1. Approve the enclosed Aviation rules of the organization of mate ensuring flights of experimental aircrafts of the Republic of Belarus.

2. This resolution becomes effective in 15 working days after its signing.

Aviation rules of the organization of mate ensuring flights of experimental aircrafts of the Republic of Belarus

Chapter 1. General provisions

1. These Aviation rules regulate procedure for the organization of mate ensuring flights and mate preparation of experimental aircraft of the Republic of Belarus, and also requirements to the officials organizing mate providing are established.

3. In these Aviation rules the terms established in the Air code of the Republic of Belarus and also the following are applied:

3.1. main terms and their determinations:

air unit - the military unit or the aviation organization subordinated to republican state body or republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus", having the state (civil) aircraft (vessels) legally and using it for flights;

aviation division - division (calculation) of pilotless aviation complex, aviation link, group, squadron (the station of flight testing), and also other primary aviation structure;

safe flight altitude - flight altitude excluding collision of aircrafts with land (water) surface or obstacles in it;

air navigation (further - navigation) - complex of the actions of crew of the aircraft (the operator of the unmanned aerial vehicle) directed to achievement of the largest accuracy, reliability and safety of driving of the aircraft or group of aircrafts on the set spatio-temporal trajectory;

height true (height inventory over obstacles) - height determined from point on the land (water) surface located directly under the object of measurement to this object;

transition height - the established height for transfer of scale of pressure of the barometric altimeter into standard pressure in case of set of the set echelon;

exit to the set object - aircraft exit to certain area of space concerning the set object from which its detection, identification and the solution of objective are provided;

the set object - the land (air) purpose, the platform of landing, the area of aviation works;

person organizing flights - the head of the organization or person authorized by it from among administrative board the having flight education and experience of the organization of flights to whom the obligation on the organization (the organization and accomplishment) of flights is assigned;

person organizing mate ensuring flights of experimental aircrafts - the senior navigator, and in case of its absence in states of the organization - the responsible official designated by the head of the organization;

navigation situation - set of the elements characterizing basing of aircraft, distribution of airspace, relief, weather conditions, natural lighting, the equipment of the area of flights of aircrafts means of communication, radio engineering and radar ensuring flights;

the organization - the owner of the experimental aircraft (further - the organization) - the legal entity performing development, production, upgrade, testing, operation, one of them or other actions concerning the experimental aircraft belonging to it on the property right, the right of economic maintaining or operational management or other bases, stipulated by the legislation or the agreement;

bodies of management and management of flights - bodies (group of management of flights) of users of airspace of the Republic of Belarus performing management and management of flights in airfields (platforms, polygons) of aircrafts of the state, civil and experimental aviation;

flight task (task for flight) - established (set) to aircrew (the operator of the unmanned aerial vehicle) the direct head, the program of flight testing (researches), rate of flight training set of elements of flight, procedure and the sequence of their accomplishment;

route strip - the site of the area, symmetric concerning route axis, which width is established proceeding from solvable tasks and opportunities of the aim navigation system;

the aim navigation system - aim and navigation complexes, navigation complexes, navigation systems, aim navigation equipment, navigation equipment;

control center (targeting) of aircrafts - the place which is specially equipped and equipped with technical means from which the aviation personnel exercise control of flights of aircrafts;

working area of means of radio engineering ensuring flights - area of space within which acceptance of signals of land devices and determination of coordinates of aircrafts with the set accuracy are provided;

the area of flights of aircrafts - part of the airspace allocated for flights of aircrafts of air unit (organization) in flight change;

flight calculation - complex of the measurements and calculations directed to determination of data for implementation of navigation and fighting application in flight;

administrative board of the organization - officials of aviation personnel from division managers above to which functions of management of activities in the field of experimental aircraft are assigned;

the senior navigator - the head of mate service of air unit, the organization - person organizing mate ensuring flights of experimental aircrafts;

mate preparation - complex of the actions directed to acquisition and enhancement by aviation personnel of knowledge, abilities and practical skills for the purpose of navigation, fighting application and ensuring flights;

mate service - officials who resolve issues of the theory and practice of navigation and fighting use of aircrafts will organize and carry out mate preparation and mate ensuring flights;

mate control - complex of actions for determination of quality of mate training of aviation personnel and accomplishment by it of tasks of navigation and fighting application;

mate ensuring flights - complex of the actions directed to achievement of high precision and reliability of navigation, efficiency of fighting application and safety of flights in the mate relation;

transition echelon - the established flight echelon for transfer of scale of pressure of the barometric altimeter from the standard pressure upon the pressure of airfield or the minimum atmospheric pressure specified to sea level;

IVP - use of airspace;

NAC PPZ - the land automated complex of preparation of flight tasks;

NBP - the beginning of fighting way;

PNS - the aim navigation system;

RD - rulezhny path;

Radar station - radar station;

RLE - management on flight operation of AF or the instruction to crew of AF;

Chapter 2. Content of mate ensuring flights

The amount and content of actions of mate ensuring flights are determined by nature of the carried-out tasks, navigation situation of the area of flights of experimental AF, tactical specifications (type) of experimental AF, level of mate training of aviation personnel, and also the located time.

5. The main actions of mate ensuring flights are:

studying and assessment of navigation situation;

preparation of help data for accomplishment of mate calculations;

development of offers to person organizing flights for decision making on flights;
