About introduction of emergency state in the Republic of Kazakhstan

For the purpose of safety of the population of the Republic of Kazakhstan according to the subitem 16) of article 44 of the Constitution of the Republic of Kazakhstan and Articles 4, of 5, "About emergency state" I DECIDE 6 Laws of the Republic of Kazakhstan:

1. In connection with the announcement the World Health Organization of new coronavirus of COVID-19 pandemic for the purpose of protection of life and health of citizens to enter according to the legislation of the Republic of Kazakhstan in all territory of the Republic of Kazakhstan emergency state for the period from 08 hours 00 minutes on March 16, 2020 for a period of up to 07 hours 00 minutes on April 15, 2020.

2. Create for emergency state State commission on providing emergency rule in case of the President of the Republic of Kazakhstan and give to her the authority provided by the Law of the Republic of Kazakhstan "About emergency state" in structure according to appendix to this Decree.

3. Enter the following measures and temporary restrictions for action of emergency state:

1) to strengthen protection of public order, protection of especially important state and strategic, osoborezhimny, regime and especially protected objects, and also objects providing life activity of the population and functioning of transport;

2) to limit functioning of large objects of trade;

3) to suspend activities of shopping centers, movie theaters, theaters, exhibitions and other objects with mass accumulation of people;
