1. Approve the enclosed Rules of receipt of contact information on respondents from telecom operators.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan in the procedure established by the legislation to management of statistical registers and classifications together with Legal management of Committee:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of statistical registers and classifications of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (Koshkimbayev N. Zh.).

5. This order becomes effective after ten calendar days from the date of the first official publication.

Chapter 1. General provisions

1. Rules of receipt of contact information on respondents from telecom operators (further - Rules) are developed according to subitem 15-1) of article 12 of the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law) and determine procedure for receipt of contact information by respondents from telecom operators.

2. In Rules concepts of the values determined in the Law and in the Law of the Republic of Kazakhstan of July 5, 2004 "About communication" and also the following determinations are used:

subscriber number - the telephone number selected to the subscriber in case of the conclusion of the service provision agreement of communication according to which the subscriber device connected to local network of telecommunications in case of connection with it of other subscriber devices is identified;

department of authorized body, in the field of the state statistics (further - department of authorized body) - the state body performing the functions assigned to it and realizing state policy in the field of the state statistics;

contact information on the respondent - the subscriber number of physical person or legal entity allocated by the telecom operator or mobile operator based on the service provision agreement of communication;

identification number - individual identification number (further - IIN) or business the identification number (further - the BIN) expressed as the sequence of the digital symbols allowing to make records about data, relating to certain person in national registers of identification numbers.

Chapter 2. Procedure for receipt of contact information on respondents

Receipts of contact information on respondents by department of authorized body it is performed for the purpose of search of respondents on whom when carrying out nation-wide statistical observations according to the schedule of representation by respondents of primary statistical data approved in the procedure established in article 19 of the Law for the corresponding year there is no contact information in statistical registers.

4. Updating of statistical registers on contact information of respondents is performed by means of the following data:

1) primary statistical data;

2) contact information from telecom operators and mobile operators based on requests of department of authorized body.

5. In case of receipt of contact information on respondents by primary statistical data, the procedure provided in Rules of representation by respondents of primary statistical data, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan according to the statistics of July 9, 2010 No. 173, registered in the Register of state registration of regulatory legal acts for No. 6459 extends to telecom operators and mobile operators (further - operators).

6. In case of receipt of contact information on respondents by requests, department of authorized body two times a year send official request to operators for provision of contact information by respondents. The request is constituted during the period from June 1 to June 20 and from December 1 to December 20 in which identification numbers of respondents (BIN or IIN) are specified.

7. Department of authorized body creates the list of identification numbers of legal entities and individual entrepreneurs (respondents) according to the form given in appendix 1 to these rules and along with official request loads data in the xml format (xls, csv, dbf or in other public formats) through service the Integration component (further - IK) the integrated information system "E-statistics" of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan (further - IIS "Ñ-Statistics") on data loading from external sources into terms of 1 till June 20 and from December 1 to December 20 two times a year.

8. Operators within 10 working days from the date of receipt of the specified official request provide the list of contact information on respondents according to the form given in appendix 2 to these rules.

Operators in the presence of contact information on respondents create and load data in the xml format (xls, csv, dbf or in other public formats) into IIS "Ñ-Stastitika" through the IK service on data loading from external sources provided by department of authorized body.

Chapter 3. Ensuring confidentiality of data

9. The obtained contact information on respondents from operators is used for updating of statistical registers and is exclusive in the statistical purposes (for search of respondents) according to the Law.

10. Responsible persons on obtaining or transfer of contact information on respondents provide completeness, reliability and timeliness of the provided information, use of the obtained information only for the intended purpose and without prejudice to the party which presented her without right of disposal to the third parties and bear responsibility for illegal disclosure of contact information on respondents according to the legislation of the Republic of Kazakhstan.

11. Confidentiality of information obtained from operators is provided according to article 8 of the Law and article 28 of the Entrepreneurial code of the Republic of Kazakhstan.
