About approval of Rules on the organization of search and rescue ensuring flights in the territory of the Republic of Kazakhstan

1. Approve the enclosed Rules on the organization of search and rescue ensuring flights in the territory of the Republic of Kazakhstan.
2. Declare invalid the order of the Government of the Republic of Kazakhstan of January 4, 1996 No. 13 "About the single air search and rescue service (SASRS) of the Republic of Kazakhstan".
3. This resolution becomes effective since January 1, 2012.

1. These rules in the territory of the Republic of Kazakhstan (further - Rules) determine procedure for the organization of search and rescue of the aircrafts (further - AF) which are in distress by the organization of search and rescue ensuring flights or the victims, and also their passengers and members of crews.
2. Provisions of these rules are implemented and provided with distribution of responsibility and organization of events between all state bodies, bodies of servicing of air traffic, air traffic control, search and rescue teams, rescue services of state bodies, operators of AF and the airports which jointly form search and rescue flight service in the territory of the Republic of Kazakhstan. The scheme of search and rescue ensuring flights in the territory of the Republic of Kazakhstan is given in appendix 1 to these rules.
3. In these rules are determined:
1) procedure for the emergency notification, the scheme of the organization of search and rescue of AF, in distress or the victims, and also their passengers and members of crews;
2) requirements to personnel and equipment by the necessary equipment and means of communication of bodies of servicing of air traffic, air traffic control, search and rescue teams, rescue services of state bodies, operators of AF and airports;
3) procedure for development, approval and approval of the plan of carrying out search and rescue transactions (works) (further - PSO (R));
4) distribution of responsibility and organization of events between all state bodies, bodies of servicing of air traffic, air traffic control, search and rescue teams, rescue services of state bodies, operators of AF and the airports on ensuring search and rescue.

4. In these rules the following concepts are used:
1) emergency stage - the general term meaning uncertainty stage, stage of alarm or stage of disaster under different circumstances;
2) emergency - special situation in flight in case of which it is necessary to make emergency landing of AF or the situation which prevention of transition to catastrophic situation is connected with substantial increase of physical and psychological activities on crew and demands from it great professional skills;
3) alarm stage - situation in case of which there is concern for safety of AF and persons which are on its board;
4) disaster stage - the situation which is characterized by availability of reasonable confidence that AF and persons which are on its board are threatened by serious and direct danger or is required the immediate help;
5) uncertainty stage - the condition which is characterized by uncertainty availability concerning safety of AF and persons which are on its board;
6) tack - the line of way of AF from turn before turn;
7) land search and rescue team (further - NPSK) - the team consisting of specially trained personnel and equipped with the equipment intended for carrying out PSO (R);
8) square - the area in borders of the area of search and rescue in the form of rectangle with the equal parties;
9) dangerous goods - products or substances which are capable to cause threat for health, safety, property or the environment and which are specified in the List of dangerous goods "To the technical instruction on safe transportation of dangerous goods by air", ICAO, DOS 9284 AN-905;
10) rescue - transaction for the purpose of rescuing of persons, in distress, rendering to them the first medical or other aid and their delivery to the safe place;
11) rescue paraborne group (further - SPDG) - the group consisting of aviation rescuers of the state aircraft and/or rescuers of the rescue services and forming of authorized body in the field of civil protection prepared for parachute jumps, equipped with the equipment intended for carrying out PSO (R), and being onboard search and rescue AF;
12) the state of registration - the state in which register it is entered by AF;
13) the Coordination center of search and rescue (further - the Coordination center) - the body bearing responsibility for rendering assistance of work of search and rescue service to the effective organization, for coordination of carrying out PSO (R) within areas of search and rescue of the Republic of Kazakhstan;
14) the Shch-code - specification symbol and reducing for communication between crew of AF and dispatchers of bodies of servicing of air traffic (further - Department of Internal Affairs) or managements of air traffic (further - the Department of Internal Affairs), and also between the airports.
15) aviation forces and means of search and rescue - AF with crews and means of rescue and life support, SPDG with rescue property and equipment, and also means of their landing to the place of disaster (parachute systems, rescue containers, parachute platforms) and NPSK;
16) the auxiliary center of search and rescue (further - the Auxiliary center) - the body submitting to the Coordination center, created for amendment of the last;
17) search - transaction (work) coordinated, as a rule, by the Coordination or auxiliary center, in case of which are used the available personnel and means for determination of location of persons, in distress;
18) PSO (R) - complex of the events held for the purpose of search and rescue of the passengers and crews of AF who were injured disaster;
19) search and rescue AF - any AF, the equipped special equipment and special property intended for carrying out PSO (R), and also AF, PSO (R) attracted to carrying out without the special equipment;
20) search and rescue service - implementation of functions of emergency monitoring, communication, coordination, search and rescue, provision of first aid or evacuation for the medical reasons with use of the state and private resources, including the interacting air, ocean and other ships and installations;
21) search and rescue forces and means - the concept including search and rescue AF with their crews, survival equipment and life support, SPDG and NPSK with rescue property, equipment and means of their delivery to the place of disaster, bodies and Items of communication, control and management;
22) control center of the state aircraft - structural division of authorized body in the field of the state aircraft;
23) the area of search and rescue (further - RPS) - zone of certain sizes within which PSO (R), and also watch of search and rescue forces and means are provided;
24) NOTAM - the notice distributed by means of telecommunication and containing information on enforcement, condition or change of any aeronautical equipment, servicing and rules or information on danger, the timely prevention of which is important for the personnel connected with accomplishment of flights;
25) the coordinator on site carrying out PSO (R) - person designated for coordination of PSO (R) in the specific area;
26) the coordinator of PSO (R) - the official who is temporarily appointed for coordination of response measures in connection with real or expected emergency;
27) the coordinator of AF - person or group of persons coordinating participation of several AF in PSO (R) for the purpose of support to the coordinator of PSO (R) and to the coordinator on site of carrying out PSO (R);
28) the KOSPAS-SARSAT system - the international satellite system intended for detection of the emergency beacons transmitting signals at frequency of 406 MHz;
29) on duty search and rescue AF - prepared search and rescue by AF with the crew having professional training on safety of flights and the admission to accomplishment of aviation search and rescue.
5. Search and rescue include:
1) the emergency notification of search and rescue service about AF, in distress or the victims;
2) organization and carrying out PSO (R);
3) management of aviation forces and means of search and rescue.
6. For the purposes of search and rescue by heads of the bodies and organizations which are under authority of authorized bodies in the field of civil and state aviation, authorized body in the field of civil protection to which implementation of search and rescue is assigned search and rescue ensuring flights will be organized.
7. Search and rescue ensuring flights includes:
1) organization of watch of search and rescue forces and means, bodies of Department of Internal Affairs (Department of Internal Affairs);
2) equipment of search and rescue forces and means rescue property and equipment;
3) equipment of AF and aircrew survival equipment and life support.
8. PSO (R) will be organized and carried out for the purpose of rescue of the passengers and crews of AF who are in distress or the victims.
They include:
1) organization of departure (exit) of search and rescue forces on duty and means;
2) management of search and rescue forces and means, organization of their interaction and strengthening;
3) search of AF, injured disaster;
4) extraction from AF of victims and rendering first aid to them;
5) evacuation of people from the place of disaster, including in medical institutions.
9. Search and rescue will be organized in all territory of the Republic of Kazakhstan in which areas of search and rescue are established. Borders of areas of search and rescue match with regions of flight information or regions of responsibility of local control offices or areas or radiuses of actions of search and rescue AF.
10. Search and rescue ensuring flights of aircraft outside the Republic of Kazakhstan is performed based on the corresponding international treaties which participants is the Republic of Kazakhstan.
11. Search and rescue ensuring flights of AF of foreign states in the territory of the Republic of Kazakhstan is performed on an equal basis with AF of the Republic of Kazakhstan according to the Convention on International civil aviation.
12. The common directorship of search and rescue ensuring flights in the territory of the Republic of Kazakhstan is performed by Coordination council.
The coordination council is advisory advisory body and is formed by the joint decision of authorized bodies in the field of civil and state aviation, authorized body in the field of civil protection.
Heads Coordination council - the representative of authorized body in the field of civil aviation.
The officials who are part of Coordination council are coordinators of search and rescue who bear responsibility for creation and ensuring work of search and rescue service and proper coordination of work planning of the specified service.

13. The coordination council performs the following functions:
1) is coordinated by activities of the ministries, departments, operators of AF for the organization of search and rescue in case of aviation incidents, the help to persons, in distress;
2) is organized by interaction with rescue services of different industries of economy of the Republic of Kazakhstan;
3) considers agreements and contracts with search and rescue services of foreign states for carrying out joint PSO (R) and search and evacuation works;
4) pursues single technical policy in case of development, issue of orders and implementation in operation of new technical means of search and rescue and evacuation, and also participates in testing of new samples of the search and rescue equipment and equipment;
5) considers suggestions for improvement of search and rescue ensuring flights of aircraft of the Republic of Kazakhstan;
6) considers programs (rates) of training of crews of search and rescue AF, personnel of SPDG, NPSK;
7) determines borders of areas of search and rescue, areas of the organization of watches of search and rescue AF, forces and means by belonging to the state, civil and experimental aviation.
14. Operational body which provides coordination of actions of services when carrying out PSO (R) is the Coordination center. For increase in efficiency carrying out PSO (R) of the state AF suffering (who was injured disaster), the Auxiliary coordination center of the state aircraft is formed (further - VKTs of the state aircraft).
15. The coordination center is formed based on the supplier of the aeronautical servicing subordinated to authorized body in the field of civil aviation (further - the supplier of ANO), the decision of authorized body in the field of civil aviation and functions constantly on the round-the-clock basis.
VKTs of the state aircraft is formed based on control center by the state aircraft the decision of authorized body in the field of the state aircraft.
16. The coordination center (or VKTs of the state aircraft in coordination with the Coordination center) performs the following functions:
1) accepts information on AF, in distress or the victims in the territory of the Republic of Kazakhstan, and informs on it authorized bodies in spheres of civil and state aviation, civil protection;
2) gives the command for raising of search and rescue AF on duty in case of emergency and checks of their readiness;
3) is developed by initial search plan and rescue of crews and passengers of AF, in distress in the territory of the Republic of Kazakhstan;
4) coordinates works on search and rescue of crews and passengers of AF, the victims who are (in distress) in the territory of the Republic of Kazakhstan, irrespective of the state accessory of AF;
5) accepts through the Items of communication, search and rescue appointed by authorized bodies in spheres of civil aviation and civil protection information on the distress signals received from the international satellite system of search and rescue (further - KOSPAS-SARSAT), and brings it to search and rescue forces on duty in areas of search and rescue;
6) is organized by search and rescue of the crews of AF which were injured disaster during fighting in the territory of the Republic of Kazakhstan;
7) is controlled by watch of search and rescue AF according to the plan of watch in the respective area of search and rescue, and also entering of plans of flights of such aircrafts into the plan of use of airspace according to Item 100 of the Rules of use of airspace of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of May 12, 2011 No. 506 (further - Rules of use of airspace);
8) informs authorized bodies in spheres of civil and state aviation, civil protection on means on duty on their request;
9) will be organized by cooperation with the coordination centers of the border states for the purpose of establishment and maintenance of necessary bonds on permanent basis.
17. The coordination center has:
1) the trained aviation personnel with knowledge of the English used in radiotelephone communication;
2) round-the-clock operating mode;
3) the cards relating to the area of search and rescue;
