About approval of the aviation rules "Search and Rescue Ensuring Flights in Civil Aviation of the Republic of Belarus"

Based on the paragraph of the ninth of article 6 of the Air code of the Republic of Belarus the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Approve the aviation rules "Search and Rescue Ensuring Flights in Civil Aviation of the Republic of Belarus" (are applied).

2. This resolution becomes effective after its official publication.

Aviation rules "Search and Rescue Ensuring Flights in Civil Aviation of the Republic of Belarus"

Chapter 1. General provisions

§ 1. Terms, determinations and symbols *

1.1.1. These aviation rules "Search and Rescue Ensuring Flights in Civil Aviation of the Republic of Belarus" regulate general procedure for the organization of search and rescue of passengers and crews of the aircrafts which are in distress or injured in regions of responsibility of operators of airfields and airports of civil aviation.

1.1.2. These aviation rules extend to all users of airspace and operators of the airfields and the airports of civil aviation performing the organization of search and rescue ensuring flights.

1.1.3. These aviation rules to the owner (operator) of airfield and airport of civil aviation assign obligation on the organization search and wrecking.

1.1.4. For the purposes of these aviation rules the terms established in the Air code of the Republic of Belarus and also the following terms with the corresponding determinations are applied:

the emergency environment - the situation which is characterized by concern availability concerning safety of the aircraft and persons which are on its board or is reasonable confidence that the aircraft and persons which are on its board are threatened by serious and direct danger or the immediate help is required;

emergency stage - the general term meaning uncertainty stage, stage of alarm or stage of disaster under different circumstances;

the emergency notification - the services provided for the notification of the relevant organizations on the aircrafts needing the help of search and rescue services, and rendering necessary assistance to such organizations;

emergency provision - condition in case of which possibility of aviation personnel, and also reserves of operability of the aircraft equipment can be insufficient for prevention of aviation event;

the emergency - situation in case of which opportunities and qualification of crew of the aircraft and personnel of control centers air traffic, and also reserves of operability of the aircraft equipment can be insufficient for prevention of aviation incident and loss (damage) of the aircraft is the most probable result of flight;

aviation incident - the event connected with flight operation of the aircraft which led to death or serious injuries of any person (persons), essential damage or loss of this aircraft;

aviation incident - the event connected with use of the aircraft which took place since the moment when any person entered aboard with intention to make flight to the moment when all persons which are onboard for the purpose of flight left the aircraft and caused by variations from normal functioning of the aircraft which could create or created threat of integrity of the aircraft and (or) life of persons which are on its board, able to exert impact on safety of flight, but did not end with aviation incident;

aviation search and rescue - component of aeronautical servicing which purpose is rendering the timely help to passengers and crews of aircrafts in case of emergencies;

emergency landing on water - emergency landing of the aircraft on water;

wrecking - system of the measures directed to timely assistance to the victims disaster;

disaster - condition in case of which the aircraft and persons which are on its board are threatened by serious and direct danger or is required the immediate help;

the auxiliary center of search and rescue (RSC) - the body submitting to the coordination center of search and rescue, created for amendment of the last according to specific orders of the relevant authorities;

emergency landing - landing of the aircraft in airfield or out of airfield for the reasons which are not allowing to execute under the terms of safety further flight according to flight plan;

the leading legal entity of the airport - the aviation organization which is carrying out main types of ensuring flights at the airport (in airfield), performing the organization of interaction of all services and the organizations for ensuring flights in this airfield, and having the certificate of conformity of the airport;

the state of registration - the state in which register the aircraft is entered;

the commander of the aircraft - the pilot appointed the operator or, in case of aircraft of general purpose, the owner of the aircraft to carry out obligations of the commander and to be responsible for safe accomplishment of flight;

the coordination center of search and rescue (RCC) - the body bearing responsibility for rendering assistance of work of search and rescue service to the effective organization and for coordination of carrying out search and rescue transactions within the area of search and rescue;

land search and rescue group (team) - the division of the operator of airfield or the airport staffed by the prepared personnel and equipped with the mobile machinery and equipment for operational carrying out search and rescue transactions;

search and wrecking (search and rescue transactions) - the actions performed for the purpose of the organization of search and rescue which are in distress or the victims of aircrafts, their passengers and crews;

search - the transaction coordinated, as a rule, by the coordination or auxiliary center of search and rescue, in case of which are used the available personnel and means for determination of location of persons, in distress;

the search and rescue aircraft - the aircraft equipped with the special equipment suitable for effective carrying out search and rescue transactions;

search and rescue forces and means - aircrafts with crews and survival equipment and life support, rescue paraborne groups, rescue crews, land search and rescue groups, with rescue property, equipment and means of their delivery to the place of disaster, bodies and Items of communication, control and management;

orientation loss - situation in case of which the crew of the aircraft does not know and cannot determine location with the accuracy necessary for continuation of further flight for the purpose of accomplishment of flight task;

post of the emergency notification - the division of the operator of airfield or the airport performing functions of the intermediary between person transferring the message on emergency and the coordination or auxiliary center of search and rescue;

the area search and wrecking (SRR) - the site terrestrial and (or) surface of the water and airspace over it in which borders also wrecking are carried out search;

the region of responsibility of the operator of airfield or airport for carrying out search and wrecking - the site of the land surface in radius of 8 (eight) kilometers from control point of airfield and airspace over it within which the operator of airfield and airport bears responsibility for carrying out search and wrecking;

services of search and rescue - division of the operator of airfield or the airport the performing functions of emergency monitoring, communication, coordination, search and rescue, provision of first aid or evacuation for the medical reasons with use of the state and private resources, including the interacting air, ocean and other ships and installations;

rescue - organizational action (transaction), which purpose is rescue of persons, in distress, rendering the first medical or other aid to them and their delivery to the safe place;

the disaster stage - the situation which is characterized by availability of reasonable confidence that the aircraft and persons which are on its board are threatened by serious and direct danger or is required the immediate help;

uncertainty stage - the condition which is characterized by uncertainty availability concerning safety of the aircraft and persons which are on its board;

alarm stage - situation in case of which there is concern for safety of the aircraft and persons which are on its board;

KOSPAS system - CAPCAT - the international satellite system of search and rescue intended for the operational notification about disaster and determinations of geographical coordinates of the place of disaster (by detection of the emergency beacons transmitting signals at frequency of 406 MHz);

emergency situation - the situation which developed as a result of accident, catastrophic crash, natural or other disaster which entailed or can entail the human victims, harm to human health or the environment, significant material damage and violation of conditions of life activity of people;

the operator - person or the aviation organization which is engaged in operation of aircrafts, airfields and airports or offering the services in this area.

ANV - the act of illegal intervention;

AP - aviation incident;

Automated workplace - emergency radio beacon;

ASK - rescue crew;

ASR - wrecking;

ASS - the rescue station;

ATB - aerotechnical base;

AFTN - network of the aviation fixed telecommunication;

VP - airspace;

AF - the aircraft;

HECTARE - civil aviation;

DPA - control office of airfield;

IAO - engineering and aviation providing;

IVP - use of airspace;

ICAO - Hectare international organization;

KVS - the commander of the aircraft;

ESTO - electrolighting providing;

ELT - Emergency Locator Transmitter; aviation emergency radio buoy;

RCC - Rescue Co-ordination Centre; coordination center of search and rescue;

MAYDAY - The international radiotelephone distress signal repeated three times;

PAN-PAN - The international radiotelephone signal of emergency situation, in case of triple repetition means condition of uncertainty or alarm then nature of emergency situation is specified;

NOTAM - the notice on changes in documents of aeronautical information containing important information for crews of AF in case of flight accomplishment;

SAR - search and rescue; search and rescue;

SOS - The international radiotelephone distress signal in radiotelegraphic communication (with use of the Morse alphabet);

SRR - search and rescue region; area of search and rescue.

§ 2. Organization of search and rescue ensuring flights of civil aviation

1.2.1. Services of search and rescue.

1.2.1.1. Search and emergency and saving ensuring flights of civil aviation is complex of the actions directed to the organization and accomplishment of immediate and effective works on search and rescue of passengers and crews of the aircrafts which are in distress or the victims, to assistance to victims and their evacuation from the scene.

1.2.1.2. PASOP of HECTARE includes:

organization of services of search and rescue;

planning of actions for search and rescue;

organization of watch for search and rescue;

the organization of the emergency notification and information transfer about disaster;

organization of fire-proof ensuring flights;

the organization of carrying out PIASR for rescue of passengers, the crews of AF which were injured disaster;

the organization of training and special training of specialists of services of search and rescue, and also the officials involved in carrying out PIASR;

the organization of special training of crews of AF for actions in emergency to situation and survival of crews and passengers in case of AP;

equipment of AF onboard rescue means;

equipment land search and rescue crews modern means of search and rescue, necessary property and equipment.

1.2.1.3. PASOP of HECTARE provides assistance of AF, in distress or to the victim irrespective of its state accessory and circumstances of aviation event.

1.2.1.4. PASOP of HECTARE provides the organization and carrying out PIASR for the purpose of rescue of the passengers and crews of AF who are in distress or the victims which include:

organization of exit of persons on duty of PIASSS;

management of PIASSS, organization of their interaction;

search of AF, injured disaster;

fire extinguishing on AF;

extraction from AF of victims and rendering first aid of the Party of Social Reforms by it;

delivery of health care by the calculation of division performing MO;

evacuation of people from the place of disaster, including in medical institutions.

1.2.1.5. In cases when AP occurred in the territory or around responsibility of the operator of airfield and the airport, and there is no need for search of AF and the people who were injured disaster, ASR are carried out.

They include:

rescue of passengers and crew of AF who was injured disaster;

delivery of health care by the victim and their evacuation in medical institutions;

fire extinguishing on AF.

1.2.1.6. PASOP of HECTARE provides the organization of services of search and rescue, for assistance to persons, in distress.

Such services are provided on the round-the-clock basis.

1.2.1.7. Basic elements of services of search and rescue include: requirements of regulatory legal acts, technical regulatory legal acts regulating activities of data of services, responsible authority of public administration, force and means for implementation of search and rescue transactions including means of communication and qualified personnel for implementation of coordination and accomplishment of operational functions.

1.2.1.8. Services of search and rescue determine servicing provision enhancement processes, including aspects of planning, national and international mechanisms of cooperation and training.

1.2.1.9. Enter into structure of services of search and rescue of HECTARE:

KTsPS of HECTARE which is structural division of the state company "Belaeronavigation";

SPASOP of the aviation organizations in airfields created by the leading legal entity of the airport or the operator of airfield.

1.2.1.10. SPASOP is structural division of the aviation organization.

Management of SPASOP is performed by the chief of service to whom in questions PASOP heads of structural divisions of the aviation organization whose divisions are part of ASK functionally submit.

ASK will be organized on the basis of regular rescue and fire fighting calculations and emergency rescue calculations.

Emergency rescue calculations are created of employees of services and sites of the aviation organization, and the interacting organizations which are based at the airport.

When carrying out search of AF who is in distress or the victim, NPSG is created of structure of ASK.

The normative number of workers of SPASOP is established according to appendix 1.

SPASOP functions according to regulations of work of the airport (airfield).

The main objectives and the SPASOP functions are determined according to appendix 2.

1.2.1.11. Interaction of services of search and rescue is performed according to appendix 10.

1.2.1.12. Medical support of PIASR in the territory of the Republic of Belarus is performed according to the aviation rules "Procedure for Medical Support of Flights of Civil Aircrafts" approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of January 24, 2019 No. 5/10 (further - medical providing AP).

The procedure for medical support of PIASR is established by specially authorized body in the field of health care.

1.2.1.13. The aircrafts registered in the State register of aircrafts of the Republic of Belarus shall be equipped with the emergency radio beacons (the automated workplace, ELT) working at the same time at MHz 121,5 frequencies (243 MHz) and 406 MHz, registered and programmed with country code - 206 (Republic of Belarus).

1.2.1.14. Weeds AF it is considered secure in the search and rescue relation if AF it is equipped with automated workplace (ELT) and rescue means, and its crew is trained in their use.

1.2.1.15. Search and rescue of the passengers and crews of AF who are in distress or the victims, are non-paid.

1.2.2. Areas of search and rescue. *

* The area of search and rescue is created for providing adequate communications infrastructure, effective routes of the emergency notification and proper operational coordination for effective support of services of search and rescue. Border of the area of search and rescue are determined by technical and operational capabilities of carrying out rescue transactions and do not match with borders between the states.

1.2.2.1. The national aviation administration of the Republic of Belarus establishes borders of the area of search and rescue within which PASOP is performed by HECTARE.

The territory of the area of search and rescue does not block the neighboring areas of the adjacent states.

1.2.2.2. The region of responsibility of SPASOP is the region of responsibility of the operator of airfield for carrying out PIASR.

1.2.2.3. The border of the area of search and rescue matches with RPI border.

1.2.2.4. The heads and officials of the aviation organizations performing PIASR (or management of them) shall take all necessary relief measures to passengers and crews of AF, in distress or the victims within their territory or the region of responsibility.

1.2.2.5. Responsibility for permanent readiness of PIASSS and timely work on search and rescue within the territories and regions of responsibility is assigned to heads of the aviation organizations to whom these territories or areas are assigned.

1.2.3. Coordination centers of search and rescue.

1.2.3.1. ПиАСР will be organized and carried out in cases of approach of the corresponding stage of emergency environment.

1.2.3.2. The management PASOP of HECTARE of the Republic of Belarus and the organization of interaction when carrying out PIASR is assigned to the head of National aviation administration of the Republic of Belarus.

1.2.3.3. The management of carrying out PIASR in areas of civil airfields, the organization of interaction with PIASSS of others to the HORN, the companies and the organizations on places is assigned to operational staff of the aviation organizations.

Before arrival OSH of the aviation organization of PIASR will organize the responsible person of the aviation organization for carrying out PIASR in airfield (the head of ASR or the coordinator on site of carrying out transaction).

1.2.3.4. The management of carrying out PIASR out of regions of responsibility of SPASOP of civil airfields, is performed by the state aviation search and rescue organization.

When carrying out PIASR interaction with the state aviation search and rescue organization, and other search and rescue forces and means to the HORN performs KTsPS of HECTARE.

1.2.3.5. ПиАСР are performed in close interaction with forces and means to the HORN.

Extent of participation and obligation of the interacting forces and means to the HORN are reflected in the corresponding plans and instructions for interaction.

The organization of interaction is assigned to heads of the aviation organizations.

1.2.3.6. Coordination of actions of PIASSS of the HECTARES aviation organizations with rescue services HORNS and other organizations when carrying out PIASR is performed by KTsPS of HECTARE.

1.2.3.7. KTsPS of HECTARE is the HECTARE authorized body bearing responsibility for the organization and implementation of the emergency notification of the relevant services HORNS and other organizations about AF which are in distress or the victims and also about other emergencies connected with AF and rendering necessary assistance to these services and organizations when carrying out PIASR.

The region of responsibility of KTsPS of HECTARE for the emergency notification and coordination of forces and the funds of HECTARE raised to carrying out PIASR is the Minsk RPI.

KTsPS of HECTARE is single contact point in the territory of the Republic of Belarus on acceptance of distress signals of the KOSPAS system - CAPCAT.

KTsPS of HECTARE is headed by the chief of the Coordination center of search and rescue.

Standard rates of number of workers of KTsPS of HECTARE are given in appendix 3.

KTsPS of HECTARE functions in the mode of the round-the-clock watch. The main objectives and the HECTARES KTsPS functions are given in appendix 4.

KTsPS of HECTARE is staffed by the trained personnel with working knowledge of English, in the amount providing high-quality accomplishment of the job responsibilities.

1.2.4. Means of communication of services of search and rescue.

1.2.4.1. KTsPS of HECTARE shall have easily available latest information including the following data on its area of search and rescue at any time:

ASK, NPSG, centers of search and rescue and posts of the emergency notification;

bodies of Department of Internal Affairs;

means of communication which can be used during PIASR;

cable addresses and phone numbers of all operators or their official representatives dealing with operation issues in the area;

any other public and private resources, including medical care and vehicles which can be useful in case of PIASR.

1.2.4.2. KTsPS of HECTARE has in easily accessible type all other information which would be useful from the point of view of search and rescue transactions, including the data concerning:

arrangements, call signs, working hours and frequencies of all radio stations which can be used for support of search and rescue transactions;

arrangement and working hours of the services performing watch on radio channels, and the listened frequencies;

places where inventories of the rescue equipment dumped from AF are stored;

objects concerning which it is known that they can be mistakenly accepted for fragments of undetected or unknown AF, especially in case of observation from air.

1.2.4.3. In airfield and at the airport there shall be SKP for management and coordination of PIASR.

SKP shall be equipped:

telephone communication from telephone exchange of the airport with exit to city telephone network;

direct telephone or radio communication with relevant organs and divisions of the Ministry of Emergency Situations;

communication with services and objects of airfield;

direct link with ASS of airfield;

radio communication with PAS;

radio communication with PKP.

1.2.4.4. In airfield and at the airport the stationary KDP for management and coordination of wrecking equipped according to Item 29 of specific requirements for ensuring fire safety for the objects of civil and state aviation approved by the resolution of Council of Ministers of the Republic of Belarus of November 20, 2019 No. 781 shall be created.

Targeting of NPSG is performed on the channel specified by the head of NPSG, and direct exit of NPSG on injured disaster is performed on MHz 121,5 channel.

For providing single communication channel between AF and between AF and the land services participating in PIASR it is necessary to use whenever possible the MHz 123,1 frequency, transition to which is made after establishment of communication at MHz 121,5 frequency.

1.2.5. Search and rescue teams.

1.2.5.1. For accomplishment of PIASR in each airfield and at each airport ASK is created.

1.2.5.2. ASK consists of regular and emergency forming.

Regular rescue and fire fighting divisions (Party of Social Reforms) are created of structure of forces and means of SPASOP and/or fire-proof forming (PPP).

Emergency rescue divisions are created of employees of services of the airport, and other organizations providing productive activity of the airport.

The main emergency rescue divisions are created of employees of the divisions of the airport (airfield) performing the following types of providing: MO, IAO, SO, joint-stock company, RTO, ESTO, ST, AB.

1.2.5.3. Standard rates of number of ASK of the airport (airfield) are established according to appendix 5.

1.2.5.4. Seniors of divisions and staff of ASK are determined by heads of the relevant structural divisions of airfield and airport, and are allowed to carrying out PIASR by the annual order of the head of the aviation organization.

1.2.5.5. In these rules of the name of emergency rescue divisions of ASK has advisory nature, and if necessary can change taking into account names of the divisions performing types of airport activities specified in Item 1.2.5.2.

1.2.5.6. The Party of Social Reforms is completed with rescuers-firefighters from structure of SPASOP (PPP) and is intended for:

rescue of passengers and crew members in case of AP and suppressions of the fires which arose at the same time;

ensuring fire safety in case of evacuation of AF;

implementation as a part of NPSG of land search of AF who was injured disaster and carrying out wrecking;

rescue of people and suppression of the fires on land objects of the airport, fire-proof providing;

carrying out wrecking in case of other types of emergency in the territory of the airport.

The Party of Social Reforms is equipped:

fire rescue trucks;

the tool for opening of the fuselage;

heatreflective suits;

remedies of respiratory organs;

knives for cutting of fastened belts of passenger chairs;

the shantsevy tool according to the sheet of picking of fire rescue trucks.

Equipment of the Party of Social Reforms can change and be supplemented depending on local conditions and receipt of new rescue means.

The number of staff of division and the number of fire rescue trucks is determined by category UPZ of the runway of airfield.

Determination of category UPZ of airfield is performed according to appendix 6.

1.2.5.7. Calculation of the division performing MO is created at the expense of duty shift of medical aid station of the airport and is intended for:

delivery of health care by the victim directly on site AP in the safety area (100 m from the place of AP alee);

sortings of victims according to degree traumatized;

preparation and transfer of victims, to the arrived calculations of ambulance for their sending to medical institutions;

factual determination of death of passengers and crew members.

Instructive material on sorting of victims and medical care behind them is performed according to appendix 7.

The numerical structure of calculation (MO) is determined by the established category UPZ of the runway of airfield.
