About additional measures of the state support of the families having children

For the purpose of increase in the income of the families having children I decide:

1. Establish since January 1, 2020 the monthly money payment on the child aged from three up to seven years inclusive (further - monthly payment) provided to the families needing social support having children, according to the procedure and on conditions, stipulated by the legislation subjects of the Russian Federation.

2. Provide joint financing within budgetary appropriations of the federal budget of payment commitments of subjects of the Russian Federation on implementation of monthly payment.

3. Determine that:

a) monthly payment is provided if the size of the average per capita income of family does not exceed the size of subsistence minimum per capita established in the subject of the Russian Federation according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation" for date of the request for purpose of monthly payment;

b) the amount of monthly payment constitutes 50 percent of the size of subsistence minimum for children established in the subject of the Russian Federation according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation" for date of the request for purpose of monthly payment;

c) if the size of the average per capita income of family calculated taking into account monthly payment in the amount of 50 percent of size of subsistence minimum for children does not exceed the size of subsistence minimum per capita, monthly payment is appointed in the amount of 75 percent of size of subsistence minimum for children;
