About approval of the Instruction for air traffic control

(as amended of the Order of the Minister of Defence of the Republic of Kazakhstan of 23.05.2024 No. 543)

According to the subitem 29) of article 15 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" I ORDER:

1. Approve the enclosed Instruction for air traffic control.

2. To provide to management of the commander-in-chief Silami of air defense of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its official publication;

3) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1) and 2).

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Instruction for air traffic control

Chapter 1. General provisions

1. This Instruction for air traffic control (further - the Instruction) is developed according to the subitem 29) of article 15 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and disaggregates application of the legislation in the field of air traffic control (flights) of aircrafts of the state aircraft of the Republic of Kazakhstan.

2. In the Instruction the following concepts and determinations are used:

1) air unit - the republican public institution performing the organization and accomplishment of flights by aircrafts of destructive, bombing, attack, transport, army and educational state aircraft of the Republic of Kazakhstan, their operation, repair and storage. It is also necessary to understand as air unit aviation commandant's offices, air stores parks, and also training centers on training of aviation personnel, combat training and fighting use of unmanned aerial vehicles;

2) airfield flight - the flight of the aircraft which is carried out in borders of airspace of the area of airfield of take-off;

3) extra airfield flight - the flight of the aircraft which is carried out outside the boundaries of airspace of the area of airfield with transfer of management to other governing body of flights with landing in airfield of take-off;

4) distillation - the flight of the aircraft performed for the purpose of transfer of the aircraft from the company of the industry or aircraft repair plant (air repair unit, base) in air unit and vice versa, and also from one air unit in other air unit;

5) particular case - the situation resulting from failure of the aircraft equipment or hit of the aircraft in the conditions demanding from crew of accomplishment of non-standard actions for safety of the aircraft, passengers and crew;

6) extra route flight - the flight made out of airways and outside the area of airfield;

7) urgent departure - flight which is allowed to be carried out without giving of flight plan, requiring urgent approval of use of airspace.

3. The purpose of air traffic control is continuous, reliable and operational traffic regulation of aircrafts on the earth and in air, directed to timely accomplishment by crews of flight tasks and ensuring safety of flights.

Chapter 2. Control centers of air traffic

4. Control centers of air traffic - the operational governing bodies of air traffic of Armed Forces of the Republic of Kazakhstan intended for planning and coordinating of use of airspace of the Republic of Kazakhstan, control of observance of procedure for use of airspace of the Republic of Kazakhstan, safety of flights and regularity of air traffic in the limits set for them regions of responsibility.

Treat operational governing bodies of air traffic of Armed Forces of the Republic of Kazakhstan:

1) the main control center of air traffic of air defense of Armed Forces of the Republic of Kazakhstan by Sil - the central operational body;

2) Management Sectional Centers air traffic of air defense of Armed Forces of the Republic of Kazakhstan by Sil;

3) district control centers of air traffic of air defense of Armed Forces of the Republic of Kazakhstan by Sil;

4) auxiliary district control centers of air traffic of air defense of Armed Forces of the Republic of Kazakhstan by Sil.

Chapter 3. Planning of use of airspace

Paragraph 1. Planning and organization of airfield and extra airfield flights

5. Headquarters of air units (crews on extra depot aerodromes) represent requests (plans of flights) for airfield and extra airfield flights till 14:00 o'clock (UTC time) on the eve of day of flights or within one hour after the end of flights - for adjacent change of the next days:

1) to the main control center of air traffic;

2) to the nearest control center of air traffic;

3) to control (command) office of the airfields planned as reserve.

6. The request (flight plan) for planned flight of the unmanned aerial vehicle staying on the registry in authorized body in the field of civil aviation moves the operator in control center of air traffic in three hours prior to departure in form, according to appendix of 6 Rules of use of airspace of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of May 12, 2011 No. 506 (further - Rules of use of airspace).

The received application for use of airspace (flight plan), is introduced by the main control center of air traffic in the plan of use of airspace, distributed in control centers of air traffic, the main center of planning of air traffic, group of civil and military coordination on network of the aviation fixed telecommunication (telegraph, the Internet).

Safety of use of airspace in case of accomplishment of flights of unmanned aerial vehicles is ensured by establishment of short-term restrictions or the temporary modes of use of airspace.

7. Control centers of air traffic, having received the application for use of airspace (flight plan), introduce it in the plan of use of airspace. For safety of use of airspace, if necessary develop short-term restrictions on sites of airways in places of crossing them with flight routes. Routes of flights on special tasks are applied on the tablet of general air situation for development of additional restrictions, control centers, radio communication frequencies, boundaries of transfer of management are determined.

8. Short-term restrictions of use of airspace are not developed in case of accomplishment of flights in airfields (platforms) influencing accomplishment of flights of aircrafts in the airfields of civil aviation located in controlled airspace if in the aeronautical passport of airfield (platform) the procedure of interaction of bodies of servicing (management) of air traffic in case of accomplishment of flights is specified.

9. Control centers of air traffic in day of accomplishment of flights depending on air situation approve use of flight zones and routes of flights:

1) with the command post (command control office, the navigator) air unit;

2) with the head of flights of service center of air traffic;

3) with the head of flights of body of servicing of air traffic of airfield of civil aviation.

10. The short-term restrictions of use of airspace developed by control centers of air traffic are led up to bodies of servicing of air traffic on network of the aviation fixed telecommunication (means of fax connection, the Internet).

Depending on the analysis of the actual and predicted air situation, urgency of task performance short-term restrictions of use of airspace are led up bodies of servicing of air traffic on telephone means of communication, with the subsequent sending telegrams on network of the aviation fixed telecommunication.

11. Short-term restrictions of use of airspace are not developed in case of accomplishment of flights in airfields of joint basing in cases when special (flight) zones are used, routes of flights of the state aircraft brought in the aeronautical passport of airfield and the joint group of air traffic control is organized.

12. Safety of use of airspace in case of accomplishment of flights in airfields of joint basing is ensured by the joint group of air traffic control performing servicing of air traffic (air traffic control) according to the Rules of use of airfields of joint basing of civil and state aviation of the Republic of Kazakhstan approved by the joint order of the Minister of Defence of the Republic of Kazakhstan of March 18, 2011 No. 128 and the Minister of Transport and Communications of the Republic of Kazakhstan of March 25, 2011 No. 91 (it is registered in the Register of state registration of regulatory legal acts for No. 6922).

13. The dispatcher of airfield (the head of flights) in two hours prior to the planned time of the beginning of air reconnaissance of weather (the beginning of flights) performs request for use of airspace at control center of air traffic around which responsibility there is airfield.

14. The control center of air traffic in one hour prior to the planned time of the beginning of air reconnaissance of weather or the beginning of flights (in one hour - in case of late request) issues to the dispatcher (the head of flights) of airfield of condition of use of airspace in which are specified:

1) time of the beginning of air reconnaissance of weather (beginning of flights);

2) types of aircrafts, number of aircrafts;

3) call signs of crews, flight (fighting) procedure (if necessary);

4) routes of flights, maximum echelon (height) of flights;

5) reserve airfields of landing;

6) control centers, their call signs, frequencies, boundaries of acceptance (transfer) of management (in cases if other control centers are involved in management of route flights).

15. Short-term restrictions of use of airspace are set by control centers of air traffic. Removal of short-term restrictions of use of airspace is performed by control centers of air traffic which introduced these restrictions after the termination or before the expiration of the established time in connection with the end of activities.

16. The duty shift of control center of air traffic in case of receipt of information on closing of airfields on weather (technical) conditions, absence of group of management of flights (the dispatcher of servicing of air traffic) in airfield (platform) of landing, brings this information to the main control center of air traffic. The duty shift of the main control center of air traffic brings information to the operations duty officer (assistant) of the main command post Sil of air defense of Armed Forces of the Republic of Kazakhstan.

17. Accomplishment of planned airfield flights is not the basis for prohibition on flight through airspace of the area of airfield (the area of operational air traffic) of transit aircrafts.

18. For the purpose of ensuring flight of the aircraft through the area of airfield where operational air traffic is carried out, the control center of air traffic in the course of routine planning of use of airspace approves with body of servicing of air traffic of airfield of condition of flight.

19. The group of management of flights of airfield taking into account safety of flights allocates for flight of transit aircrafts echelons (heights) in the upper or lower airspace, determines call signs of control center, frequency (the main, reserve) maintaining radio communication.

20. The control center of air traffic transfers to crew of condition of flight directly or through body of servicing of air traffic.

21. Crews of the aircrafts which are carrying out transit flight of the area of operational air traffic in ten minutes prior to entrance to the area request permission from group of management of flights (command post) to flight of the area with indication of the place (azimuth, range from control point of airfield) entrance, exit from the area of operational air traffic, height (echelon) of flight.

22. Group of management of flights after establishment of radio communication with the transit aircraft, depending on aeronautical situation:

1) exercises air traffic control to exit from the area of operational air traffic (with issue, if necessary, of the adjusting teams) at the approved frequency of management;

2) is allowed by flight of the area with preserving the conditions issued by group of management of flights of airfield and maintaining radio communication with the body of servicing of air traffic performing servicing of general air traffic.

Paragraph 2. Planning and organization of flights and distillation of aircrafts

23. The headquarters of air unit when planning flights, distillations of the aircraft equipment the Plan of flight for form according to appendix 1 to this Instruction is developed and affirms the commander of air unit. Data from the plan are transferred on technical means of communication to the higher command post and to the main control center of air traffic for preliminary planning.

24. The plan of flight is not constituted for aircrafts of military transport aircraft and helicopters in case of flights (distillation) in airspace of the Republic of Kazakhstan.

25. Headquarters of air units (crews on extra depot aerodromes) submit requests (plans of flights) for flights (distillation of the aircraft equipment) to the main control center of air traffic, to control centers of air traffic, control (command) offices of airfields of landing and the airfields planned as reserve, till 14:00 o'clock (UTC time) on the eve of day of flights (distillation).

26. Flights of transport aircrafts and helicopters are performed in general air traffic with provision of the request (the plan of flights) according to requirements of Rules of use of airspace.

27. The control center of air traffic in case of impossibility of implementation of flight of the aircraft in general air traffic (lack of servicing of air traffic according to regulations of work or other reasons) sets short-term restrictions of use of airspace on flight route in the declared range of heights (echelons), determines control centers and frequencies of maintaining radio communication for implementation of flight in operational air traffic.

28. In cases when in case of accomplishment of flight in operational air traffic it is not possible to provide continuous radio communication, the headquarters of air unit (command post) in coordination with higher control center (command post):

Allows 1) depending on level of training of crew and assessment of meteoconditions (does not allow) flight accomplishment;

2) is determined by need and possibility of accomplishment of flight with limited maintaining radio communication, or the organization of communication through the aircraft - repeater;

3) the headquarters of air unit (higher control center) inform on the made decisions control center of air traffic (the main control center of air traffic).

29. Implementation of flight in case of accomplishment of flights (distillation of the aircraft equipment) with transition from operational air traffic is allowed to general air traffic (or from general to operational) under preliminary approval between governing bodies of air traffic and servicing of air traffic.

The transition point just seeing air traffic to another is specified in flight plan and is approved with control center of air traffic during receipt of conditions of use of airspace.

30. The dispatcher of airfield (the head of flights) in day of accomplishment of flights, distillations, in two hours prior to the planned flight time (distillation of the aircraft equipment) performs request for use of airspace at control center of air traffic in which zone of responsibility there is airfield of departure.

31. The control center of air traffic in one hour prior to the planned time of departure issues to the dispatcher (the head of flights) of airfield of departure of condition of use of airspace in which are specified:

1) departure time (entrance to the area of air traffic control);

2) number of aircrafts, call signs of crews, flight (fighting) procedure;

3) route of flight (flight), place, echelon and time of entrance (exit) to the airway or procedure for their crossing;

4) the main and reserve airfields of landing;

5) echelon (height) of flight (flight);

6) control centers, their call signs, frequencies, boundaries of acceptance (transfer) of management.

32. In case of request for use of airspace for implementation of flight in operational air traffic less than in two hours prior to the planned departure time the control center of air traffic for ensuring task performance is allowed to issue conditions of use of airspace less than in one hour.

Chapter 4. Coordinating of use of airspace
