About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. To the Ministry of Industry and Trade of the Russian Federation in 3-month time:

approve methodical recommendations about preparation of the request for selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of industrial parks and industrial technoparks;

bring the agreements on provision of other interbudget transfers signed with subjects of the Russian Federation from the federal budget to budgets of subjects of the Russian Federation on compensation of part of costs for creation, upgrade and (or) reconstruction of infrastructure facilities of the industrial park, industrial technopark and technopark in the field of high technologies (further - agreements) and passports of complex investment projects into compliance with this resolution.

3. To the ministry of digital development, communication and mass communications of the Russian Federation in 3-month time to approve methodical recommendations about preparation of the request for selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of technopark in the field of high technologies.

4. To the Ministry of Economic Development of the Russian Federation in 3-month time to approve methodical recommendations about preparation of the request for selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of special economic zones.

5. To the Ministry of Finance of the Russian Federation in 3-month time to approve method of calculation of the cumulative value added received in the territory of the industrial park, industrial technopark or technopark in the field of high technologies.

6. Determine that the determinations of the amount of the state support in part of determination of calendar years determined by agreements procedure during which expenses on creation, upgrade and (or) reconstruction of infrastructure of the industrial park, industrial technopark and technopark in the field of high technologies were performed and cost recovery amount limiting procedure of payments on creation, upgrade and (or) reconstruction of infrastructure facilities of the industrial park, industrial technopark and technopark in the field of high technologies do not change in cases if before entry into force of this resolution the subject of the Russian Federation got the state support on cost recovery on creation, upgrade and (or) reconstruction of infrastructure facilities of the industrial park, industrial technopark and technopark in the field of high technologies and the cost recovery amount limiting procedure of payments applied to 3rd year of receipt of such support in the field of high technologies extends to creation, upgrade and (or) reconstruction of infrastructure facilities of the industrial park, industrial technopark and technopark also for 4th and 5th.

7. The subjects of the Russian Federation which fulfilled agreement obligations before entry into force of this resolution having the right to conclude according to the procedure, established by this resolution, new agreements for up to 2 years.

8. This resolution becomes effective since July 1, 2020.

I. General provisions

1. These rules establish procedure for selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation to compensation of part of costs for creation, upgrade and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks, technoparks in the field of high technologies (further - parks), special economic zones (further respectively - the state support, interbudget transfers, selection).

2. For the purposes of these rules the following concepts are used:

"applicant" - the subject of the Russian Federation who addressed the executive in charge with the request for selection;

"the request for selection" - the application for participation of the subject of the Russian Federation in selection of the subjects of the Russian Federation having the right to the state support in form of other interbudget transfers to compensation of part of costs for creation, upgrade and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks, technoparks in the field of high technologies, special economic zones submitted by the applicant to the executive in charge;

"engineering infrastructure" - complex of the objects which are technologically connected among themselves and engineering constructions intended for supply activity of goods, performance of works and rendering services in the field of communication and information, water supply and water disposal to connection points (technological accession) to objects of communication and information, to engineering water supply systems and water disposals of capital construction projects, providing activities of members of parks or residents of the special economic zone and located in the territories of parks or the special economic zone or in the territory adjacent to borders of the territories of parks or the special economic zone, and also the objects used for utilization, neutralization and waste disposal of production and consumption;
