1. Approve Rules of placement of the state educational order on training with technical and professional, postsecondary, higher and postgraduate education taking into account requirements of the labor market, on preparatory departments of the organizations of the higher and (or) postgraduate education, and also on preschool education and training, secondary education.

2. Declare invalid some orders of the Minister of Education and Science of the Republic of Kazakhstan according to appendix to this order.

3. (Omirbayev S. M.) to provide to department of the higher and postgraduate education, international cooperation in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and the Information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of these rules on official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-Minister of Education and Science of the Republic of Kazakhstan Balykbayev T. O.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of placement of the state educational order on training with technical and professional, postsecondary, higher and postgraduate education taking into account requirements of the labor market, on preparatory departments of the organizations of the higher and (or) postgraduate education, and also on preschool education and training, secondary education

Chapter 1. General provisions

1. These rules are developed according to the subitem 43) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further - the Law) and determine placement of the state educational order on training with technical and professional, postsecondary, higher and postgraduate education taking into account requirements of the labor market, on preparatory departments of the organizations of the higher and (or) postgraduate education, and also on preschool education and training, secondary education.

Placement of the state educational order on specialties of technical and professional education which are directed to training of skilled workers of personnel is performed on out-of-competition basis.

2. The state educational order on preschool education and training is placed in the organizations of education irrespective of pattern of ownership and departmental subordination, types and types.

In volume of the state educational order current costs of the preschool organization for education and training counting on one child within the State obligatory standard of preschool education and training approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of October 31, 2018 No. 604 "About approval of the state obligatory standards of formation of all education levels" are compensated (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 17669).

In case of per capita financing by the customer of the state educational order the cost of services on preschool education and training in children in the following cases is paid:

1) to the children visiting the preschool organization constantly without omissions;

2) to the children who were absent in the preschool organization within three working days based on the statement of one of parents (the legal representative of the child);

3) to the children who were absent for the reasons: disease, treatment, improvement of the child in medical, sanatorium and other organizations (by provision of the reference), provision to one of parents (the legal representative of the child) of labor leave and improvement of the child during the summer period for up to two months (in the presence of the statement).

2-1. The state educational order on secondary education is placed in the state and private organizations of education according to Chapter 5 of these rules.

3. The state educational order on training of specialists with technical and professional, postsecondary education is placed in the organizations of technical and professional, postsecondary education irrespective of pattern of ownership and departmental subordination taking into account the industry and regional need for personnel.

4. The state educational order on training with the higher and postgraduate education created and distributed on groups of educational programs taking into account the forecast need of economy for personnel, including industry and regional requirement, priorities of industrial and innovative development of the country, requirements of the organizations of the higher and (or) postgraduate education (further - higher education institution) and the scientific organizations in research and educational personnel, is placed among higher education institutions on competitive basis.

5. The state educational order on training with the higher education is placed in higher education institutions irrespective of pattern of ownership in the form of educational grants by results of the competition held by authorized body in the field of education.

6. The state educational order on training of masters and doctors of philosophy (PhD)/doctors on profile, including on target preparation for regional higher education institutions and the scientific organizations, is placed on competitive basis irrespective of pattern of ownership in basic higher educational institutions.

7. The state educational order for training of listeners at preparatory departments is placed in higher education institutions by results of the competition held by authorized body in the field of education.

Chapter 2. Placement of the state educational order on preschool education and training

8. For placement of the state educational order by departments of education of the city of republican value, the capital, departments of formation of the cities (areas) carry out completing of the contingent of children.

When completing the contingent of children according to the state educational order of departments of education of the city of republican value, the capital, departments of formation of the cities (areas) are guided by the list of priority.

For placement of the state educational order by departments of education of the city of republican value, the capital, departments of formation of the cities (areas) hold competition.

For placement of the state educational order of department of education of the city of republican value, the capital, departments of formation of the cities (areas) on Internet resources place the announcement of carrying out tender with indication of date, time and the venue with term fifteen working days.

For placement of the state educational order on preschool education and training local executive bodies of the city of republican value, the capital, cities (areas) create the Commission (further - the Commission).

The commission is created of number of representatives of maslikhats, akimats, departments of education of the city of republican value, the capital, departments of formation of the cities (areas), non-governmental organizations and regional chamber of entrepreneurs. 9. The organizations of preschool education irrespective of pattern of ownership are included in the list of service providers on preschool education and training for placement in them the state educational order in case of observance of regulations and rules of activities of the preschool organizations, the Standard rules of activities of the preschool organizations of formation of the corresponding types approved by Standard rules of the Minister of Education and Science of the Republic of Kazakhstan of October 30, 2018 No. 595 (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 17657).

10. The preschool organizations which notified on the beginning of the activities authorized body in the field of education and submitted the application for receipt of the state educational order are allowed to participation in tender.

For participation in tender the private preschool organizations provide the following documents:

1) the statement addressed to the commission chairman in form according to appendix 1 to these rules;

2) the reference or the copy of the certificate on state registration (re-registration) of the legal entity or the individual entrepreneur, the charter preschool the organizations, the reference from bank of absence of debt, the reference from tax authority of absence of debt with date not earlier than monthly term before submission of documents;

3) the copy of documents of title on the real estate (own or leasable) used under the organization of preschool education and training;
