About measures for realization "The Sendai framework programme on disaster risk reduction for 2015-2030" in the Republic of Uzbekistan

For the purpose of implementation of "The Sendai framework programme on disaster risk reduction for 2015 - 2030" in the Republic of Uzbekistan the Cabinet of Ministers decides:

1. Approve:

The strategy of goal achievement "The Sendai framework programme on disaster risk reduction for 2015 - 2030" in the Republic of Uzbekistan (further - Strategy) according to appendix No. 1;

The national plan of action for goal achievement strategy implementation "The Sendai framework programme on disaster risk reduction for 2015 - 2030" in the Republic of Uzbekistan for 2019 - 2030 (further - the Action plan) according to appendix No. 2.

2. Determine the main objectives of Strategy:

enhancement of normative and legal and methodical base in the field of disaster risk reduction and increase in efficiency of protection of the population and the territories from emergency situations;

development and deployment of advanced technologies and technical means for liquidation of emergency situations;

creation and development of systems of forecasting and monitoring of emergency situations;

the organization, development and maintenance in permanent readiness of management systems, notifications and bonds;

creation and development of life support system of the population which was affected by emergency situations;

enhancement of system of training of specialists of key element and population to actions in emergency situations.

3. Establish the personal responsibility of heads of state bodies, executive bodies on places for strict and proper realization by the approved this resolution of Strategy and the Action plan.

4. Determine the executive body providing realization with the approved this resolution of Strategy and the Action plan, the Ministry of Emergency Situations of the Republic of Uzbekistan.

5. To impose control of execution of this resolution on the First Deputy Prime Minister - the Minister of Transport of the Republic of Uzbekistan A. Zh. Ramatov and the acting minister on emergency situations of the Republic of Uzbekistan T. A. Hudaybergenov.

Chapter 1. General provisions

1. Climatic and geological and geographical features of the territory of the Republic of Uzbekistan, and also infrastructure of industries of economy cause risks of emergence of wide range of emergency situations.

2. In the Republic of Uzbekistan there are following risks of emergence of emergency situations of technogenic, natural and ecological nature:

insufficient seismic stability of the most part of buildings and constructions;

placement of number of farms of certain settlements in geologically and gidrometeorologichesk dangerous areas;

availability of distribution terms of especially dangerous infections;

arrangement of considerable part of water storage basins in seismodanger areas;

universal functioning of hazardous production facilities;

branched transport infrastructure, energy and utility systems;

availability of zones of emergency ecological situation, and also ecological disaster.

3. Scientific research confirms tendency of possible increase in the closest decade of risk of emergence of local, local, republican and cross-border emergency situations of natural and technogenic nature.

Premises of emergence of emergency situations of natural and technogenic nature will be determined caused by climate change by the extreme phenomena, and also real possibility of industries and regions to provide steady functioning of objects in extreme conditions.

4. Increase in risk of emergence of emergency situations and vulnerability of the population can be promoted:

increase of threats of emergency situations of cross-border nature;

increase in scales of ecological pollution;

low level of scope of the population in system of preparation for actions in emergency situations;

weak development of the warning system and informing the population in case of emergency situations;

aging and high wearing of processing equipment of industrial facilities, engineering and communication infrastructure;

sharp increase in migratory processes and growth of spread of especially dangerous and quarantine diseases;

intensive urbanization, non-compliance with regulations and rules of town planning in case of construction of housing estates and industrial facilities;

irrational use of water resources;

insufficient development of transportation networks and logistics.

5. The national system of protection of the population and the territories from emergency situations is based on functioning of the State system of the prevention and actions in emergency situations (further - GSChS) with its coordinating body the Ministry of Emergency Situations of the Republic of Uzbekistan.

6. Based on relevant decisions of the President and the Government of the Republic of Uzbekistan in the country the Program of complex measures for further enhancement of system of the prevention and liquidation of emergency situations consistently is implemented.
