I ORDER:

1. Bring in the order of the Minister of Emergency Situations of the Republic of Kazakhstan of June 9, 2014 No. 276 "About approval of Rules of training of employees of the organizations and the populations to measures of fire safety and the requirement to contents of training programs for training in measures of fire safety" (it is registered in the Register of state registration of regulatory legal acts for No. 9510, published on July 16, 2014 in information system of law of Ad_let) the following changes and amendments:

in Rules of training of employees of the organizations and the populations to measures of fire safety and requirements to contents of the training programs on training in measures of fire safety approved by the specified order:

state Items 25 and 26 in the following edition:

"25. Fire technically in minimum in volume of knowledge of requirements of regulatory legal acts, in the field of fire safety, regarding fire prevention regime, fire risk of engineering procedure and production of the organization, and also the acceptances and actions in case of the fire in the organization allowing to develop practical skills according to the prevention of the fire, rescuing of life, human health and property in case of the fire persons brought in Items 28 and 29 of these rules without fail are subject to training.

26. Training fire technically in minimum with separation from production of heads and employees of the organizations specified in Item 28 of these rules is carried out within a month after employment and with the subsequent frequency at least once in three years from the date of the last training.

Training fire technically in minimum is on the job provided at least once a year.";

"1) heads of the organizations;";

add Item 28 with subitem 1-1) of the following content:

"1-1) responsible for ensuring fire safety;";

2) and 3) of Item 28 to state subitems in the following edition:

"2) workers of objects with availability of rooms, buildings, constructions and installations with categories of production on fire and explosion and fire risk And, B, except for the support personnel performing the activities which are not connected with functional purpose of object;

3) the workers performing electro-gas welding works, works with use of petrolcut, glue, mastic, polymeric materials, blowtorches, torches, torches, bitumen, and also works as followed allocation of heat and sparks;";

add Item 28 with subitems 4) and 5) of the following content:

"4) workers responsible for operation of systems and installations of fire automatic equipment;

5) workers, objects with mass stay of people, responsible for ensuring fire safety, including on certain sites of works.";

add Item 29 with the subitem 7) of the following content:

"7) workers of objects with mass stay of people, except for the workers specified in the subitem 5) of Item 28 of these rules.";

state Item 32 in the following edition:

"32. On the end of training fire technically in minimum with separation from production by the qualification commission consisting at least of three people which structure is determined by the head of training center the examination of requirements of fire safety using means of video fixing is carried out.

The examination of the workers who were trained fire technically to minimum on the job is performed in process of office need, the commission as a part of employees of the organization, including responsible for ensuring fire safety, without certification on examination in the field of fire safety in volume of fire and technical minimum.";

To compulsory education fire technically to minimum according to appendix 3 to these rules to exclude the list of workers of subjects;

Fire technically in minimum according to appendix 4 to these rules to be reworded as follows training programs of training according to appendix to this order.

2. To provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

3) within ten working days after day of state registration of this order submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan and the Committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.
