About strengthening of quarantine measures

1. To provide to akims of areas:

1) prohibition of departure and entrance on the territory of the regional centers, the cities, areas, rural settlements, except for the staff of the organizations of life support of the population, persons leaving and driving on medical indications and also departure of persons which were on treatment in hospitals and under observation in quarantine and provisional hospitals during introduction of quarantine;

2) determination of Items of entrance/departure from quarantine zone taking into account ensuring availability and smooth operation of rescue services, emergency medical service;

3) restriction of movement in quarantine zone with establishment of posts on the city and between areas, rural settlements with separation into quarters and sectors;

4) cordon of rural settlements where incidence of COVID-19 with employee involvement of the Ministry of the Interior and Defence is registered;

5) suspension of operations of the airport, railway station, bus stations and bus stations, prohibition of long-distance, mezhdurayonny bus traffic, and also private carrying;

6) suspension of operations of departments of banks of the second level, JSC Kazpochta, exchange points, with transition to online operating mode and by the principle of "delivery to clients";

7) suspension of operations of preschool institutions, service industry objects irrespective of patterns of ownership;

8) suspension of work of fairs, the markets food, nonfoods, the automobile, ware, cattle markets and other objects with mass accumulation of people;

9) suspension of work of public transport;

10) to impose ban on movements of the population in rural settlements;

11) patrol of the quarantine territory with attraction of forces of the Ministry of Internal Affairs, defense;

12) suspension of operations of all companies / organizations except for life-supporting;

13) suspension of work of subjects to religious appointment;

14) restriction of movement of the individual transport in the regional centers, the cities, areas, rural settlements.

15) restriction for meetings on streets and in other public places groups more than three people, except for members of one family;

16) restriction for exit from the dwelling inhabitants except as specified need:

- acquisitions of food, necessities of medicines and medical products;

- appearance at work;

17) will lock holding family actions for the place of residence;

18) prohibition on exit from the dwelling to persons is more senior than 65 years and to persons which did not reach eighteen years without maintenance;

19) administrative prosecution of persons who are not observing the quarantine mode;

20) determination of the list and operating mode of critical public infrastructure during quarantine;

21) determination of the list of persons to whom movement in the territory of the regional centers, the cities, areas, rural settlements in connection with execution of their service duties is authorized;

22) determination of multi-profile hospitals for hospitalization according to the emergency testimonies of patients with the clinical signs which are not excluding COVID-19;

23) observance of zoning and working hours of the organizations of health care according to appendix 1 to this resolution.

3. To provide to the chief state health officers of the territories toughening of the quarantine measures taking into account developing epidemiological situation in regions and control of their realization.

Of April 9, 2020 No. 32-PGVR "About measures for safety of the population of the Republic of Kazakhstan according to the Presidential decree of the Republic of Kazakhstan "About introduction of emergency state in the Republic of Kazakhstan" to make the following changes and additions to the resolution of the Chief state health officer of the Republic of Kazakhstan:

The subitem 5) of Item 9 to state 1) in the following edition:

"5) in case of receipt in the organization of obstetric aid of women in labor, and also in somatic hospitals of the patients needing rendering the emergency help according to vital indications with the clinical signs which are not excluding COVID-19, delivery of health care in the isolated room with observance of the anti-epidemic mode with use of individual protection equipment according to appendix 2 to this resolution. The personnel involved in delivery of health care in case of confirmation at the patient of the diagnosis of COVID-19 are subject to isolation on house quarantine and to laboratory inspection on COVID-19. In case of positive result goes for treatment, in case of negative result is on quarantine and it is allowed to work in 14 days after repeated laboratory inspection, in the absence of clinical display of respiratory infection;";
