About approval of Safety rules of works in case of operation of road transportation of the mining companies

In pursuance of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 I order to N267 "About Review and Development of Regulating Documents on Labor Protection":

1. Approve "Safety rules of works in case of operation of road transportation of the mining companies" according to appendix.

2. Enact these "Rules"... after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. I reserve control of the course of accomplishment of this order.

Safety rules of works in case of operation of road transportation of the mining companies

These rules according to the laws of the Republic of Uzbekistan "About labor protection", "About conservation" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 of N267 "About Review and Development of Regulating Documents on Labor Protection" establish procedure for safety of works in case of operation of road transportation of the mining companies.

Chapter I. Basic provisions

§ 1. Terms and determinations

1. In these rules the following main terms and determinations are used:

§ 2. General requirements of safety

2. According to provisions of the Law of the Republic of Uzbekistan "About labor protection", at the companies with number working 50 services (positions are entered) on labor protection from among the persons having special preparation, and numbering 50 and more vehicles are also more created, besides, services (positions are entered) on traffic safety are created.

3. At the companies with smaller number working and the number of vehicles accomplishment of functions of service on labor protection is assigned to one of heads.

4. Security services of work and traffic safety work by the provisions approved with trade-union committee and according to the status are equated to the main services of the company and submit to his head.

5. Industrial safety rules in case of operation of technological motor transport on open mining operations regulate:

a) fundamental obligations of the employees of the motor transportation company servicing pits of open-cast mountain minings;

b) requirements to railway vehicles of technological motor transport and basic provisions about its content (servicing, repair, storage);

c) the instructions concerning technical aspect of use of railway vehicles in case of accomplishment of technological transportations;

d) requirements to highways of pits;

e) requirements for labor protection, safe engineering, traffic safety and fire safety in case of operation of railway vehicles.

6. These rules are obligatory for all officials of the motor transportation and mountain companies of the Republic of Uzbekistan performing operation of technological road transport and development of mountain fields by open method.

7. Control of observance and accomplishment of these rules is assigned to the employer (specialists of security services of work and traffic safety) and the trade-union organizations according to the procedure, established by the legislation of the Republic of Uzbekistan. Schemes of operating and departmental control behind observance of Rules and conditions of labor protection are established in the appendices NN1 and 2 to these rules.

8. The administration of the company, the owner, or the governing body authorized by it provides at the company fulfillment of requirements of standards, rules and regulations on labor protection, and also the obligations provided by the collective agreement.

9. Each company allocates for labor protection necessary funds in the amount of, determined by the collective agreement. Employees of the company do not incur any additional expenses on these purposes.

10. The company has the right to create centralized funds for labor protection by profit (income) from their economic, business, foreign economic and other activities, and also other sources.

11. Funds for labor protection cannot be used on other purposes.

12. Employees of the companies are subject to compulsory insurance from accidents and occupational diseases according to the procedure and on the conditions established by the legislation of the Republic of Uzbekistan.

13. The organization of security service of work at the company shall be performed according to the provision developed according to "Standard Regulations on the organization of works on labor protection" (рег. N273 of 14.08.96).

§ 3. Training, examination and instructing of workers

14. All employees of the companies connected with the organization and work it is direct on production, can be allowed to independent work only after passing of instructing, training and examination on safe engineering.

15. The administration of the company shall provide timely and high-quality briefing and training working to safe acceptances and methods of work on adopted agenda.

16. Instructing and training are carried out on the basis of general and industry rules and safety rules and production sanitation taking into account specific conditions of work.

17. Instructing are subdivided into the following types:

a) induction in case of revenues to work;

b) primary instructing on workplace;

c) repeated instructing on workplace;

d) additional (extraordinary) instructing.

18. The induction is held by the safety engineer (further - TB) according to the approved instructions for all workers arriving on the company, engineering employees, employees, probationers and pupils.

19. Instructing shall be performed in the safe engineering office (further - TB) equipped with visual aids.

20. When holding induction following provisions shall be explained to workers:

a) regulations at the company;

b) rules of conduct in the territory, in production and household rooms;

c) value of warning labels, posters and alarm system;

d) features of operating conditions of the respective site and measure for accident prevention;
