About measures for the organization of activities of the agency of management efficiency in case of the President of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of October 3, 2019 No. UP-5843 "About Measures for Cardinal Enhancement of Personnel Policy and System of the Public Civil Service in the Republic of Uzbekistan", and also for the purpose of implementation of modern methods of personnel administration in state bodies and the organizations of the republic according to the advanced international standards:
1. Approve:
organizational structure of the Agency of management efficiency in case of the President of the Republic of Uzbekistan according to appendix No. 1;
Regulations on the Agency of management efficiency in case of the President of the Republic of Uzbekistan according to appendix No. 4.
2. Grant the right to the director of the Agency of management efficiency in case of the President of the Republic of Uzbekistan (further - the Agency):
approve and make changes to structure of central office of the Agency and branches within the established extreme number of workers and the salary fund;
involve qualified and highly qualified specialists, including the compatriots living abroad, on executive positions and as consultants in the Agency within accomplishment of the tasks assigned to the Agency;
establish for employees of the Agency of the allowance and other stimulating payments to official pay rates (tariff charges) by fund of support of development of public service (under the Agency (further - Fund)
.3. Determine sources of financing of activities of the Agency:
means of the Government budget of the Republic of Uzbekistan;
fund;
means of technical assistance and grants of foreign (international) financial institutions and other foreign donors;
other sources which are not prohibited by the legislation.
4. Determine that:
the director of the Agency has three deputies, including one first, appointed to position and dismissed by the head of Administration of the President of the Republic of Uzbekistan;
the director of the Agency of the status, work payment terms, medical and transport attendance is equated to the first deputy head of the department of Administration of the President of the Republic of Uzbekistan, his deputies to the deputy chief of Department of Administration of the President of the Republic of Uzbekistan;
the conditions of material stimulation and compensation, medical attendance determined for employees of Administration of the President of the Republic of Uzbekistan extend to employees of the Agency
.6. In two-month time to provide to the adviser to the President of the Republic of Uzbekistan Sh. D. Kudbiyev completion ARGOS by the highly qualified specialists having the professional knowledge and practical skills necessary for accomplishment of the tasks assigned to them.
7. Confer to the Agency powers:
carry out studying of unconditional execution of acts of the legislation on the public civil service, including observance of the rights and legitimate interests of the government civil servants with attraction in need of employees of law enforcement and monitoring bodies;
introduce in accordance with the established procedure in state bodies and the organizations instructions, obligatory for consideration, on enhancement of work in the field of the public civil service;
to announce in writing to officials of state bodies and organizations of caution inadmissibility of violation of the law about the public civil service, the rights and legitimate interests of the government civil servants;
bring to heads of state bodies and organizations ideas of elimination, obligatory for consideration, of the revealed violations of the law of the public civil service, the reasons and conditions promoting them;
request and receive from state bodies and the organizations statistical, analytical materials, the conclusions and other information on the questions entering its competence;
participate in meetings, meetings, boards of the state bodies and the organizations connected with consideration of questions of the public civil service;
attract in need of heads and specialists of state bodies, non-state non-profit organizations, the leading design institutes, scientific institutions and other organizations, and also the international organizations, the foreign companies, to create working groups for implementation of the tasks assigned to it;
bring in Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the offer on suspension or cancellation of acts of state bodies, including public authorities on the places contradicting the legislation in the field of the public civil service;represent the interests of the Republic of Uzbekistan at the international level on the questions entering its competence, according to the procedure, established by acts of the legislation;
