About physical culture and sport

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) the Special Olympic Games - the international winter and summer competitions held among athletes from among disabled people and persons mentally challenged;

2) amateur sport - the multilateral grass-roots sports movement in general system of physical training of citizens giving the chance to enhance the sports skill and to achieve the highest results in different types of sport;

3) the head coach - the trainer who is responsible for management, preparation, forming and performance of the national team of team of the Republic of Kazakhstan by the form of sport in the World Cups, the Asian and Olympic Games and other international competitions;

4) mass sport - the part of physical culture representing the grass-roots sports movement promoting development of physical culture among the population for the purpose of attraction to occupations by physical exercises and identifications of talented athletes in different types of sport;

5) calendar of sports and mass actions - the official document regulating planning and carrying out educational and training work of the sports organizations for calendar year;

6) medical and sports dispensary - the medical organization intended for medical support, medical control, medical physical culture and rehabilitation of persons playing physical culture and sport;

7) physical training - the pedagogical process directed to forming healthy, physically and spiritually committed, morally firm younger generation, strengthening of health, increase in working capacity, creative longevity and prolongation of human life;

8) means of physical training - physical exercises, improving forces of nature and hygiene factors;

9) physical culture - integral part of culture, the area of social activities representing set of the cultural and material values created and used by society for the purpose of physical development of the person, strengthening of his health, promoting harmonious development of the personality;

10) sports (sports) movement - the form of social movement promoting increase in level of physical culture of the population, purposeful activities of physical persons and legal entities for development of physical culture and sport;

10-1) methodologist on physical culture and sport (further - the methodologist) - the physical person performing methodical providing and management of educational and training process, holding sports and improving and sporting events in the sports organizations and the organizations in which sports and improving and sports activities are performed;

11) authorized body on physical culture and the sportutsentralny executive body performing state regulation in the field of physical culture and sport;

12) system of physical culture and sport - set of the public institutions and other legal entities performing activities for the purpose of physical training of the population and development of sport;

13) accreditation in the field of physical culture and sportaofitsialny recognition by authorized body on physical culture and sport of competences of republican public association by the form of sport to represent the Republic of Kazakhstan in relevant international organizations;

14) sports and improving, sports and sports and technical constructions - the objects intended for occupations of citizens by physical exercises, sport and holding sporting spectacular events;

15) sports society (sports club) component of the sports organization which activities are directed to improvement of citizens' health by means of physical culture and sport;

16) the sports organization - the legal entity performing activities in the field of physical culture and sport;

17) the trainer - the physical person having professional education and performing training of the athlete during educational and training process and management of its competitive activities for achievement of sports results;

18) the high-class athlete - the athlete who is the member of the national team of team of the Republic of Kazakhstan, having sports rank and competing at sports competitions for the purpose of achievement of high sports results;

19) elite sport - the area of sport providing achievement of high sports results, establishment of records;

20) professional sport - the sports business activity providing cost efficiency and high information and entertaining value of sporting spectacular events;

21) complex scientific group - the group of qualified specialists created for carrying out scientific and methodical and medicobiological researches, determination of functional condition and technological level of training of the athlete;

22) the state trainer - the trainer who is responsible for the common directorship and development of sport in the Republic of Kazakhstan;

22-1) instructor-athlete - the athlete performing sports activities on work payment terms according to the labor law of the Republic of Kazakhstan;

23) educational and training base - the sports construction intended for ensuring uchebnotrenirovochny process of national teams in complex with food and accommodation;
