About ensuring activities of state-financed organizations

For the purpose of enhancement of legal regulation of financial and economic activities of state-financed organizations *, increases in efficiency of use of budgetary funds:

1. Determine that activities of state-financed organizations are provided with specially created public institutions (further, unless otherwise specified, - the centers).

The centers are created by executive committees of regional and basic territorial levels (further, unless otherwise specified, - executive committees) for ensuring activities of the following categories of state-financed organizations:

organizations (organizations) of education, culture, physical culture and sport, social servicing;

territorial (city and district) archives of executive committees;

executive committees of primary territorial level.

Heads of executive committees bear responsibility for the organization of activities of the centers.

The centers are created by decisions of executive committees and submit to the chairman of executive committee or the vice-chairman of executive committee authorized by it, except for the centers created for ensuring activities of the state-financed organizations subordinated to the relevant administration of the district of Minsk which submit to the head of administration of the district of Minsk or the deputy head of administration of the district of Minsk authorized by it.

The centers carry out obligations of state-financed organizations on types of activity according to appendix and bear the responsibility including established by legal acts for state-financed organizations and their officials within the obligations assigned to them according to this Decree, the functions transferred documents, property and property rights.

Executive committees of regional territorial level are developed and approve order of interaction of the centers and state-financed organizations serviced by the centers.
