1. Approve the Concept of creation of objects for sorting and use of solid utility waste and polygons for their burial it (is applied).

The concept of creation of objects for sorting and use of solid utility waste and polygons for their burial

Chapter 1. General provisions

This Concept determines perspective of creation of objects for sorting and use of solid utility waste (further-), polygons for burial and other necessary infrastructure (further if other is not provided, - objects by the address with), closings of the polygons and mini-polygons taken out of service for burial and recultivations of the parcels of land on which these polygons, in the Republic of Belarus till 2030 were placed.

This Concept is developed in development of National strategy in the address with solid utility waste and secondary material resources in the Republic of Belarus for the period till 2035 approved by the resolution of Council of Ministers of the Republic of Belarus of July 28, 2017 No. 567, and the Concept of enhancement and development of housing and communal services till 2025 approved by the resolution of Council of Ministers of the Republic of Belarus of December 29, 2017 No. 1037.

Proceeding from the principles determined in this Concept and approaches to placement of objects according to the address with, to closing of the polygons and mini-polygons taken out of service for burial and recultivations of the parcels of land on which these polygons were placed inclusion of the specified objects in medium-term state, industry and other programs will be performed, to be organized work on investment attraction, loans of international financial institutions, and also means of the international technical assistance.

In case of development of this Concept data of the feasibility statement on territorial placement of polygons for the burial of solid utility waste, reloading stations and productions on sorting and use of utility waste executed by the project republican unitary enterprise "Belkommunproyekt" in 2018 (further - the feasibility study), and also results of realization by the international public association "Ekoproyekt "Partnership" of the project of the international technical assistance of the European Union "Development of strategy of the integrated management of utility waste for sustainable development of the Minsk region, the Republic of Belarus are used".

Chapter 2. Purpose and tasks of this concept

The purpose of implementation of this Concept is creation of network of the objects providing ecologically safe and cost-efficient handling with taking into account use at least 50 percent of amount of their education by 2035.

Tasks of implementation of this Concept is the following:

determination of territorial placement of objects according to the address with;

assessment of necessary investments and sources of financing for creation of objects according to the address with;

determination of terms of construction of facilities according to the address with, closings of the polygons and mini-polygons taken out of service for burial and recultivations of the parcels of land on which these polygons were placed.

Chapter 3. European experience of sorting, use and burial
