About approval of Rules of transportation of passengers and baggage by road transport and safety requirements of bus transportations in the Republic of Uzbekistan
In pursuance of the Law of the Republic of Uzbekistan "About road transport", for the purpose of further forming of the legal basis of activities of road transport in the Republic of Uzbekistan the Cabinet of Ministers decides:
1. Approve:
Rules of transportation of passengers and baggage by road transport in the Republic of Uzbekistan according to appendix No. 1;
Safety requirements of passenger traffic by buses and share taxis in the Republic of Uzbekistan according to appendix No. 2
.2. Determine that requirements of Item 15 of appendix No. 2 to this resolution for obligatory equipment by survey meters (tachographs) become effective since January 1, 2004.
3. Declare invalid the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 31, 1997 No. 378 "About approval of safety requirements of bus transportations in the Republic of Uzbekistan".
4. To impose control over the implementation of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Tulyaganov K. N.

1. These rules of transportation of passengers and baggage by road transport (further - Rules) are developed according to the laws of the Republic of Uzbekistan "About road transport", "About urban passenger transportation", "About traffic safety", "About consumer protection" and extend to the transportations of passengers and baggage performed by road transport in the Republic of Uzbekistan.
2. Transportations of passengers and baggage by road transport are performed in the presence of the corresponding license, the agreement (contract) for rendering services by passenger transport on regular routes, the prisoner in accordance with the established procedure by results of the tender.
3. The sizes of rates for transportations of passengers and baggage are determined according to the procedure, established by these rules and other acts of the legislation.
4. The international motor transportations of passengers and baggage are regulated by also international treaties of the Republic of Uzbekistan.
5. Details of tickets, traveling and booking count sheets, passports of routes, bus stations (bus stations), forms and instructive-methodological documents concerning transportations of passengers and baggage by road transport affirm the Ministry of transport of the Republic of Uzbekistan.
6. In Rules the following basic concepts are used:
the bus - the vehicle intended for transportation of passengers, baggage and having more than 8 places for landing apart from driver's seat;
bus station (bus station) - the organization performing transport expeditionary, transportation activities and other services to passengers;
the autopavilion - construction on the highway for servicing of passengers;
the luggage car - the car intended for luggage transport;
baggage - the things packed for departure and moved with the passenger in the same bus;
the luggage receipt - the document confirming acceptance of baggage for transportation;
the ticket - the document of the strict reporting certifying the passenger's right to use of bus for a fee and confirming the conclusion of the public transportation agreement between the passenger and carrier;
the driver - person managing the vehicle;
the road - the strip of the earth equipped and used for movement of vehicles or surface of artificial construction;
hand luggage - the things packed for transportation transported by the passenger free of charge;
the car - the vehicle intended for transportation of passengers, baggage and having no more than 8 places for landing apart from driver's seat;
linear taxi - the vehicle rendering services in transportation in requests of passengers for a fee according to the indication of taximeter (counter);
the shuttle bus - the bus intended for transportation of passengers and baggage along the established route;
the share taxi - the vehicle (the minibus or the car) intended for transportation of passengers on regular routes with the organization of stops upon the demand of passengers;
route - the established transit of vehicles between certain Items;
the passport of route (route documentation) - the documents characterizing the main data on route (availability of the passport of route electronically is allowed)
;the passenger - the physical person using services of carrier according to the signed transportation agreement;
the platform - the platform for landing and disembarkation of passengers on bus stations (bus stations) having eminence from paving level;
carrier - the legal entity who is owning the vehicle on the property right or other corporeal rights, rendering services in transportation of passengers, baggage on commercial basis and having on this special permission (license);
the schedule of movement - the schedule (table) containing data on time, the place and the sequence of accomplishment of flight;
flight - way of the vehicle from route, initial to terminal point;
special routes - transportation of employees of the organizations to place of employment and back;
the scheme of route - graphical representation of route symbols;
rate - the established size of payment of transportation of passengers and baggage;
cliche - the index for informing passengers on route;
regular routes - the established transit of vehicles between certain Items according to the approved scheme of route, the traffic schedule, tariffing of fare.
7. Passenger traffic is subdivided into the following types:
a) city,
b) suburban,
c) long-distance;
d) international.
Passengers are transported:
a) in shuttle buses;
b) in the buses and cars provided to legal entities and physical persons according to their requests (orders) or other transportation agreements:
c) in linear taxi;
d) in share taxis.
8. Movement of shuttle buses and share taxis will be organized according to schedules:
a) on city routes - khokimiyats of the cities or the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and Tashkent;
b) on suburban and intraregional long-distance routes - khokimiyats of areas or the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas;
c) on interregional-long-distance and international routes - the Ministry of transport of the Republic of Uzbekistan.
9. The organization (opening) of new routes is made in the procedure established by acts of the legislation:
a) city, suburban and intraregional routes - territorial subdivisions of the Ministry of transport of the Republic of Uzbekistan (further - the Ministry of transport);
b) interregional long-distance routes - the Ministry of transport;
c) international routes - the Ministry of transport in coordination with authorized body in the field of transport of foreign countries.
10. On everyone reopened and the operated routes by the Ministry of transport or its territorial subdivisions the passport of route (including in electronic form) including respectively is developed and affirms:
a) the title page with the main indicators of route;
b) the scheme of route, (with indication of stopping points, sections of the roads constituting danger to movement, railway crossings, overpasses, etc.). In schemes of long-distance-interregional and international routes, besides, vacation spots, collection points for food are specified);
c) protocol of measurement of distance and timing of time of movement of the vehicle;
d) the schedule of movement of the vehicle along route;
e) tariffing of fare.
11. Separate categories of passengers are granted the right preferential (including free) journey in transport.
Categories of the passengers having the right of preferential journey and procedure for provision of these privileges are established by the legislation.
