ORDER OF THE MINISTER OF ENERGY OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of technical operation of power plants and networks

(as amended on 31-10-2024)

According to the subitem 267) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, I ORDER:

1. Approve the enclosed Rules of technical operation of power plants and networks.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of technical operation of power plants and networks

Chapter 1. General provisions

1. These rules of technical operation of power plants and networks (further – Rules) are developed according to the subitem 267) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994 (further – the Provision), and determine procedure for technical operation of power plants and networks.

2. These rules are applied to the personnel connected with operation, repair, installation, adjustment and testing of electroinstallations of the operating and reconstructed power plants, power and thermal networks of the Republic of Kazakhstan (further - Workers of industry).

3. In these rules the following basic concepts are used:

1) running repair – the repair which is carried out for elimination of the found defects interfering normal operation of the equipment (installation) which elimination requires stop working the equipment;

2) the local instruction - the instruction developed for use within the company and approved by management of energy objects;

3) thermal networks - set of the pumping points, thermal Items, pipelines and armature intended for transfer and distribution of heat energy;

4) repair - complex of transactions on recovery of operability or operability of the equipment and recovery of resources of its components;

5) capital repairs - the planned repair performed for the purpose of recovery of operability and resource of the energy equipment or network by replacement or recovery of any parts of the equipment including basic, checks and adjustments of the repaired parts and the equipment in general, replacements or recoveries of worn-out designs and sites of network or their replacement on stronger and economic;

6) boiler room - the energy object intended for production of heat energy, containing construction part, the equipment for transformation of energy and the necessary service equipment;

7) hydroelectric power station - the power plant as power source using energy of water flow;

8) power plant - the energy object intended for production of electrical and heat energy, containing construction part, the equipment for transformation of energy and the necessary service equipment;

9) system of accumulating of electrical energy – the technical device with automated control system intended for accumulating, storage and issue of electrical energy and the constructions and infrastructure technologically necessary for its operation interconnected with it according to the legislation of the Republic of Kazakhstan in the field of support of use of renewable energy resources;

10) rated active power of system of accumulating I electrical energy – the capacity in kilowatts determined by passport data of the manufacturer (producer) of the equipment;

11) reservoir of system of accumulating of electrical energy – amount of electrical energy in the kilowatt hour determined by passport data of the manufacturer (producer) of the equipment;

12) complete cycle of charge (category) of system of accumulating I electrical energy – the process of accumulating of electrical energy to nominal condition of charge and issue of electrical energy up to the nominal depth of the category determined by passport data of the manufacturer (producer) of the equipment.

Other concepts used in these rules are applied according to the legislation of the Republic of Kazakhstan in the field of power industry.

Chapter 2. Organization of operation

Paragraph 1. Tasks and organizational structure

4. The main objectives of power plants, boiler rooms, systems of accumulating of electrical energy, power and thermal networks, production, transfer, accumulating, storage and leave of electrical energy and heat to consumers are (further – power production).

5. The main technological links of power production are the power making organizations (power plants, boiler rooms) which are power transferring the organizations (power and thermal networks), (further - power facilities), connected by community of the modes and centralized supervisory control.

6. Fundamental functional obligations of Workers of industry:

1) observance of contractual conditions of power supply of consumers;

2) maintenance of normal quality of the released energy - the standard frequency and tension of electric current, pressure and temperature of the heat carrier;

3) respect for operational and dispatching discipline;

4) content of the equipment, buildings and constructions in condition of operational readiness;

5) ensuring the maximum reliability of power production and profitability in full accordance with the legislation on energy saving and these rules;

6) observance of requirements of industrial and fire safety in use equipment and constructions;

7) fulfillment of requirements of the legislation on safety and labor protection;

8) decrease in adverse effect of production on people and environment;

9) use of achievements of scientific and technical progress for the purpose of increase in profitability, reliability, safety, improvement of ecological condition of power facilities.

7. On each power facility between structural divisions functions and borders on equipment maintenance, buildings, constructions and communications are distributed.

8. Each Worker of industry strictly follows labor and technological discipline, rules of the labor schedule, keeps clean and procedure the workplace.

9. No. 367 is excluded according to the Order of the Minister of Energy of the Republic of Kazakhstan of 14.10.2024

Paragraph 2. Control of overall performance of power plants and networks

10. On each thermal power plant capacity of 10 megawatts (further - MW) and more, hydroelectric power stations capacity of 30 MW and more, in everyone district boiler heating capacity of 50 Gigacalories per hour (further - Gcal/h) (209,5 of Gigajoules an hour (further - Gdzh / h) also more develops the energy characteristics of the equipment establishing dependence of technical and economic indicators of its work in absolute or relative calculation from electric and thermal loadings. Besides, on thermal power plant and in district boiler room schedules of initial and nominal specific fuel consumptions on the released electrical and heat energy, and on hydroelectric power station - standard specific costs of water on the released electrical energy are developed.

Paragraph 3. Acceptance for operation of the equipment and constructions

11. Before acceptance for operation of power facility (start-up complex) are carried out:

1) the individual testing of the equipment and functional testing of separate systems which are coming to the end with trial launch of the capital and service equipment;

2) complex approbation of the equipment.

During construction and installation of buildings and constructions intermediate acceptance of nodes of the equipment and constructions, and also the hidden works shall be carried out.

12. Individual and functional testing of the equipment and separate systems are carried out by the general contractor with involvement of personnel of the customer according to project schemes after the end of all construction and installation works on this node. Before individual and functional testing fulfillment of requirements is checked: these rules, construction regulations and rules (further – Construction Norms and Regulations), state standards (further – GOST), including occupational safety standards system (further – SSBT), regulations of process design, the legislation in the field of power industry, energy saving and energy efficiency, Safety regulations in case of operation of electroinstallations, approved according to the subitem 268) of Item 15 of the Provision, Fire safety regulations for the energy companies, approved according to the subitem 284) of Item 15 of the Provision, instructions and instructions of manufacturing plants for installation of equipment.

13. The defects and subquality work allowed during construction and installation and also the defects of the equipment revealed in the course of individual and functional testing are eliminated with the construction, mounting organizations and manufacturing plants prior to complex approbation.

14. Trial launches of power units before complex approbation are carried out by the customer. In case of trial start-up operability of the equipment and technological schemes, safety of their operation is checked, check and setup of all control and management systems, including automatic regulators, devices of protection and blocking, devices of the alarm system and instrumentations is performed, readiness of the equipment for complex approbation is checked.

Before trial start-up conditions for reliable and safe operation of power facility are prepared:

1) the operational and maintenance force is completed, studies (with examination);

2) operational instructions, security guidelines and labor protection and operational schemes, technical documentation on accounting and the reporting are developed and affirm the technical lead of the organization;

3) means of dispatching and technological management (further - SDTU) with communication lines, systems of the fire alarm and fire extinguishing, emergency lighting, ventilation become effective;

4) control and management systems are mounted and adjusted;

5) fuel reserves, reagents, materials, tools are prepared.

15. Complex approbations are carried out by the customer.

The beginning of complex approbation of the power station the moment of its inclusion in network or under loading is considered.

Complex approbation of the equipment according to the schemes which are not provided by the project is not carried out.

The equipment of power plants which underwent capital repairs is subject to acceptance testing under loading within 72 hours. For the hydroelectric power stations (further – hydroelectric power station) working in the peak mode in case of limited water resources, testing under loading several days with total operating time of 24 hours proceed.

Complex approbation of the equipment is considered carried out on condition of normal and continuous operation of the capital equipment within 72 hours on the main fuel with rated load and project parameters of vapor (for gas turbine installations (further – GTU) – gas):

1) for power plants and boiler rooms on the main fuel with rated load and project parameters of vapor;

2) for thermal power plant, pressure and consumption of water;

3) for hydroelectric power station, the parameters provided in starting set, and in case of permanent or serial job of all service equipment entering start-up complex.

In power networks complex approbation is considered carried out on condition of normal and continuous operation of the equipment of substations under loading within 72 hours, and power lines – within 24 hours.

In thermal networks complex approbation is considered carried out on condition of normal and continuous operation of the equipment under loading within 24 hours with the nominal pressure provided by the project documentation.

For GTU also condition of complex approbation is, besides, successful carrying out 10 start-up, and for hydroaggregates of hydroelectric power station and pumped storage power plants (further – pumped storage power plant) - 3 automatic start-up.

For systems of accumulating of electrical energy additional term of complex approbation is successful carrying out 2 complete cycles of accumulating (charge) and issue (category) of electrical energy with the normalized technical parameters set by manufacturing plant.

In case of complex approbation the instrumentations provided by the project, blocking, devices of the alarm system and remote control, protection and automatic control which are not requiring regime adjustment turn on.

In the absence of possibility of carrying out complex approbation on the main fuel or achievements of rated load and project parameters of vapor for thermal power plant (for GTU – gas), pressure and consumption of water – for hydroelectric power station, loading – on substation and (or) power line in case of joint or separate approbation, heat carrier parameters – for thermal networks for the reasons which are not connected with failure to carry out of the works provided by start-up complex, the decision to carry out complex approbation on reserve fuel, and also extreme parameters and loadings are accepted and established by inspection and make a reservation in the acceptance act in operation of start-up complex.

16. Acceptance for operation of start-up complexes, queues or power facility in general is made by inspection.

17. Acceptance for operation of the equipment, buildings and constructions with defects, subquality work is not made.

After complex approbation and elimination of the revealed defects and subquality work, the inspection draws up the acceptance act in operation of the equipment with the buildings and constructions relating to it.

The inspection establishes duration of the period of development of the serial equipment during which necessary testing come to the end, adjustment and honing works and are provided operation of the equipment with project indicators. Duration of the period of development does not exceed the terms specified in existing rules of duration of development of design capacities. For head samples of the equipment the term of development is established by the customer (investors) according to the coordination work plan on operational development, adjustment and development of this equipment.

18. The customer submits inspection documentation prepared by the working commission in the amount provided by acting Construction Norms and Regulations and industry acceptance procedures.

19. Pilot (experimental), trial power technological plants are subject to acceptance for operation by inspection if they are prepared for carrying out experiences or production, provided by the project.

20. Underwater part of all hydraulic engineering constructions (with bookmark with the control instrumentation and the equipment), and also shipping and fish-passing devices is carried out in volume of start-up complex and is accepted by the working commission before their flooding. Their final acceptance in complete project amount is made in case of acceptance for operation of power facility in general.

21. Date of commissioning of the facility signature date of the act is considered inspection.

Paragraph 4. Maintenance, repair and upgrade

22. On each power facility maintenance, planned repair and upgrade of the equipment, buildings, constructions and communications of power stations will be organized.

23. The personnel of the electrical power companies are subdivided into three groups:

1) operational personnel - employee category, organizing and exercising control of operating modes, servicing, repair, ensuring installation, adjustment of systems and power stations;

2) not operational personnel - employee category, not getting under determination "operational personnel" which workplaces are not and cannot be in zone of the operating power stations, and are not connected with servicing, testing, installation, adjustment and repair of the equipment, use of the tool, storage and use of raw materials and materials in the action area of the power equipment. It includes administrative personnel and support personnel.

3) inspection personnel - employee category which perform functions on control of technical condition of power stations and the organization of work in them.

The operational personnel are divided into four groups:

1) electrotechnical;

2) heattechnical;

3) hydrotechnical;

4) electrotechnological, including administrative and technical, on duty, operational and repair, repair.

24. Control of technical condition of the equipment, buildings and constructions, accomplishment of amounts of the repair work providing stability of the established operation indicators, completeness of accomplishment of preparatory work, timely providing the planned amounts of repair work with spare parts, and materials and also for terms and qualities of the performed repair work is assigned to heads of power facilities.

25. Management structures maintenance and repair of power facilities provide separation of functions and contractors by the organization of the relevant divisions for preparation and production.

26. The employees of the organization occupied at works with hazardous substances, dangerous and adverse production factors in accordance with the established procedure shall undergo preliminary (in case of revenues to work) and periodic (during labor activity) obligatory medical examinations.

27. The amount of maintenance and planned repair is determined by need of maintenance of serviceable and operating state of the equipment, buildings and constructions taking into account their actual state and requirements of instructions.

28. On all types of repair of the capital equipment, buildings and constructions of power plants, boiler rooms and networks perspective and annual schedules are constituted.

The schedules of repair of the equipment and constructions which are in operational management and maintaining the system operator of Kazakhstan affirm the system operator of Kazakhstan. On the service equipment the annual and monthly schedules of repairs approved by the technical lead of power facility are constituted.

29. Frequency and duration of all types of repair are established by normative and technical documents based on which the schedule of scheduled preventive works or according to the passport of manufacturing plant is constituted.

30. The equipment of power plants, substations of 35 kilovolts (further – kV) and above, undergone capital and average repair, and also the equipment of thermal networks is subject to acceptance testing under loading within 72 hours.

31. Time of the end of capital and current repairs is:

1) for power units, steam turbines of thermal power plants (further - thermal power plant) with cross bonds, hydroaggregates and the transformer - time of turning on of the generator (transformer) in network;

2) for boilers of thermal power plant with cross bonds - time of connection of copper to the station pipeline of fresh vapor;

3) for power units with two-case coppers (double - blocks) - time of turning on of the power unit under loading with one of copper cases; at the same time the kindling and turning on of the second case of copper are made according to the schedule of loading of the power unit if the delay is under repair not provided by the schedule of repair;

4) for thermal networks - time of inclusion of network and establishment of circulation of network water in it;

5) for power networks - the moment of inclusion in network if in case of inclusion under tension there was no refusal;

6) in case of repair without removal of tension - the message moment to the duty dispatcher the head the operator about their completion;

7) for systems of accumulating of electrical energy – the transfer moment in waiting mode under automated control systems.

If during acceptance testing the defects interfering operation of the equipment with rated load or the defects requiring immediate stop were found, then repair is considered unfinished before elimination of these defects and repeated carrying out acceptance testing.

In case of origin in the course of acceptance testing of violations of normal work of separate components of the equipment in case of which the immediate stop is not required the issue of continuation of acceptance testing is resolved depending on nature of violations by the technical lead of power facility in coordination with the contractor of repair. At the same time the found defects are eliminated with the contractor of repair in the terms coordinated with power facility.

If acceptance testing of the equipment under loading were interrupted for elimination of defects, then time of the end of repair is considered, time of the statement of the equipment, last in the course of testing, under loading.

32. The personnel of power facilities keep systematic account technical and economic indicators of repair and maintenance of the equipment, buildings and constructions.

33. On power facilities the repair and operational bases necessary for maintenance in technically serviceable condition of the equipment are equipped.

34. The equipment of power facilities are serviced by stationary and inventory hoisting machines and means of mechanization of repair in the main case, auxiliary buildings and on constructions.

35. Power facilities, the repair and repair and adjustment organizations for timely and high-quality carrying out repair are completed with repair documentation, the tool and means of production for repair work.

36. Power facilities are provided with operational (emergency) spare part inventory, materials and exchange collection of nodes and the equipment for timely providing the planned repair amounts.

Incoming inspection arriving on warehouse and accounting all available in warehouse, in workshops or on sites of power facility of spare parts, the reserve equipment and materials will be organized; their condition and storage conditions are periodically checked.

On storage bases of spare parts and the equipment their safety and systematic replenishment is ensured. The equipment, spare parts, nodes and materials which safety is broken under the influence of external atmospheric conditions are stored in the closed warehouses.

36-1. Operation of electric equipment in explosive zones is performed according to requirements of Chapter 23 of User Rules for Operating Electrical Equipment approved by the order of the Minister of Energy of the Republic of Kazakhstan of March 30, 2015 No. 246 (it is registered in the Register of state registration of regulatory legal acts for No. 10949).

Paragraph 5. Control of overall performance of the power companies

37. Energy characteristics reflect really achievable profitability of operation of the mastered equipment in case of fulfillment of requirements of these rules.

38. In thermal networks energy characteristics are constituted on the following indicators:

1) thermal losses;

2) specific expense of the electric power on transport of heat energy;

3) specific hourly average consumption of network water;

4) difference of temperatures in the giving and return pipelines;

5) leakage of network water.

Creation of the energy characteristic on indicator of temperature of network water in the return pipeline is allowed.

39. For power network the normalized indicator is the technological expense of the electric power on its transport.

40. Compliance of amount, form and content of energy characteristics to requirements of regulating and methodical documents is provided.

41. Energy characteristics of the equipment and graphics of settlement specific fuel consumptions and water on the released electric power and heat on each group of the equipment of power plant are reviewed 1 time in 5 years. Review is also carried out when owing to modernization and reconstruction of thermal power plants, change of type or brand of the burned fuel the actual specific fuel consumptions on supply of electricity and heat change more than for 2 and 1% respectively.

At power plants, in boiler, power and thermal networks for the purpose of improvement of resulting effect of work are provided:

1) required accuracy of measurements of expenses of energy carriers and technological parameters;

2) the accounting (replaceable, daily, monthly, annual) in the established forms of indicators of operation of the equipment based on indications of instrumentations and information and measuring systems;

3) the analysis of technical and economic indicators for assessment of condition of the equipment, the modes of its work, reserves of economy of fuel, efficiency of the held organizational and technical events;

4) development and accomplishment of actions for increase in reliability and profitability of operation of the equipment, to decrease in irrational expenses and losses of fuel and energy resources.

Paragraph 6. Engineering supervision. Technical and technological supervision of the organization of operation of power facilities

42. On each power facility constant and periodic control (surveys, engineering certifications) of technical condition of power stations (the equipment, buildings and constructions) will be organized, the circle of responsible persons for their condition and safe operation is determined, and also the personnel on technical and technological supervision are appointed and job responsibilities affirm.

43. All technological systems, the capital equipment, buildings and constructions, including the hydroconstructions which are part of power facility are exposed to periodic engineering certification.

Survey is performed in the terms established by the existing instructions, normative and technical documents and Rules, but at least 1 time in 5 years.

Results of technical inspection shall be entered in technical data sheet of object.

Engineering certification is made by the commission of power facility headed by the technical lead of power facility or its deputy. The commission joins heads and specialists of structural divisions of power facility, specialists of the specialized and expert organizations.

The equipment which fulfilled the normative term established by the manufacturer shall is inspected by the specialized organization.

Further operation of the equipment which fulfilled the normative term established by the manufacturer is allowed after carrying out expert inspection for determination of term of their further operation

The amount and frequency of engineering certification are established by the relevant normative and technical documents regulating all procedure of its carrying out.

Results of engineering certification are entered in technical data sheet of the equipment.

Operation of the power stations with the emergency and dangerous defects revealed in the course of control and also which did not undergo engineering certification is not allowed.

44. Constant control of technical condition of the equipment is made operational and operational maintenance force of power facility.

The procedure for control is established by local production and job descriptions.

45. Periodic surveys of the equipment, buildings and constructions are made by persons responsible for their safe operation.

Frequency of surveys is established by the technical lead of power facility. Results of surveys are fixed in the special magazine.

46. Provide to persons controlling condition and safe operation of the equipment, buildings and constructions observance of specifications in case of operation of power facilities, accounting of their condition, investigation and accounting of failures of power stations and their elements, maintaining operational and repair documentation.

Paragraph 7. Technical documentation

47. On each power facility the following documents are available:

1) acts of withdrawal of the parcels of land;

2) the master plan of the site with the put buildings and constructions, including underground economy;

3) geological, hydrogeological and other data on the territory with results of testing of soil and analysis of ground waters;

4) acts of laying of the bases with cuts of holes;

5) acceptance acts of the hidden works;

6) primary acts of rainfall of buildings, constructions and the bases under the equipment;

7) primary acts of testing of the devices providing explosion safety, fire safety, lightning protection and anticorrosive protection of constructions;

8) primary acts of testing of internal and outside water supply systems, fire water supply system, sewerage, gas supply, heat supply, heating and ventilation;

9) primary acts of individual approbation and testing of the equipment and technological pipelines;

10) acts of inspections;

11) the approved project documentation with all subsequent changes;

12) the energy passport according to the legislation on energy saving and energy efficiency;

13) technical data sheets of buildings, constructions, technological nodes and equipment;

14) executive working drawings of the equipment and constructions, drawings of all underground economy;

15) executive working schemes of primary and secondary electric connections;

16) executive working technological schemes;

17) drawings of spare parts to the equipment;

18) operating plan of fire extinguishing;

19) set of the existing and cancelled maintenance instructions of the equipment, buildings and constructions, job descriptions for all professional categories and workers belonging to personnel on duty, both security guidelines and labor protection. Approval of instructions for labor protection is performed by the first head;

20) the set of documentation stated above is stored in technical archive of power facility with stamp "Documents" and in case of change of the owner is transferred in full to the new owner who provides its permanent storage.

48. On each power facility the list of necessary instructions, provisions, technological and operational schemes for each workshop, substation, the area, the site, laboratory and service which affirms the technical lead of power facility is established.

Lists of necessary instructions and instructions are reviewed 1 time in 3 years.

49. On the capital and service equipment of power plants, boiler rooms and substations plates with ratings according to the instruction of manufacturing plants on this equipment are established.

50. All capital and service equipment, including pipelines, systems and sections of tires, and also fittings, shiber of gas and air ducts are numbered. In the presence of the electoral system of management (further - ISU) carries out double numbering of armature in the place and on executive schemes with indication of number corresponding to the operational scheme and number on ISU. Sequence numbers, and auxiliary the same number, as to the basic, with addition of letters A, B, B and others are assigned to the capital equipment. Numbering of the equipment is made from permanent end face of the building and from row A. On double blocks number of the block with addition of letters A and B is assigned to each copper. Separate links of system of fuel feeding are numbered consistently and in the direction of fuel movement, and parallel links with addition to these numbers of letters A and B on the fuel course from left to right.

51. All changes in power stations executed in use are brought in instructions, schemes and drawings before implementation signed by the controlling person with indication of its position and date of modification.

Information on changes in instructions, schemes and drawings is brought to the attention of all workers (with the log entry of orders) who require knowledge of these instructions, schemes and drawings.

52. Technological schemes (drawings) are checked for their compliance to actually existing schemes (drawings) at least 1 time in 3 years with mark in them about check.

53. Sets of necessary schemes are at national dispatch center of the system operator (further - NDTs FROM Kazakhstan), regional dispatch centers (further - RDTs), thermal and power network, the shift supervisor of power plant, each workshop and the power unit, the person on duty of substation, the region of thermal and power network and the master of operational mobile team, and also at maintenance force. The form of storage of schemes is determined by local conditions.

54. All workplaces are supplied with the necessary instructions constituted according to requirements of these rules on the basis of factory and project data, standard instructions and User Rules for Operating Electrical Equipment of operating experience and results of testing and also taking into account local conditions. Instructions are signed by the chief of the relevant production division (the workshop, substation, the area, the site, laboratory, service) and affirm the technical lead of power facility.

The list of the instructions requiring approval is determined according to NDTs FROM Kazakhstan and RDTs.

55. On each installation are provided in maintenance instructions of the equipment, buildings and constructions, means of relay protection, telemechanics, communication and complex of technical means of automatic management system:

1) short characteristic of the equipment of installation, buildings and constructions;

2) criteria and limits of safe condition and operating modes of installation or complex of installations;

3) procedure for preparation for start-up;

4) procedure for start-up, stop and equipment maintenance, content of buildings and constructions during normal operation and in case of violations in work;

5) procedure for the admission to survey, repair and testing of the equipment, buildings and constructions;

6) requirements for safety and labor protection, explosion and fire safety, specific to this installation.

56. In job descriptions on each workplace are specified:

1) the list of instructions for equipment maintenance, schemes of the equipment and devices which knowledge is necessary for workers on this position;

2) official capacities of the worker;

3) relations with higher, subordinate and another, connected on work, personnel.

57. The personnel on duty have operational documentation of personnel on duty, according to appendix 1 to these rules.

Depending on local conditions the amount of operational documentation can be changed according to the decision of the technical lead of power facility.

58. On workplaces of operational and dispatching personnel in workshops of power plants, on control panels with permanent watch of personnel on control offices daily sheets are kept.

Paragraph 8. Automated control systems

60. Automated control systems (further - ACS) provide the solution of tasks of production and technological, operational and dispatching and organizational and economic management of power production. These tasks are assigned respectively on:

1) industrial control systems (further - industrial control system);

2) the automated systems of dispatching management (further - ASDU);

3) automated control systems for production (further - ASUP).

61. At each power plant, in each organization operating power network depending on local conditions, economic and production feasibility function industrial control system.

62. On control offices of the organizations operating power and thermal networks functioning in ASDU of the joint electric utility system (further - OES) and single electric utility system is provided (further - EEC).

63. In case of operation of ACS are guided by maintenance instructions of ACS.

Operational documentation, charts of the registering instrumentations, records of operational and dispatching negotiations and the output documents created by the ACS operational and information complex are subject to accounting and storage:

1) carriers with records of indications of the registering devices - 3 years;

2) records of operational negotiations in normal conditions - 90 days if specifying about prolongation of term does not arrive;

3) records of operational negotiations in case of accidents and other violations in work - 12 months if specifying about prolongation of term does not arrive.

64. At power plants, in the organizations operating power and the OES and EEC thermal networks, functioning of ASUP which main objective is reliable and economic production management in market conditions is provided.

65. The choice of complexes of separate tasks of ACS on each power facility is determined proceeding from production and economic feasibility taking into account rational use of the available prototype project solutions, packets of application programs and opportunities of technical means.

66. Are part of complex of the ACS technical means:

1) means of collection and information transfer (information sensors, communication channels, telemechanics devices, data transmission equipment);

2) means of processing and display of information (computer equipment, analog and digital devices, displays, seal devices, functional keyboard);

3) controls (controllers, executive automatic machines, electrotechnical equipment: relay, amplifiers of capacity);

4) auxiliary systems (uninterrupted power supply, air conditioning, automatic fire extinguishing).

67. Input of ACS in operation is made based on the act of inspection.

Input of ACS in commercial operation is preceded according to the official decision of the technical lead of the corresponding power facility by trial operation lasting at least 1 month and no more than 6 months. Creation and input of ACS in operation is performed in one or two queues.

Acceptance of ACS in commercial operation is made upon completion of acceptance in commercial operation of all tasks provided for the entered queue.

68. Under the organization of operation of ACS official functions of structural divisions are determined by servicing of complex of technical means, the software by orders of heads of power facilities.

The list of the equipment serviced by each division with indication of borders of servicing affirms the technical lead of the corresponding power facility or the organization.

69. The divisions servicing ACS provide:

1) reliable operation of technical means, information and software of ACS;

2) representation according to the schedule to the relevant divisions of information processed by the computer equipment;

3) effective use of computer facilities;

4) enhancement and development of management system, including implementation of new tasks, upgrade of the programs which are in operation, development of advanced technology of collection and preparation of initial information;

5) maintaining qualifiers of normative reference information;

6) the organization of information exchange with the ACS adjacent hierarchical levels;

7) development of the instructive and methodical materials necessary for functioning of ACS;

8) job analysis of ACS, its cost efficiency, timely submission of the reporting.

70. The service personnel on each ACS, except project and factory, keeps technical and operational documentation according to the list approved by the technical lead of power facility.

71. Maintenance and repair works on the ACS technical means are performed according to the approved schedules, the procedure for their conclusion in repair is determined by the approved provision.

72. The management of dispatching managements, power facilities carries out the analysis of functioning of ACS, their efficiency, exercises control of operation and develops actions for development and enhancement of ACS and their timely modernization.

Paragraph 9. Metrological support

73. On each power facility the complex of the actions providing unity and required accuracy of measurements is carried out. The complex of actions for metrological support which is carried out by each power facility includes:

1) timely representation in checking of the measuring instruments (further - the SI) which are subject to the state metrological control;

2) use of the certified techniques of accomplishment of measurements (further - MVI);

3) ensuring compliance of exact characteristics of the applied SI to requirements to the accuracy of measurements of technological parameters and metrological examination of the project documentation;

4) maintenance of the SI, metrological control.

74. Performance of works on metrological support, control of their accomplishment is exercised by metrological services of power facilities and the organizations or the divisions performing functions of these services.

75. Equipment of SI power stations is provided.

The amount of equipment of SI power stations provides:

1) control of technical condition of the equipment and mode of its work;

2) accounting of receipt and the expense of the resources developed, spent and released the electric power and heat;

3) control of observance of safe working conditions and sanitary standards;

4) control of environmental protection.

76. The serviceable condition of all SI, and also information and measuring systems (further - IIS), and also their permanent readiness for accomplishment of measurements is provided.

77. The SI applied in the field of implementation of the state metrological control are exposed to checking in case of release from production or repair, operation and import on import after approval of their type or metrological certification and registration to the register of state system for ensuring the uniformity of measurements. All SI used as SI, model in case of carrying out checking, and also the SI relating to control of parameters of the environment, work safety, used in case of accomplishment of transactions of commercial accounting (calculation) of electrical, heat energy, fuel and during the geodetic works are subject to checking. Repair of primary locking bodies on perfect devices, opening and installation of the narrowing and other devices for measurement of expense, protective sleeves of sensors of measurement of temperature is carried out by the personnel repairing processing equipment, and acceptance - the personnel performing functions of metrological service of power facility.

86. The personnel servicing the equipment on which SI are established ensure their safety and purity of external elements. About all violations in work of the SI it is reported to the division performing functions of metrological service of power facility.

87. Opening of the registering devices which are not connected with works on ensuring their normal record is made by personnel of the division performing functions of metrological service of power facility, and the SI used for settling with the supplier or consumers - together with their representatives.

88. Metrological control is exercised according to the legislation of the Republic of Kazakhstan on ensuring unity measurement.

89. The SI intended for establishment of availability of any physical quantity or applied to observation of change of physical quantities without assessment of their values in terms of sizes with the normalized accuracy can be carried to the category of indicators.

90. Money transfer of measurements in the category of indicators are drawn up by the order of the head of power facility.

1) is provided by safe and healthy working conditions on workplaces, in production rooms and in the territory of power facilities and the organizations;

2) will timely organize training, examination, instructing of personnel, control for observance of requirements for safe engineering by it.

96. All personnel of power facilities, the organizations practically study methods of rendering the first medical and extreme resuscitation aid, and also acceptances of first-aid treatment by the victim directly on site of incident.

97. Each workshop of power plant, substation, sites of network, laboratory and other objects, and also cars of mobile teams are equipped with first-aid kits or bags of first aid with permanent inventory of medicines and medical means. All personnel of power facilities have the location information of the next first-aid kit. In each division the order designates person responsible for its content.

The personnel are provided with overalls, special footwear and other individual protection equipment depending on nature of the performed works and constantly use them in operating time.

Paragraph 10. Observance of ecological requirements

98. During the operation of power stations measures for the prevention or restriction of harmful effects on the environment of emissions of pollutants in the atmosphere and dumpings into water objects, noise, vibration, electric and magnetic fields and other harmful physical impacts, and also on reducing irretrievable losses and amounts of water consumption are taken.

99. The size of emissions of pollutants in the atmosphere, not exceeding regulations of maximum permissible emissions (limits), dumpings of pollutants into water objects - regulations of the maximum permissible or temporarily approved dumpings is provided.

112. Before carrying out testing and checks the owner of the generating installation represents to the System operator technical characteristics of the generating installations.

113. Complex testing and the generating installation are performed according to the program approved by the System operator.

114. The system operator during all useful life of the generating installation, carries out monitoring and assessment of conformity of the generating module to requirements imposed by the legislation of the Republic of Kazakhstan in the field of power industry, including by information retrieval from monitoring systems of the transitional modes (further – SMPR) the generating installations established on from renewable energy resources (further – GUVIE).

115. The system operator if necessary requires regular carrying out by the owner the generating installation of regular and modelirovanny testing and checks during the entire period of operation of the generating installation or after any incidents, work-related the equipment, its reconstruction or replacement which can affect compliance of the generating module to requirements imposed by the legislation of the Republic of Kazakhstan in the field of power industry.
