1. Bring in the order of the Minister of Health of the Republic of Kazakhstan of December 11, 2017 No. 933 "About approval of Rules of provision of medical care in the form of sanitary aircraft" (it is registered in the Register of state registration of regulatory legal acts at No. 16245, it is published on February 1, 2018 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan) the following change:

The rules of provision of medical care in the form of sanitary aircraft approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Health of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the vice-Minister of Health of the Republic of Kazakhstan Aktayeva L. M.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of provision of medical care in the form of sanitary aircraft

Chapter 1. General provisions

1. These rules of provision of medical care in the form of sanitary aircraft (further - Rules) are developed according to the subitem 97) of Item 1 of article 7 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" and determine procedure for provision of medical care in the form of sanitary aircraft.

2. In these rules the following concepts are used:

1) aviation services - the services of civil aviation connected with the organization and ensuring airborne transportations of passengers, baggage, loads, mailings and accomplishment of aviation works for a fee or on hiring;

2) authorized body in the field of civil aviation - the central executive body performing management in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;

3) the aircraft - the device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from land (water) surface;

4) the commander of the aircraft - person, in accordance with the established procedure last corresponding training having the certificate of the pilot and the admission on the right of independent control of the aircraft of this type according to the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law on airspace);

5) airline - the legal entity having the air operator certificate of civil aircrafts;

6) authorized body in the field of health care (further - authorized body) - the central executive body performing management and cross-industry coordination in the field of protection of public health, medical and pharmaceutical science, medical and pharmaceutical education, sanitary and epidemiologic wellbeing of the population, drug circulation and medical products, control of quality of medical services;

7) dispatching service (further - DS) - structural division of the National coordination center of the emergency medicine and regional SSMP on operational management, on the basis of use of technical means of communication, information collection, its processing and implementation of operating control;

8) emergency medical service (further - SMP) - form of provision of medical care in case of the diseases and conditions requiring the emergency medical care for prevention of essential harm to health and (or) elimination of threat of life and also in need of transportation of bodies (part of bodies) and fabrics for the subsequent transplantation;

9) the station of emergency medical service (further - SSMP) - the medical organization providing the round-the-clock emergency medical care to the adult and children's population in case of life-threatening (the patient and (or) people around) conditions, accidents, sharp serious illness, exacerbation of chronic diseases, both on site incidents, and along the line;
