About approval of the aviation rules "Activities for Maintenance of the Flight Validity of Aircrafts"
Based on articles 18 and 20 of the Air code of the Republic of Belarus the Ministry of Transport and Communications of the Republic of Belarus DECIDES:
1. Approve the aviation rules "Activities for Maintenance of the Flight Validity of Aircrafts" (are applied).
2. This resolution becomes effective after its official publication.

1. These aviation rules "Activities for Maintenance of the Flight Validity of Aircrafts" (further - Aviation rules) establish:
requirements to implementation of activities for maintenance of the flight validity of the civil aircrafts entered in the State register of civil aircrafts of the Republic of Belarus;
procedure of supervision, control of activities for maintenance of the flight validity of the civil aircrafts entered in the State register of civil aircrafts of the Republic of Belarus.
2. These Aviation rules are obligatory for application in the territory of the Republic of Belarus by all physical persons and legal entities irrespective of their legal position and patterns of ownership performing the activities connected with maintenance of the flight validity of aircrafts.
Requirements of these Aviation rules are implemented and provided with officials of Department on aircraft of the Ministry of Transport and Communications of the Republic of Belarus (further - Department on aircraft) and employees of the aviation organizations of civil aviation of the Republic of Belarus on whom responsibility concerning activities for maintenance of the flight validity of aircrafts is conferred.
Control of execution of requirements of these Aviation rules is exercised by Department on aircraft.
3. In these Aviation rules apply the terms established in the current version of the Air code of the Republic of Belarus and also the following terms with the corresponding determinations:
engine: the device intended for starting of the aircraft, the device designs which are part the components and the equipment necessary for functioning and control of the device excepting the air (bearing) screw;
aeronautical and radio-electronic equipment: onboard electric equipment, instrument equipment and radio-electronic equipment;
onboard equipment: the technical devices established on the aircraft and held for use onboard the aircraft;
onboard electronic equipment: any electronic device, including its electric part, held for use onboard the aircraft, including the radio equipment, system of automatic flight control and aeronautical equipment;
work type: maintenance, modification of aviation product, separate standard engineering procedures;
category of maintenance: the maintenance which is carried out on the distinctive signs established by operational documentation;
aircraft of difficult design: category of aircrafts to which belong:
the airplane with the maximum certified take-off weight more than 5700 kilograms, or the maximum certified quantity of passenger seats more 19, or with a minimum certified number of flight crew at least 2 persons, or RVSM equipped with one and more turbojet (turbofan) or two and more turbo-propeller engines, or equipped for flights in airspace;
the helicopter with the maximum certified take-off weight more than 3175 kilograms, or the maximum certified quantity of passenger seats more 9, or with a minimum certified number of flight crew at least 2 persons;

RVSM airspace: the reduced minimum of vertical echeloning;
auxiliary power plant: the autonomous onboard installation providing supply of electricity and compressed air to onboard systems in operating time on the earth;
serviceability: the condition of aviation product which is characterized by compliance of its design, parameters and flight qualities to the regulations and requirements established in operational documentation;
dismantle: removal of product or its component from installation site;
defect: each separate discrepancy of product to the requirements established by operational documentation;
fault detection: determination of technical condition of the aircraft equipment by results of which the decision on its validity to further operation is made;
the directive on the flight validity: the regulating document determining aviation products which condition is unsafe or in which such condition can take place or can develop in other products of the same standard design. It orders corrective actions or conditions or restrictions, obligatory for accomplishment, in case of which further operation of the specified products is allowed;
admission: the permission issued by specially authorized body in the field of civil aviation of the Republic of Belarus according to the legislation to person on the right of implementation of certain actions (works);
completion: any change made in accordance with the established procedure to design for the purpose of its enhancement, elimination of constructive and (or) production shortcomings;
record: the document (the documentary certificate) containing (certifying) the achieved results and (or) certificates (proof) of the performed activities;
component: the aviation engine, the air screw or other product which is part of design of the aircraft;
control: the procedure of estimation of compliance by the observation and judgments accompanied if necessary with the corresponding measurements, examination, testing or calibration of object and comparison of the received results with the established requirements for determination whether compliance on each of these characteristics is reached;
light aircraft of the first category: category of aircrafts to which belong:
the airplane with the maximum take-off weight of 1200 kilograms or less which does not belong to the category of aircrafts of difficult design;
glider or motor-glider with the maximum take-off weight of 1200 kilograms or less;
aerostat with the maximum settlement amount of gas or hot air: no more than 3400 cubic meters for balloons, or 1050 cubic meters for gas aerostats, or 300 cubic meters for fastened aerostats;
the airship intended for transportation no more than four people with the maximum settlement amount of gas or hot air: no more than 3400 cubic meters for thermal airships or 1000 cubic meters for gas airships;
light aircraft of the second category: category of aircrafts to which belong:
the airplane with the maximum take-off weight of 2000 kilograms or less which does not belong to the category of aircrafts of difficult design; glider or motor-glider with the maximum take-off weight of 2000 kilograms or less;
balloon;
thermal airship;
the gas airship of simple standard design having no more than 3 percent of static weight, without possibility of change of vector of draft (except for possibilities of reverse of draft), not equipped with booster management system;
flight validity: the product characteristic which is provided with implementation of requirements of airworthiness standards in its design, parameters and flight qualities;
methodical recommendations: the document stating concepts, procedures and technique of determination of the regulations necessary for implementation of actions and the organization of works which uniform application is recognized reasonable within the requirements established by the legislation and technical regulatory legal acts;
mechanism: the internal device (system of links) of the machine, the device, the device putting them in action;
minimum list of the equipment (MEL). The list providing operation of the aircraft in certain conditions in case of refusal of specific component of the equipment which is constituted by the operator according to MMEL for this type of aircrafts or more strict requirements.
modification: the change of standard design of aviation product which is not repair;
installation: installation of product or its components on site uses;
the appointed resource: total operating time in case of which achievement operation of object shall be stopped irrespective of its technical condition;
operating time: the employment duration of product expressed as the continuous size measured in hours, minutes or the amount of work of product expressed as the integer size estimated in flights, cycles, starts and inclusions;
defect: condition of product in case of which it does not correspond at least to one of requirements of operational documentation and which the refusal, damage, defect belong;
airworthiness standards: set of the requirements imposed to standard design and (or) characteristics of the aircraft or component which is part of design of the aircraft and providing, on condition of their accomplishment, safe operation of aviation product during fixed term of service in case of observance of the established service conditions;
organization for maintenance: the legal entity having the certificate of the organization for maintenance and performing maintenance of aircrafts according to the list of the permitted works which is integral part of the certificate of the organization for maintenance;
survey: work type, carried out by means of sense organs and, in case of need, with use of the tool and (or) equipment which nomenclature is established by operational documentation;
special categories of maintenance: the maintenance including the works referred by adopted agendas (regulations) of maintenance to seasonal and special maintenance, maintenance in case of storage and in extreme meteoconditions;
damage: the event consisting in violation of serviceable condition of aviation product or its components by means of the external impact which caused the changes of design non-compliant to the requirements of operational documentation;
maintenance of the flight validity: package of measures by means of which compliance of AF, the engine, air screw or component to the existing requirements to the flight validity and their maintenance in the condition necessary for safe operation throughout operational resource and service life is provided;
search of the reasons of defects: the process established by operational documentation necessary for determination of the reason of defect or defect, with use or without use of the built-in functions of self-checking or the external control and checking equipment;
flight information: data on the parameters, signals, messages and events fixed in flight of the aircraft by means of onboard registrars;
number-specific documentation: documentation intended for registration of state registration and the validity of each aircraft to flights, accounting of operating time and technical condition of the aircraft (the engine, product), its acceptance and transfer;
instrument equipment: the onboard equipment and systems of the aircraft including aero metric devices and systems, devices and control systems of operation of power plants, other systems, flight and navigation autonomous devices and systems, complexes of automatic control, fiber optic systems performing transfer, processing, display or storage of analog or digital data, lines and tires of data transmission, wireless or other transmission media of data, elements of such systems and the corresponding connectors;
program of maintenance: the document containing list and the description of the planned works on maintenance, frequency of their accomplishment, and also the description connected with their performing procedures of aircrafts, necessary for ensuring safe operation, concerning which the document is constituted;
manufacturing documentation: documentation intended for planning, accounting of information, different creation of reports on operation of the aircraft equipment and production economic activity;
procedure: officially the established procedure (it is drawn documentary up, implemented and is supported in working order) actions, realization of process, performance of works, rendering services determining the purpose and sphere of activity (that shall be made, whom, when, where and as in case of what use of documents and resources, as management and registration of activities shall be conducted);
process: set of the interconnected or interacting types of activity transforming entrances to exits;
pre-flight inspection: survey of the aircraft just before accomplishment of flight for the purpose of assessment of readiness of the aircraft for its accomplishment;
workplace: zone of activities of the contractor (contractors) in which place processing equipment, the tool, consumable materials, spare parts, operational (technological) documentation;
radio equipment: the onboard equipment and systems of the aircraft, including systems of radio communication, radar-location, radio navigation, the equipment and systems of entertainment of passengers onboard, the fiber optic systems performing transfer, processing, display or storage of analog or digital data, lines and tires of data transmission, coaxial cables, wireless or other transmission media of data, elements of such systems and the corresponding connectors;
regulations of maintenance: the main document determining objects of maintenance, amounts and frequency of the functioning performed on them which timely and high-quality accomplishment in full ensures maintenance of the flight validity, the set level of reliability and operability of those aircrafts and its systems which it concerns;
repair: performance of works on recovery of the flight validity of product after its damage or depreciation for ensuring further compliance of product to the requirements provided by the relevant standards of the flight validity which were used for issue of the certificate of type.
capital repairs: type of the repair which is carried out on the expiration of the established values of resource and (or) service life of product;
running repair: type of the repair which is carried out for the purpose of elimination of separate damages;
resource: operating time from the beginning of operation or its renewal after repair of certain type before transition to limiting condition;
the resource appointed: the established total extreme value of operating time of product in case of which achievement application of product shall be to destination stopped;
management according to procedures of the organization for maintenance (RPTO): the document approved by the head of the organization for maintenance and containing the detailed information about structure of the organization for maintenance and obligations of its management, the sphere of the performed works, production base, procedures of maintenance and systems of quality assurance or inspection checks;
the operator's management on regulation of maintenance (RRTO): the document containing the description of procedures of the operator which provide possibility of management of timely and satisfactory accomplishment of all planned and not planned works on maintenance of AF of this operator;
management on regulation and procedures of maintenance (RRPTO): the document containing requirements according to RRTO and RPTO;
managing personnel: category of officials of the aviation organization to whom the powers sufficient for implementation of resource and organizational support of activities of the aviation organization according to the obligations assigned to them are conferred;
extralight aircraft: category of aircrafts, with the maximum certified take-off weight of 750 kilograms or less;
certificate on maintenance: the document containing the data confirming satisfactory accomplishment of the works on maintenance specified in it according to the operational documentation and procedures described in management according to procedures of the organization for maintenance or within equivalent system;
the certifying personnel: the category of persons from among aviation personnel authorized on behalf of the organization for maintenance to sign the certificate on maintenance;
quality system: the set of organizational structure, the responsibility, procedures, techniques, processes and resources providing goal achievement in the field of quality, including determined by policy of the organization for maintenance in the field of quality.

service life: duration of operation of product expressed as the calendar size estimated in days, months, years;
the service life appointed: the established extreme value of service life of product in case of which achievement application of product shall be to destination stopped;
training: forming and fixing in practice of professional knowledge, abilities, skills and processing methods of work on the aircraft equipment;
ship documentation: documentation which shall be onboard AF who is carrying out flight;
