Rules of technical regulation and standardization in the military sphere

Chapter 1. General provisions

1. These rules establish features of technical regulation and standardization in the military sphere, including:

the purposes, the principles and tasks, objects of technical regulation and standardization in the military sphere, subjects of technical regulation and standardization in the military sphere and their function;

requirements to the documents determined in Item 2 of article 29 of the Law as other documents containing technical requirements to objects of technical regulation and standardization in the military sphere;

procedure for implementation of technical regulatory legal acts in the field of the technical regulation and standardization containing requirements to objects of technical regulation and standardization in the military sphere (further – TNPA in the military sphere), and other documents containing technical requirements to objects of technical regulation and standardization in the military sphere, control of their implementation and observance;

features of planning, the organization and work on technical regulation and standardization in the military sphere.

1-1. These rules do not extend the action to implementation in the field of architectural and construction activities of engineering researches, developments of the project documentation, construction of capital structures (buildings, constructions).

2. For the purposes of these rules the terms and their determinations established in the Law and also the following terms and their determinations are used:

implementation of TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere – implementation of the organizational and technical actions providing fulfillment of requirements, established in TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere;

parent organization on standardization of objects of technical regulation and standardization in the military sphere (further – parent organization) – the organization from among being part (system) of the republican state body which is the subject of technical regulation and standardization in the military sphere, research, design, project and technological and other organizations, authorized on performance of works (rendering services) in standardization in the military sphere regarding the objects of technical regulation and standardization determined by republican state body in the military sphere;

the state customer of objects of technical regulation and standardization in the military sphere – the state body having military forming and (or) paramilitary organizations, and also the State military-industrial committee which actions concerning objects of technical regulation and standardization in the military sphere are custom-made;

official distribution (provision) of TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere, – distribution (provision) of the official publication of TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere, on paid or non-paid basis, and also distribution (provision) of their texts and (or) information on them electronically on paid or non-paid basis, including as a part of bases and databanks and other information resources of subjects of technical regulation and standardization in the military sphere, according to the procedure, established by these rules;

representation of the customer – the structural division of the republican state body which is the state customer of objects of technical regulation and standardization in the military sphere, placed in other organization or the organization of Armed Forces of the Republic of Belarus, the implementing functions established in TNPA in the military sphere, other documents containing technical requirements to objects of technical regulation and standardization in the military sphere;

check of TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere – the work on periodic assessment of scientific and technical level of the approved document, the analysis of its compliance to acts of the legislation, international treaties of the Republic of Belarus, compatibility with interstate standards in the military sphere performed after enforcement of this document by the subject of technical regulation and standardization in the military sphere who approved such document and (or) organized its development. As a result of this work the conclusion about preserving the specified document in operation without review and change or about need of its review, change or cancellation is drawn;

observance of TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere – accomplishment of all requirements established in TNPA in the military sphere, other document containing technical requirements to objects of technical regulation and standardization in the military sphere according to the field of their application.

3. Technical regulation and standardization in the military sphere are performed taking into account the organization of works on standardization of arms and military equipment within the Collective Security Treaty Organization.

4. TNPA in the military sphere are integral part of National system of technical regulation and standardization of the Republic of Belarus.
