In pursuance of the Presidential decree of the Republic of Uzbekistan of November 14, 2018 No. UP-5577 "About Additional Measures for Enhancement of State Regulation in the field of Construction", resolutions of the President of the Republic of Uzbekistan of July 13, 2018 No. PP-3852 "About measures for further improvement of rating of the Republic of Uzbekistan in the annual report of the World Bank and the International Finance Corporation "Vedeniye Businessa"", of February 5, 2019 No. PP-4160 "About additional measures for improvement of rating of the Republic of Uzbekistan in the annual report of the World Bank and the International Finance Corporation "Vedeniye Businessa"", of August 26, 2019 No. PP-4427 "About measures for further enhancement of procedures of provision of the free parcels of land of nonagricultural appointment and implementation of architectural construction works", and also for the purpose of increase in efficiency of the performed reforms on creation in the republic of favorable business environment the Cabinet of Ministers decides:

1. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix.

2. To the ministry of construction of the Republic of Uzbekistan together with other interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month

3. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the Minister of Transport A. Zh. Ramatov and the Minister of Construction of the Republic of Uzbekistan B. I. Zakirov.

Changes and additions made to some decisions of the Government of the Republic of Uzbekistan

1. In Regulations on procedure for the differentiated approach in case of the determination of terms and cost of implementation of procedures for issue of documents of allowing nature in the field of construction approved by the resolution of the Cabinet of Ministers of May 30, 2013 No. 150:

a) in Item 7:

shall be replaced with words the words "according to appendix No. 4 to this Provision" "according to appendix No. 4 to the Administrative regulations of rendering the state services in development of architectural and planning task approved by the resolution of the Cabinet of Ministers of May 18, 2018 No. 370";

b) in Item 8:

in paragraph one of the word "according to appendix No. 5 to this Provision" shall be replaced with words "according to appendix No. 5 to the Administrative regulations of rendering the state services in development of architectural and planning task approved by the resolution of the Cabinet of Ministers of May 18, 2018 No. 370";

in the paragraph the second shall be replaced with words words of "the size of minimum wage" "the size of basic settlement size";

c) consider appendices No. 4 and 5 invalid.

2. To add Item 9 of the Regulations on procedure for the organization and the conducting state examination of town-planning documentation approved by the resolution of the Cabinet of Ministers of January 22, 2016 No. 15, with the paragraph the fourth the following content:

"State examination of project decisions regarding compliance of objects to requirements of fire safety and seismic stability can be performed in the course of approval of the Ministry of construction of the Republic of Uzbekistan by divisions of architectural part of the design estimates according to the procedure, provided by the Administrative regulations of rendering the state services in approval of the design estimates approved by the resolution of the Cabinet of Ministers of May 18, 2018 No. 370".

3. In Regulations on procedure for appointment and conducting checks in the production process of installation and construction works on categories of complexity (risk) of construction objects approved by the resolution of the Cabinet of Ministers of October 12, 2017 No. 820:

a) in Item 3 of the word "receipt of permission to production" shall be replaced with words "the directions of the notification on the beginning of production";

b) in the paragraph the second Item 17 of the word of "permission to production" shall be replaced with words "the notification on the beginning";

c) in paragraph one of Item 18 of the word of "the contract for implementation of supervising functions" shall be replaced with words "the notification and invoice on implementation of supervising functions by inspectorate";

d) in paragraph three of Item 21 of the word of "permission to production" shall be replaced with words "notifications on the beginning";

e) state Item 26 in the following edition:

"26. "Administrative regulations of rendering the state services in approval of the design estimates and to simultaneous conducting examination of project decisions on object compliance to requirements of fire safety and seismic stability according to appendix No. 4;

Administrative regulations of rendering the state services in the direction of the notification on the beginning of installation and construction works according to appendix No. 5";

b) in appendix No. 2:

add Item 3 with paragraphs of the following content:

"when implementing construction of facilities, connected with the state secrets of the Republic of Uzbekistan, objects of the state value, and also when implementing individual housing construction according to standard projects in the rural zone;

when implementing individual housing construction and reconstruction of apartments in multi-storey houses";

state Item 21 in the following edition:

"21.
