Aviation rules of the organization of objective control of flights of experimental aircrafts of the Republic of Belarus

Chapter 1. General provisions

1. These Aviation rules regulate procedure for the organization of objective control of technical condition of the aircraft equipment, land means of ensuring of flights, actions of aviation personnel under the organization and accomplishment of flights in experimental aircraft of the Republic of Belarus.

3. In these Aviation rules the terms established in the Air code of the Republic of Belarus and also the following are applied:

3.1. main terms and their determinations:

the aircraft equipment - the piloted aircrafts, pilotless aircrafts in complex with land controls, bonds and ensuring application, aviation engines, the removable and stationary installed on aircrafts equipment, aviation weapons of destruction established on aircrafts pyrotechnic means, and also aviation exercise machines;

aviation incident - the aviation event connected with flight operation of the aircraft, caused by emergence of special situation, but which did not end with aviation incident;

air reconnaissance (additional exploration) of weather - special flight for refining of meteorological and ornithological situation in the area (on routes) the forthcoming flights, and also for check of operability of means of communication and radio engineering ensuring flights;

product of the aircraft equipment - sample (complex, system) and components entering it created (purchased) on tactical technically (technical) task of the state customer (customer) of the aircraft equipment and (or) according to the documentation coordinated (approved) with it;

engineering and aviation ensuring flights - complex of the actions directed to content of the aircraft equipment, means of their operation and repair in good repair and readiness for proper use;

engineering air service - service (division) of the organization - the owner of the experimental aircraft which workers perform actions for content of the aircraft equipment, means of its operation and repair in permanent readiness for use, technical maintenance of operation of products of the aircraft equipment, engineering aviation to ensuring flights and their technical safety;

technical structure - aviation personnel of engineering air service;

person organizing flights - the head of the organization or the face of administrative board authorized by it having flight education and experience of the organization (accomplishment) of flights to which obligations on the organization (the organization and accomplishment) of flights are assigned;

flight of the aircraft - the special flight which is carried out for the purpose of check on the operational modes and the subsequent admission to operation of the aircraft, aviation engines, its systems and the equipment;

the operator of the unmanned aerial vehicle - the face of non-flying aviation personnel exercising control of the unmanned aerial vehicle by means of technical means;

the organization - the owner of the experimental aircraft (further - the organization) - the legal entity performing development, production, upgrade, testing, operation, one of them or other actions concerning the experimental aircraft belonging to it on the property right, the right of economic maintaining or operational management or other bases, stipulated by the legislation or the agreement;

bodies of management and management of flights - bodies (group of management of flights) of users of airspace of the Republic of Belarus performing management and management of flights in airfields (polygons, platforms) of aircrafts of the state, civil and experimental aviation;
