About the principles of monitoring, the reporting and verification of emissions of greenhouse gases

This Law determines legal and organizational basis of monitoring, the reporting and verification of emissions of greenhouse gases and is directed to accomplishment of obligations of Ukraine according to international treaties which consent to be bound is provided by the Verkhovna Rada of Ukraine, in particular, to the Agreement on association between Ukraine, on the one hand, and the European Union, European Atomic Energy Community and their state members, on the other hand, and also on fulfillment of requirements of the Framework convention of the United Nations on climate change and the Parisian agreement.

Article 1. Determinations of the main terms

1. In this Law terms are used in such value:

1) the verifier - the legal entity accredited according to the Law of Ukraine "About accreditation of conformity assessment bodies" who carries out verification;

2) the verification report - the report which is issued by the verifier to the operator by results of verification and contains one of the following conclusions of the verifier: by results of check the report of operator is acknowledged satisfactory or by results of verification the report of operator is recognized as unsatisfactory;

3) verification - activities of the verifier which consist in verification of the report of operator on preparation and issue by the verifier by results of such verification of the verification report according to this Law;

4) type of activity - activities which emissions of greenhouse gases from implementation are subject to monitoring, the reporting and verification and which are included into the list of types of activity approved by the Cabinet of Ministers of Ukraine;

5) emissions of greenhouse gases - receipt in atmospheric air of the greenhouse gases determined concerning certain type of activity from sources of emissions of greenhouse gases on installation;

6) internal verification documentation - all internal documentation prepared, constituted and received by the verifier for fixing of documentary data and reasons for the activities connected with verification;
