1. Approve the enclosed Aviation rules of the organization of engineering and aviation ensuring flights of experimental aircrafts of the Republic of Belarus.

2. This resolution becomes effective in 15 working days after its signing.

Section I. General provisions

Chapter 1. Basic provisions

1. These Aviation rules developed according to the Air code of the Republic of Belarus (further - the Air code), No. 665 "About approval procedure of the aviation rules regulating activities in the field of experimental aircraft, and the list of positions of aviation personnel of experimental aircraft of the Republic of Belarus" is regulated by the resolution of Council of Ministers of the Republic of Belarus of August 6, 2015 procedure for the organization of engineering and aviation ensuring flights of experimental aircrafts of the Republic of Belarus, and also requirements imposed to persons from among aviation personnel of engineering air service, their obligation and the right are established.

2. In the organizations - owners of experimental aircrafts based on the requirements stated in these Aviation rules, taking into account structure of the located forces and means, type of the aircraft equipment, conditions of basing, requirements for ensuring reliability of the aircraft equipment and technical safety of flights instructions (management) in which general rules of technical operation and repair of the aircraft equipment, means of maintenance and operational repair, procedure for placement, fire protection, protection of the aircraft equipment, the organization and carrying out technical preparation with persons from among flight (operators of unmanned aerial vehicles) and technical structures, the safety requirement are determined in case of performance of works on the aircraft equipment, the list of documentation and the requirement for its maintaining are developed.

3. In these Aviation rules the terms established in the Air code of the Republic of Belarus and also the following terms and their determinations are applied:

the aircraft equipment (further - AT) - the piloted (pilotless) aircrafts, pilotless aircrafts in complex with land controls, bonds and ensuring application, aviation engines, the removable and stationary installed on aircrafts equipment, aviation weapons of destruction (further - ASP) established on aircrafts pyrotechnic means (further - PTS), and also aviation exercise machines;

airfield control - control of technical condition of means of land servicing of common application, visual and documentary check of quality combustible and lubricants (further - fuel and lubricants), special liquids and gases which is carried out by persons from among technical structure with registration of permission to use of these means to destination;

pilotless aviation complex (further - the TANK) - the set of functionally connected elements which is turning on one or several unmanned aerial vehicles, means of ensuring of take off and landing and control one or several unmanned aerial vehicles;

the onboard equipment - set of the aggregates, devices, systems, the complexes established onboard the aircraft and fixed to it in accordance with the established procedure;

the aircraft (further - AF) - the aircraft supported in the atmosphere due to interaction with air, other than interaction with the air reflected from the Earth's surface or water;

engineering and aviation ensuring flights (further - IAO of flights) - complex of the actions directed to content of AT, means of its operation and repair in good repair and readiness for proper use;

engineering air service (further - IAS) - service (division) of the organization - the owner of experimental AF which workers perform actions for content of AT, means of its operation and repair in permanent readiness for use, technical maintenance of operation of products AT, IAO of flights and their technical safety;

the tool - the industrial equipment intended for impact on product AT for the purpose of change of its condition;

serviceable condition (operability) - condition of product AT in case of which on it all works provided in operational and (or) repair documentation are performed the refusals (defects) found in flight and in case of surveys are eliminated, there is inventory of resource and service life;

technical structure (further - ITS) - aviation personnel of IAS;

flight change - the period of time determined by the planned table of flights during which flights are carried out;

person organizing flights - the head of the organization - the owner of experimental AF or person authorized by it from among administrative board the having flight education and experience of the organization of flights to whom the obligation on the organization (the organization and accomplishment) of flights in the organization - the owner of experimental AF is assigned;

land controls of the unmanned aerial vehicle (further - BLA) - set of the automated workplaces (Items, stations) providing management of BLA at all stages of flight and work of the target loadings established on BLA;

the organization - the owner of experimental AF (further - the Organization) - the legal entity performing development, production, upgrade, testing, operation or other actions concerning the experimental AF belonging to it on the property right, the right of economic maintaining or operational management or other bases, stipulated by the legislation or the agreement;

survey of AT - check of technical condition of AT in the amount established by regulations of maintenance (further - RO) or management on flight operation (the instruction to crew) AF (further - RLE);

refusal - the event consisting in violation of operating state of product AT;

devices - the industrial equipment intended for installation or the direction of object of the labor or the tool in case of accomplishment of technological transaction;
