About pilot project on approbation of normative financing of organizations of education

For the purpose of enhancement of budget financing in the field of education the Council of Ministers of the Republic of Belarus DECIDES:

1. Realize during 2020 pilot project on approbation of normative financing of the organizations of professional, secondary vocational education financed by means of the regional budget of the Mogilev region and which are under supervision of head department by training of the Mogilev regional executive committee (further - pilot project).

2. Determine that:

2.1. the amount of the budgetary funds provided on realization of pilot project is calculated proceeding from the basic standard rate of fiscal capacity of expenses on training and education of one student (further - the basic standard rate), the adjusting factors applied to the basic standard rate and indicators of number of the students on all organizations of education determined by the Mogilev regional executive committee for 2020;

2.2. also budgetary funds are allocated for ensuring functioning of organizations of education and implementation of measures for social protection of students along with the budgetary funds calculated according to subitem 2.1 of this Item on:

content of property of organizations of education (acquisition of the equipment and other fixed assets, capital and running repair of buildings and rooms, payment of utilities) proceeding from the reasonable need for expenses;

the guaranteed and address ensuring realization of the measures for social protection of students established by the legislation within the means of the regional budget of the Mogilev region provided on expenses on professional, secondary vocational education;
