1. 2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

1. In the line item concerning appendices to the State program, the passport of the Program:

a) to state paragraphs of the seventh and eighth in the following edition:

"appendix No. 7" of the rule of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on support of agricultural production on separate subindustries of crop production and livestock production";

appendix No. 8 "Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on stimulation of development of priority subindustries of agro-industrial complex and development of small farms";";

b) the ninth to exclude the paragraph.

Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on support of agricultural production on separate subindustries of crop production and livestock production

1. These rules establish conditions, the purposes and procedure for provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on support of agricultural production on separate subindustries of crop production and livestock production (further - subsidies).

2. The concepts used in these rules mean the following:

"agrotechnological works" - complex of actions for processing of soils, to application of fertilizers, preparation of seeds and landing material, crops and landing, care of crops, and also on harvesting;

"the scientific and educational organizations" - the scientific organizations, the professional educational organizations, the educational organizations of the higher education which in the course of scientific, scientific and technical and (or) educational activities perform production of agricultural products, its primary and subsequent (industrial) conversion according to the list specified regarding 1 article 3 of the Federal law "About Development of Agricultural Industry";

"production of seeds" - the engineering procedure on reproduction of seeds and initial seed material performed in the nurseries located in the territory of the Russian Federation.

3. Subsidies are provided for the purpose of joint financing of payment commitments of the subjects of the Russian Federation arising in case of implementation of actions of state programs (subprogrammes) of the subjects of the Russian Federation aimed at the development of agro-industrial complex (further - regional programs), and (or) by provision of subsidies from the budget of the subject of the Russian Federation to local budgets for the purpose of joint financing of payment commitments of the municipalities located in the territory of the subject of the Russian Federation, in case of implementation of the municipal development programs of agro-industrial complex (further - municipal programs) arising by provision of means from the budget of the subject of the Russian Federation to the scientific and educational organizations, agricultural producers, except for citizens, conducting personal subsidiary farm and agricultural credit consumer cooperatives (further respectively - means, receivers of means), on financial provision (compensation) of part of the costs (excluding tax on value added) connected with production, realization and (or) shipment for own conversion of agricultural products on separate subindustries of crop production and livestock production and also for compensation of part of costs for agricultural insurance.

For receivers of the means using the right to release from fulfillment of duties of the taxpayer, connected with calculation and the tax discharge on value added, financial provision (compensation) of part of costs is performed proceeding from expense amount on purchase of goods (works, services), including tax amount on value added.

4. Subsidies are provided within limits of the budget obligations brought to the Ministry of Agriculture of the Russian Federation as the receiver of means of the federal budget, on provision of subsidy for the purposes specified in Item 3 of these rules.

5. Means are provided:

a) to the agricultural producers included in the unified register of subjects of small and medium entrepreneurship, answering to criteria of reference to small business entities according to the Federal Law "About Development of Small and Medium Entrepreneurship in the Russian Federation" on financial provision (compensation) of part of costs for carrying out agrotechnological works, increase in level of ecological safety of agricultural production, and also on increase in fertility and quality of soils - at the rate on 1 hectare of the cultivated area occupied grain, leguminous, oily (except for colza and soy), fodder crops, and also potatoes and vegetable cultures of open pound;

b) to agricultural producers on financial provision (compensation) of part of costs for milk self-produced support - at the rate on 1 kilogram of the cow's and (or) goat milk realized and (or) shipped by agricultural producers for own conversion (further - milk);

c) to agricultural producers who are included in the list approved by the supreme executive body of the government of the subject of the Russian Federation or executive body of the subject of the Russian Federation, authorized supreme executive body of the government of the subject of the Russian Federation (further - authorized body) in coordination with the Ministry of Agriculture Russian on support of breeding livestock production:

on financial provision (compensation) of part of costs for breeding uterine livestock of farm animals - at the rate on 1 conditional head;

on financial provision (compensation) of part of costs for the breeding manufacturing bulls estimated on quality of posterity or who are in process of assessment of this quality - at the rate on 1 head;

d) to agricultural producers:

on financial provision (compensation) of part of costs for support of elite seed farming at the rate on 1 hectare of the cultivated area sowed by elite seeds under crops;

on financial provision (compensation) of part of costs to buyers of the seeds made within the Federal scientific and technical development program of agricultural industry for 2017 - 2025 approved by the order of the Government of the Russian Federation of August 25, 2017 No. 996 "About approval of the Federal scientific and technical development program of agricultural industry for 2017 - 2025" - in the form of compensation of 70 percent of costs. Buyers of the seeds made within the specified Federal scientific and technical program the legal entities registered in the Unified State Register of Legal Entities are recognized; the physical persons registered in accordance with the established procedure and performing business activity without formation of legal entity;

on financial provision (compensation) of part of costs for carrying out agrotechnological works in the field of seed farming of crops - at the rate on 1 hectare of the acreage occupied with original and elite seed potatoes, and (or) seed crops of corn for production of seeds of parent forms of hybrids and hybrids of the first generation F 1, and (or) seed crops of sunflower for production of seeds of parent forms of hybrids and hybrids of the first generation F 1, and also original and elite seeds and (or) seed crops of sugar beet for production of seeds of parent forms of hybrids and hybrids of the first generation of F1 and (or) seed crops of vegetable cultures of the open ground;

on financial provision (compensation) of part of costs for carrying out agrotechnological works - at the rate on 1 hectare of the cultivated area occupied with flax-dolguntsom and technical hemp;

on financial provision (compensation) of part of purchase costs of seeds of the forage crops delivered to the region of the Far North and those categorized as such of the area provided by the list approved by the resolution of Council of Ministers of the USSR of January 3, 1983 No. 12 "About modification and amendments in the List of the region of the Far North and areas equated to the region of the Far North, the USSR approved by the resolution of Council of Ministers of November 10, 1967 No. 1029" (further - the region of the Far North and those categorized as such of the area), taking into account delivery costs - at the rate on 1 hectare of the acreage occupied with forage crops in the territory of the subject of the Russian Federation carried to the region of the Far North and areas equated to them;

on financial provision (compensation) of part of costs for preparation of low-productive ploughland (net vapors) in the region of the Far North and areas equated to them which area constitutes at least 11 percent in total area of ploughland in the territory of the subject of the Russian Federation, - at the rate on 1 hectare of low-productive ploughland;

on financial provision (compensation) of part of costs for development of northern reindeer breeding, maralovodstvo and meat tabunny horse breeding - at the rate on 1 head of farm animal;

on financial provision (compensation) of part of costs for development of meat livestock production - at the rate on 1 head of farm animal (cattle of specialized meat breeds, sheep and goats), except for breeding animals;

on financial provision (compensation) of part of costs for production support by the agricultural producers of the wool received from fine-fleece and semi-fine-fleece breeds of sheep, selling such products to the overworking organizations located in the territory of the Russian Federation - at the rate on 1 ton of the realized wool;

on compensation of part of costs for payment of the insurance premiums added under agreements of agricultural insurance in the field of crop production, and (or) livestock production, and (or) commodity aquaculture (commodity fish breeding) taking into account the rates for calculation of the size of subsidy established by the plan of agricultural insurance for the corresponding year and techniques of determination of insurance value and the amount of loss (death) of harvest of crop, loss (death) of landings of long-term plantings, loss (death) of farm animals, loss (death) of the objects of commodity aquaculture (commodity fish breeding) approved by the Ministry of Agriculture of the Russian Federation (further - techniques in the field of agricultural insurance) according to part 4 of article 3 of the Federal Law "About the state support in the field of agricultural insurance and about introduction of amendments to the Federal law "About Development of Agricultural Industry", - in the amount of, calculated according to part 3 of article 3 of the specified Federal Law;

on financial provision (compensation) of part of purchase costs of breeding young growth of farm animals in the breeding organizations registered in the State breeding register - at the rate on 1 head;

e) to the scientific and educational organizations - in the form of grants in the form of subsidies for support of production and (or) realization of self-produced agricultural products in the directions specified in subitems "v" (for the scientific and educational organizations included in the list specified the subitem "v" of this subitem) and "" of this Item.
