1. The aviation rules "Personnel Training in the field of Aviation Safety" (further - Rules) are developed based on the international obligations of the Republic of Belarus following from requirements of the Standard 3.1.6. Appendices 17 to the Convention on international civil aviation, are also the main technical regulatory legal act determining content and system of individual (initial) factory training, advanced training, the admission to work of aviation personnel and workers of separate professions of the aviation organizations irrespective of patterns of ownership and subordination (further - the organizations) for ensuring aviation safety both in the conditions of daily organization activity, and in case of the situations connected with acts of illegal intervention in activities of civil aviation.
